We see not a few very fat offices are proposed to beplaced_at bis disposal directly and indirectly, and those who don't get auy salary are to be in the hands of the courts. These controllers shall be ap pointed by the court, to serve without pay, the term being three years, one-third going out every year. Changes take ef fect July 1,1876. The Board are required to furnish a sufficient number of schools for the edu cation of . every individual above the age of six years in their respective disiricts.— Evening schools may be establisied, as also half day schools.. The buard may, at their option, appoint committees of three for each school building,whose du ties shall be to visit and inspect such schools. The Boards shall own and con ,trot all property in their respective dis tricts, and shall appoint all teachers, fix their salaries, &c. They shall on or before the first Tuesday of July, 1876, and every three years thereafter, decide what hooks ' shall be used. Such books shall be pur chased by the Boards out of the general fund and loaned to pupils while attend ing school. In May, 1876, and every fifth year thereafter, they shall cause a census to be taken of all children iu their dis tricts, together with such items of nifor 'nation as may be desired by the Super% intendent of public instruction. Indus trial and technical schools may be estab lished with the approval or the Superin tendent. The revenue of several districts shall be: Ist A pro rata proportion of the State appropriations for the support of the public schools. 2nd. Fines and pen alties, in all cases in which they shall not be appropriated by law. 3rd. School tax as and school building taxes levied sep. arately in each school district as provided Any person found intoxicated upon the public highway shall be fined, upon view or proof, two dollars, which sum shall be applied for school purposes. The Board shall annually levy the regular school tax and, when necessary, a special tax for building purposes, but in no district shall the building tax exceed the sum of 8100,003 in any one year The Medical Inspector is to visit all schools and report as to their sanitary condition. Atten dance at school by children oetween eight and fourteen years, at least twelve weeks in tech and every year, is made compulsory. The bill prescribes minutely the - duties of controllers, and of all officers, tax as sessors,t.ollectors and auditors; regulates I.the examination of teachers and the granting of certificates ; provides for the estbalishment and care of sehool libra nes, and covers the establishment and carrying on of Normal Schools. The following changes are proposed : (1) An additional provision to pre. vent the resignation of a member of the legislature, pending up inquiry into his conduct by either house which may. lead to 'his cspwts 00. This is Intended to prevent an escape from due punishment by resignation in such cases. (2) To so amend provisions relating to appropriatons, as to bring the appro priations for charitable and educational purposes which may be made by a major ity vote, and such as require a two-thirds vote, into two inclustse budgets, in order that they may be relatively judged of and their gross amount be kept within prop er bounds. (3) Supplies an omission to fix the power of commissioning judges of the supreme court to fix the time for the be giurnrg of their terms of office. (4) The third section of art. v., con ferring jurisdiction upon the supreme court, is amended to enlarge the rowels of the court by declaring, "They shall have original jurisdiction in Lases of in junction, where a corporation 6r a public officer is a party defendant, of hams corpus. INa ndalNUS and quo warrant°, bnt shall not exercise any other original jur isdiction." (5) Prohibits the erection of a Judi cial district from single county with a population lees than fifty thousand ; pro hibik the election of and additional law judge in such a district unless the pop ulation shall exceed seventy-five thousand provides for special courts when neces soy, and the abolition of existing separ ate districts where the.population is less than fifty thousand and also where busi- ness does not require their , continuance, after the expiration of the terms of judges now in commission therein. Business, not population, is made the basis of the distribution of the courts of the state. (CO Confirms the powers of associate judges in districts where that office is not abolished, and declares what consii totes a quoinm in their absence. (7) Supplies express power to com— mission common pleas judges and fix the time when their terms begin. (£i) Strikes from the constitution the clause providing for a "limited vote" and intended to secure minority representa tion. (art, v., sec. 16.) (9) • Provides that the salaries of judg— es may be increased but not diminished during their terms of office. (10) Supplies an omission of power on the part of courts to appoint under officers. etc. (11) Provides that "at the trial of a contested election of a senator or a repeesenatici, before acommittee of either house a judge of the supreme court, to be assigned thereto by the said court, shall preside, and shall decide questions regarding the admissibility of evidence, and shall, at the request of the committee pronounce his opinion upon the ques— tions of law involved in the trial." This change in regard to the determination of eases of contested elections is intended to remedy a detect in the constitution arising originally from the ommission of a Word in transcribing it. (T) Exempts from taxation property owned by colleges, academies and other institutions of learning not used for prt— vote gain and hospitals. Art. IX, sec. 1.) (13) Strikes out of sec. 8, art: ix, the phrase, "at any oi:e time," which •is a surplusage capable of an inference con— trary to the intent of the section, which is to limit the aggregate indebtedness a city may eon tract to ten per centurn. (14) Provides for the payment of all fines and penalties by municipal officers into the county treasuries. (15) Strikes out see. 7. art. sly, pro viding for the election of county comrais sioners and auditors upon the plan of a limited vote. (16) Strikes out the provision provid ing for cumulative voting in elections for directors or managers -of corporations— (art xvi, sec. 4) (17) A verbal amendment of sec. 5 art. xvi, to enable a foreign corporation to traosact any necessary business not of a permanent nature, without establishing officers in the state. (18) Strikes out the lust sentence of sec, 10, art. xvi, as verbiage, and in con flict with section 7, art. iii. (19 Amends sec. 9, art. xvii to pre vent "the extension" of passenger rail ways within city limits without pennies sion of the local authorities. Suggestions not embodied in actual form are spade as to necessary changes for the relief of the supreme court,which is so overburdened with labor that its inability to accomplish all that is required of it amounts to a practical denial or de lay of justice. It is proposed that the legislature shall limit writs of error and appeal, except where constitutional goes— . tions are involved , to sums not under five hundred dollars. Municipal debts it is asserted should not besubject of investmeot by executors, administratots, guardians or trustees.— The money of widows, orphans, infants, the insane and others wider disability ought not to be subjected to such hazard.
