In the above list the States of Missouri
and Kau-as are classified as having im
perfectly ratified the amendment. The
Legislature of Missouri failed to act upon
the second section, and in Kansas the
same section was imperfect wheu ratified.
These defects will be remedied when the
Legislatures of both States convene nest
month. This will give the amendment
the assent of twenty States without fur
ther question.
Of the States which areyet to take ac
tion, lowa,. 3iinuesota, Mississippi, Ne
braska, Rhode Island and Texas. may be
counted upon for ratiAvation. With these
twenty six states in all secured, but two
more are required to make the amend
ment aparently a part of the Constitution.
These the radicals unaoubtedly expect to
obtain fr9m - Indiona, whose illegal action
may, be iguored; New York, whose right
to rescind may be not recognized ; Ohio
which is expected to reverse the action of
its last Democratic Legislatnre ; or Geor
gip, about which further reconstruction
legislation is in progress.
It would seem, therefore; from this
statement of the sitoation, that the fif
