By way of compensation for the release of the tax upon manufactures, the new In ternal Revenue bill proposes to increase largely the amounts received from what aro latterly called " special taxes," but which were in the original Tax bill known as licenses. The special tax originally was in by far the' greater number of cases, ten dollars, or less, upon a few avocations; it was increased according to the income of the individual from his business, but no very great sum could have been derived from the amounts above ten dollars. The new law, however, proposes to add very largely to the levies upon occupations, graduating the amounts to be paid accor ding to the receipts of the person.
