Fire in Lathrop.
The barn end sheds attached, of John
Aney, were yesterday (Sept. 16) burned
with ail their contents,—hay, wheat, rye,
and oats. The loss to Mr. Aney is about
$l2OO. Pickering & Green lo3t a thresh . -
ing machine, a self-cleaner; their loss they
estimdta at $5OO. They had just unload
ed their machine and were setting it up
when the barn was discovered to be on
fire; they barely saved their horses. Sev
eral men were in the barn whr n it took
fire, but the wind swept the flames through
the whole barn, filled with straw, grain
and hay. The fire was caused, they sup
i.ose, by smoking a pipe in the stable, or
from matches dropped4here. There was
no insurance. The loseto Mr. Aney is a
severe one, as it is also to Messrs. Pick

Public Roads.
MR. EDITOR: --The opinion, I think, is
very generally entertained, that our pub
lic roads are in a very poor state of repair,
considering the amount of tax levied for
road purposes. That our road tax is
worked out in a manner that id next to
useless, no one will, I presume, deny.
Men and teams that are able to, and do
good days work, get no more, generally,
than those that lazy away their time on a
hoe handle, or are too "lame and lazy" to
do but little. That our roads are notori
ously poor, no sober man will deny. How
shall we remedy the matter? I will pro
pose a plan:
Ist. Our levy for road purposes shall he
a cash levy, levied by the supervisors of
the townships, and collected by a collector
by them appointed, and paid to the proper
township treasurer.
2d. The roads in the several townships
to be divided into convenient sections of
not more than one mile each, to be let'to
the lowest responsible bidder, to be by
them kept in repair for a term of not less
than three or five years.
3d. The supervisors to be inspectors of
the roads, and in case they disagree as to
the repairs, Jac., the township auditors to
be judges.
The above plan„ though simple, is, I
think, one of merit. It creates no new
offices nor abolishes old ones. It leaves
the roads in the hands of the tax-payer, if
he wishes to work a section or more of
the roads, and yet gives the township au
thorities sufficient power to keep the roads
in repair. You that are interested in good
roads, let us hear from you in both Mont,
rose papers, as all are interested. Propose
some plan ; condemn, if you please, or ap
prove this one. Agitate this subject, and
if possible bring it before the next Legis,

Petal Accident.
A boy named Brawn, aged about 17
years,,was killed by a freight train on the
D. L. W. R. R., at Nicholson station,
on Monday afternoon. We learn that he
was not employed by the company, but
was engaged (as too many boys are,) in
jumping upon the cars as they passed.—

Mr. Francis Hornet, of Wyalusing, a
contractor on the Peun'a and Nemr York
Railroad, cane to an Intimely : ead
Thursday last., He was engaged ill Build
ing across Wyalusing Creek, an 4 bad in
use a derrick for the purpose of Iraising
heavy atones to their places in tile abut
ment. Ho.was holding this derrick to its
proper place by means of a crowbar
braced across' its end, when it swung
around carried: him into the air s `crushing
his bead against the abutment, killing in
stantly. tie was about 47 years old, and

Robbery,
Mr. Wm. Smith, of Susquehanna, was
robbed of his pocket book last Thursday
morning, containing a $5OO government
bond, over one hundred dollars in money,
and some two hundred dollars in notes.
Mr. Stniill was" at the Depot seeing to
getting his mother on board of the train
at this station, about a ,o'clock in the
morning, and when in the midst of the
crowd and excitement of changing the
sleeping cars for the others, his pocket
book was taken from his pocket.—Penn

13th Section of the aforesaid act, I am directed, "that
every persons except lusticcaof the Peace. who shall
hold any office or appointment of profit or trust under
the United States, or of this State, or of any city or in
corporated district, whether; a CcITIMIISSIOLICII officer or
agent, who is, or shall he, employed under the legisla
tive, judiciary or executive department of this State or
United States, or any city or incorporated district ; and
also that every member of Congress, and. of the State
Legislature, and of the select or common council of any
city, or commissioners of any incorporated district, Is
bylaw incapable of holding or exercising at the same
time the office or ap ointment of fudge. inspector or
clerk of any election of this Commonwealth, and that
no inspector or judge-or other officer of any such elec
tion, shall be eligible to anyoftice then to bovoted fors"
By the act of Assembly ofJuly 3,1839, it is also made
"the duty of every Mayor, Sheriff, Alderman, Jnstice of
the Peace. Constable, of every city, county, township
or district within this CoMmontrealth, whenever railed
noon by any officer of an election, or by three qualified
electors thereof, to clear any window or avenue to the
window of the place of General Election which shall-be
obAructed in such a
and as to prevent voters. from ap
proaching thesame it shall be the duty of every
re.pective constable of sucliward, district or township
within this Commonwealth, to be present ittperson or
by deputy. at the pitted of holding elections. in such
ward, district ur township. for the purpose of preserv
ing the peace as aforesaid."
Also, that in the 4th section'of the act of . Assembly,
entitled "An act relating to executions and for other
purposes," approved April 10, 1810, it is enacted that
the aforesaid 13th section. "shall not be construed as
to prevent any militia officer or borough officer from
serving, as judge, inspector. or clerk at any generalor
special election In this Commonwealth."
Pursuant to the provisions contained in the 70th sec
tion of the net aforesaid, tee judges of the aforesaid
district shall respectively take charge of the certificate
of return of the election of their respective districts,
and produce them at a meeting of ono judge from each
district, at the Court House in the Borough of 'Mont
rose, on the third day afterthe day of election, being,
the present year, on Friday, the 11th day of October
next, there to do and perform the duties required by
law of said judges. Also. thet where ajudge by sick
ness or unavoidable accident is unable to attend said
meeting of judges, then the certificate or return afore
said shall-be taken charge of by one of the inspectors
or clerks of the election of said district, who shall do
and perform the,duties required of said judge unable to
attend.
Also, that in the 01st section of said act, It is enacted
that "etterYgeneral and special election shall be opened
betweenight and Ten in the forenoon, and shall con
tinue wit out
ont Interruption or adjoninment until Seven
o'clock I the evening, when the polls shall be closed."
By an Act of Assembly of March 30th, 1860, entitled
nh Act regulating the mode of voting at all elections
pf this Commonwealth, it is enacted as follows:
SECTION 1. Be it enacted by the Senate and Bonita of
Representatives of the Commonwealth of Pennsylvania
in General Assembly met, and It to herchyenaetedby
the authority of the sumo: That the qualified voters of
the several counties of this Commonwealth, at all gen
eral, township, borough and special elections, are here- ,
by. hereafter, anthorized and required to vote, by tick- I
eta, printed or written, severally classified as follows: '
One ticket shall embrace the names of all jndgin of
courts voted for, and to be labeled, outside. "judiciary:"
one ticket shall embrace the names 'of all State °inters
voted for, and be labeled "state:" one ticket shall em
brace. the names of all countyp officers voted for, in
cluding office of Senator, member and members of As
sembly, If voted for, and Member of Congress. if
voted for, and be labeled "county;” one ticket
shall embrace the names of all township officers voted
for, and be labeled "borotigh :" and each class shall be
, deposited In separate ballot-boxes."

the militaty or naval service oftho United States,, and

- court of quarter sessions of this Commonwealth, shall

It is further directed that the meeting of the Return
Judges at the Court Rouse, In gontrose, to make out
the general retttrns.shall be on the first Friday succeed
ing the General Election, which will be on the 11th day
October, 12W7. .
The Return Judges for the Twelfth Congressional-Dis
trict, composed of the counties 'of Susquehanna and
Luzern°, will meet at the Court House in Wilkesßirre,
Lazerne county, on Tuesday October 15th. 1887.
