Stamps:
It is not generally understood perlaps
that a.per§oti_ signing his name to ...a.sub.
scription.paper, whereby he, contracts to
pay a suni of money, is require by the
Internal Revenue law to tix a stamp to
the sank.. But it is true, nevertheless, as
appears by the following decision of the
commissioners :
"In the rase of a subscription list where
the heading involves a promise to pay the
sum annexed, the person signing is liable
to the Stamp duty required on prombisary
notes unless he pay the amount annexed
to hisliatue at the time of signature; in
Whieh casi; the time of signing his name
should be regarded as a mere part of a
memorandum.' ; :
," Where:the tending of a list involves
a,condition'on which the subscribers win
_pay the sum annexed to their names, then
each signature is held to create an agree
ment subject to •Eve cents."
This decision applies to persona who
subscribO for books sold by canvassers,
and to subscriptions to charitable purpos
