ter Wright, aged 38 years.

He - enlisteddast spring, for Lathrop. In
therlatter part of the season be had a fit
of sickness and obtained leave to visit his
'home for a few days in hopes of being
benefitted, but was again taken sick and
died after a few hours illness. The itn
mediate cause of death was epileptic fits.
He leaves a wife and two children to
mourn his loss. •

1. Are those who hold exemption cer
tificates from United States boards ex
empt under the State law ?
The certificate of exemption for mental
or physical disability, given by the physi
cian of an enrolling board of the United
States, should not be received as evidence
of disability or disqualification for State
service. 2ach board must make its own
exemptions, determining from all the cir
cumstances of each particular case, %I:teth
er the party is a proper subject for ex
emption.
2. Are those who paid commutation to
the United States, or furnished substitutes
exempt?
The citizen owes ',allegiance and, as a
consequence, service to both State and
Nstional Governments, and exemption
from •service under theVrovisions of the
aat - v? Congress for enrolling and calling
out the National forces, does not relieve
a. party from the smite he owes the-State
under the militia laws of the Common
wealth. It is a superadded obligation:"
—We urge upon those in authority the
speedy trial, and, if guilty, the full pen
ishment of the parties arrested in connec
tion with the thefts in our Navy Yard;
but let them have a fair, impartial trial,
under the Constitution and laws of the
land.

vanced, under the influence of the belief
that an enormous addition to the paper
money issues of the country is inevitable
during the next year. The programme of
continued government inflation, bank ex
pansion, and reckless speculation, is now
a fixed fact.
—A serious riot occurred at Toronto,
Canada West, on Monday last, between
members of the Fenian Brotherhood and
Orangemen. Excitement was running
high, and fears of further violence were
entertained.
—A draft now going on Washington,
rh,c., is conducted in secresy, so that
those whose names are drawn shall have
no chance to pm away. _it is intimated
that the enrollment law •may be so-Amen
ded as to make this mode of drafting the
general practice.'
