Mr. Doty adds the following in his de position : This deponent farther states that while he was a prisoner at Bladens burg. as herein before stated, a German, formerly a private of the 55th New York Volunteers, who had a pass to Baltimore, claimed be bad his discharge at his home is Baltimore, who had a Minnie ball wound in his right elbow, which disabled his arm, wakconfined in said gtiard house at Bladensburg with this deponent under similar obarge of desertion; said German was taken to Headquarters of Sergeant in charge, and in presence of this !deponent and others, ropes were attached to the thumbs of eitherband of said - German and said ropes being passed over a timber in the upper part of said guard house, his body was thereby drawn up from the door and swayed to and fro by other men under the orders of said Sergeant, and Sergeant saying to him : " God damn you, own up, or I'll keep you .there all day," which he repeated several times, and that before be was let down, oneof his thumbs burst. This German was released that same day on the same pass that he had when arrested. That the deponent says he saw several others while he was there who were subjected to similar treatment. Similar efforts were too successfully made last year at the mco ment when Lee's army was actually on your borders. Despatches have this morning been re oeived, establishing the fact that General Wallace with ten thousand men was yes terday compelled to fall back froeFred crick. He is believed to be in retreat for Baltimore. The communications between this point and Baltimore were cut by the rebels. The authorities of the United St's at Washington, are so impressed with the necessity of immediate efforts, that they have this morning by telegraph:authorized men to be mustered in by companies, which they bad yesterday peismptorily refused. It is my duty to state toyou the fact that your country requirei your im mediate services, and the safety, of your own soil, and of our good neighbors in Maryland, may depend upon your prompt action. Recollect that the mixis of en listing men is at the diicretion of the Government, and it is the duty of all to obey its requisitions. It would be dis graceful to you to waste time in objecting to matters of detail, or to profess that yon would go if called in some different way. Those who want an excuse for skulking may do so, but all who desire to do their duty to the country will not accept such subterfuges. Turn a deaf ear to all mis chievous Suggestions from any quarter. Do not lend yourselves to a betrayal of your country. Come forward like men to aid her.
