white men, but he denied it.

were of pure African feature and pure

That the negro race is passing away like
the Indian ? No. Just the opposite.

that comes to pour itself into black veins,
and it is a truer and better statement to
say, not that the black race in the country
is passing away, but that it is being ab
sorbed by the wnite, and a large, part of
the white population in the south is , met

proclaimed that the Constitution which
the President took a solemn oath ;to sup
port, is not his guide in . time Of war. It
is claimed :that the war power is higher
and above the Constitution. 'lf. so, why
not swear to support the war power and
have it defined, so, that; the; people will
understand it. The man that' takes 'an
oath to support the Constitution and ne
glects -or refuses to do so, is guilty of bOth
-legal and moral perjury, .and is unfit for
public trust. The Comstitution„defines
the war power, and if there is any time
that the charter of our liberties should : be
strictly adhered to, it is in time of. great
public dangerlike the present. •
