THOMAS:NICHOLSON Rec. Sec. • Sruiirovii.L.E, Sep. 20, 1850. , For the.gentrose.Democrat. The County Poor House. The people of the county are soon to pass upon the question of whether the poor of the county shall be supported in the manner that they now qtre, or whether they shall adopt the.si•sterp now- in operation in the - larger part of, the counties of the Commonwealth. That ?tur present system is radically de fectire_does riot aornit - of a doubt. - The amount of poor tax levied and col lected from the different townships in the County. for the last fire years will averse over tin` thousand dollars per year and that must continuo to increase .with the growth of the county. By looking at the details of our present system, it will be seen that a Tate portion of - the amount is spent 'before it -reaches the-. mtuper. There ire thirty-one township and boroughs in the county, end about: ninety overseers of the poor, and' all ,of them must be paid otore-or less for their ser . vices, .and I think that the estimate would be a safe one that twenty per cent. cit tfte whole sum is wbSOrbed by the overseers of the poor for their -services, expenses, - the. Another source of great expense, as well as a most vexatious anoyance, is the litigation be tween the different to,wushipis in the county, ,to ascertain the regal settlement of the pan per. and of this -most of the townships in tt e - county have had ,ample experience. As soon is a man or his family is so unfortunate as to require at•-i-tance from_ the township, the overseers at once set to _ work to see if the -last legal settlement of the pauper is not in some other district,—taxbooks are examin ed, old coretacts are hunted up, and every poin l / 4 is carefully scrutinized by some wily at torney, and if the case wit] at all warrant it, the township at once commences proceedings to tet.t the vestion before the courts, andzaf -ter double_the e_spense maintaining.. the pauper is incurred by the respective town ships —pat ment of lawyers' fees, traveling expenses, time of the .overseers„ dcu.—th e gal settlement is at length ascertained:, At e low estimate, frOm five to ten per cent:Of the whole poor tax of the county is spent in determining tit; liability of the township to support the pWrier of the county. At the present time, as fat as I am inform ed, no protision wbeterer, is made by any of the -townships to provide for such persons as shah be chargeable thereon. The overseers make the best shift they can, :;and often where-a case occurs that is disagreeable Or i troublesome,. they are compelled to pay -double and treble what it is really worth., end -what it would cost were there a proper ler:matt- house, where 'all suitable things were 'provided arid in readiness when required. ' 'Many of the paupers, Of theoounty, ifs there was en-opportunity to labor when able, do a large pait towsrds, their support. But as the practice now is, tley are hustled about from one to another, without regard 'to the - wishes or feelings of. the unfortunate pauper. Humanity should prompt every community to make ample and corifortable proviiiuns Itir such as through misfortune are compelled to ask aid .or ttbeir fellowiC Tke poor yr - m=lmm always wfth ru,": was said by Him sire spalee al nev„lar. than 'Make, and in all truly Christian counitlea' no sys tern.of laws have. been established, with'out suitable proviiihns for 'die eupport'bf the per and unfortunate... . TiteTlaw, if adepted•by the people, contem plates the perchase.of a farm and the erec tion:- of suitable buildings thereon, that-the_ needy and destitute may there find a cot:aorta ble home, and it requires but a thought from . any reflecting mind to satisfy him tbaC the cost of supgorting the poorof the county.will be leas "than one-half of, the present expen ses. Many of the 'townships in the' maunty are now sopportingsraupers it from three to six-dollars per week, because from the natufe of their afflictions, persons are unwilling to receive them into their families at alalr price, when the actual cost in a properly arranged county house would not be one-thirdtbat the tostships now pay. •• The support of the-poor • through the Means of a faith rand county poor house is. oat an experiment. The most of the counties of this State have the system in successful operation, as well as those of the neighboring States, and - where it has been fairly tested the poor have been better pro vided for and with half ib'e expense, that- 'is s now interred by the township. And I Teatime the prediction that the.same tax that is now levied by the different townships, will in the apace o f three years; purarase a suitable farm and' erect suitable buildings thereon, and support the poor fail:ratter than 'they now , -are, and after that one-third :of 'theiroor tax we now --raise will beziosplyaulficientfor all the purpose; of keeping it' in sucepefulOp *rat ion. - .
