They assured me that, after a careful cal. Up

aoto of one hitudred and fifty dollars on 6
_inilividnal to complying with the agreement
and they would have nothing left to remuner
ate them for their, care, trouble and responsi

native. During the period whlit'yhe govern
• meat itself, through its own agents.undertook
the tst.,k of providing for captured negroes in
Africa, the cost per head was very much
greater. • . ,
There having been no ottstanding approp
liation applicable to thittpurpose, I could not
advance any , money on the agreement. • I
therefore recommend - that, en approprialli
may he tnade,,of the amount, necessary to
carry it into effe_ct,
Other captures 'of a similar character may,

Congress-may amend the second section of
the act of March 3d, 1819, so as to free it!
construction fiom the iiinbiguity which has
so long existed, and render the duty of the
President plain is exicudig its provisions.
I recommend to tour favorable - rvgard,the
local interests of- the District of Columbia.
As the resideeci of Congress and the execu-

net' fail to feel a deep concern in its welfare.
. This is heightenecEby the high charlrott‘r a'ad

1 cannot conclude without performing the
ag.Ticrable duty of expreasingify.gratification,
that Congress so kindly 'responded -to the re ,
colitmendation of my last annual iliessage,by
affording• me setricieot time before the close
of their last . session, for the examination of all
the bills presented to me far approval. This
change in the practice of Congress, has prov
ed to be a wholsome reform. It exerted a
sn'e via! influence on the utiliser-I.:on of
legislative business, and elicited the general
approbation of the country. It enabled
Congress to adjourn with that dlttiq and
deliberation so beceming tC the representa

visions foreign to their nature, and of doubt
