ORDINANCE.
Whereas, The Government of the United
State is the proprietor, or will become so, of
all or most- of - the ' lands lying within the
limits of-Kangas, as determined under this
'Constitution; and Whereas, The State of Kan

' sas will possess the undoubted right to tax such
lands for the support of her Stite Govern
ment, or for"other proper and ligitimate pur
kposes connected with her existence as a State :
Now, therefore, be it otdsined by this Con
• vention; on behalf of and by the authority of
the people of Kansas; that the right afor e aid
to'tax such lands shall be and is hereby fors
ever relinquished, if the conditions following
shall be accepted and agreed-to by the Con
gress of the United States :
Sec. 1, That sections numbered eight, six

the second Monday in May, but the note was
reconsidered on MOnday, Pad it was decided

by all the Black Republicans, together with

The following are extracts from the late act
passed by the Legislitnre, for the regulation of
the Militia of this Commonwealth :
Sec. I. All able bodied white mete citizens
between the age of eighteen and forty-five year!,
acid residing in this State, and not exempted by
the laws of the Unite&Statea shall be subject
to military duty. excepting
'First—All persons in the army and navy of
the United States service.
Second—All ministers and preachers Sof the
gosp•l, and professors of colleges.
Third—Persons who have been reuelarlv dis
charged from the army and navy of the United
States.
-Fourth—Commissioned officer?, who have
served . as stich in the ?Militia of this nr any one
of the United States five years, Provided his
reiiignation after such term of service be duly
acL*pted, or he be otherwise honorably dis
charged. ,
Fifth—Every non commissioned officer, musi
can and priv:,te of every uniformed company,
who has or shall oviform himself, according To
law, and serve in such comp6ny five years from
the time of enrollment, shall be exempt from
military duty except in case of war, Insurrection
or invasion.
Sixth—lf any member of such company' who
is regularly uniformed and equipped shall upon
removal out of the beat of such company, or up
on the establishment thereof; enlist into any
other uniformed companyaand uniform and equip
himself, therefor, whenever his term of service

years, be shall be exempt from military duty in
like manner as if ho had served the whole
time in one company.

COMMUTATIONS.
Art 2d. The sum of one dollar, In rural

the same manner that taxes are collected ; ex
cept when the person so assessed, is between
the ages of eighteen and 'twenty.one, in which
case the Collector shall collect the said fine or
tax of the father, master or guardian, or out of
any property such minor may have.
FURNISHING ARMS.
The Adjutant General Khali furnish, on' the
order of the command.q-in-chief, or the requisi
tion of the brigade inspector' all necessary arms
and equipments for all the officers of the State,
and to the companies belonging to each brigade
required for camp or field duty, the same.to be
furnished at the expense of the State.
COMPENSATION OF SOLDIERS.
