The House bill provides that in -the elec
tion to be held under it in Kansas, those lei
dents shall vote who are qualified to do so
under the existing Territorial lkws. The
q ualification 'precribed by these laws are'a
six months' , -residence in the Territory and
certain test oaths—among. these, one in
which, the 'lei:institution: and laws .of the
-Unitedßtate.-s, the fugitive slave'laty included,
and that be has not interposed-to obstruct the
execution of this' particular lair. Such is the
effect of one of the provilions of the Ifout
egomery amendment.' It is certainly odd to
see,th_e Black Ripublican party requiring a
test of fidtility to the Constitution find the
laws cf the United states, especially to the
fugitive-slave law ; and asolemn abnegation
of haring interfered, to obstruct the execution
of the fugitive slave-law., We say, 'ihis pro
vision is a noble one to •he inserted to a Black
Republican measisre. _
The Federal Constitution provides that

into the Union;" but the -House bill im
proves upon that provision. While requiring .
dukvoters in Kansas to support the Coultitirs,
