maintains that the governor's :decision, as

legislature. So far as the questiim involves,
the legality of the Kama legislature, and the
validity of its acts, it ,is entirely immaterial
whether ae adept the reasoning and conclu
sions-a tho - minority report, 'for each proves
, that the ; l egislature was , legally and duly
•constituted. The tuinority'report ,establisg
es the fact' by the position that the governor's
certificate was conclusive, and that he grant
ed eertificates to tea out of the thirteen coun
cilmen, arid to seventeep out of the twenty-
six • representatives who finally held their
:eats, hi4h was largely more than a quorum
of each' ian . ch of the legislature. The ma-.'
jority report establishes the fact, by the po
si lion that aftergoing behind the 'governor's I
certificate, and carefully examining the facts,,
they confirmed these same ten . cqnricilmeti
and seventeeen representatives in their seats;
and then 4wardcxl - the seats of the'other three,
councilmen rind nine representatives to the
candidateS whom they believed to have been
legally e; f eeted, at the general election on the
30th of arch. . • -
The hobse,,by eighteen votes in the affirm -
-- alive to one vote in the negative, passed a res
olution. adopting,the majority report, and de
claring that : . the contestants " having been
on.the 30th of March, 1855, are
entitled to ilea' seats ai members of this
house." Whereupon fourof the sitting mem
bers; whose seals were vacated by the adop
tion, of themajority report; signed a protest,
and asked that itbe spread on the journal of
the housejwhich was accordingly done in the

a message from the 4overnor to the " . house

returning " house bill entitled An het to re
trove the seat of government, temporarily to
the Shawnee - Manuel Labor- School, in the
. Territory" ofKansas;' together with his objec-,
Whilethe governor, in assigning his
reasons for returning the bill, labors to prove
• that the legilslatitre had transcended its an,
thority under the organic -act, in adopting
• this particular measure, , and argues against
its expediency on the scan of the-loss'of time
' and money in removing to a different place
during the session, be clearly and diitinctlY
i recognizes the council and house of represent
tatives us constituting the legislature of the
Territory of Kansas, elected and organized in
E. 'conformity to the act of - Congress creating
„ :the Territory ; . •
The reasons of the governor for returning
•
the bill, were spread upon the _ journal, and,
• upon recousid - eration, it was passed by alirp
- thirds vote in each branch of the legislature,
and thus became the law of the land, " the
objection of the goverrior to the contrary not
withstanding.
•On the same day the following resolution ,
was adopted by both houses:
" Resolved ly the House of Representatives
-of the Territory of Kansas (the Council con-1
earring therein,) That the legislature of said
Territory do adiourn on the 6th day of July,
A. 0.1855, to meet again on Monday, the
16th day .of July ; 1835 , -at 2 o'clock p.
...tbe-Shawnee mauliel-labor school, in the said
Territory."
And onthe same day the following resoln
tion also adopted by troth houses :\.
"Resolved, That a, committee of- th ree , be
appointed 'on the part of the council; to act
In conjunction with a comniittee on the part
of-the house of representative, to inform his
.excellency the governor that day, the 16th
. instant, at the Shawnee manual-labor school,
in the Territory of Kansas:" . 1
On the 16th of July the two houses
as
sembled, in pursuance of the adjournment, at
1- ; the Shawnee manual-labor school, known; as
Shawnee Mission, and proceeded to the dis
charge of, their legislative dutir, ;Inthe
.meantime the governor had also repaired to
-Shawnee Mission, it being'the place of his
residence in the Territory, and the seat of the
•• executive officers as established and contin
ued by himself during the whole : period he

:exercised the executive fuuctions. •
Oni the 21st of July a message was received
from the governor by his private secretary,
Mr. Lowry, direc ted "To the House of Itep
, esentatives of the Territory of Kansas," in
avhiclr hasays ; I return' to tout House,. in
which they originated, the bill 'entitled ‘‘A.n•
act to prevent the of intoxicating liquors
• and games of chance within one mile of the
Shawnee Manual Labor School in the Terri
, tore pf Kansas," . and the bill
. entitled "An act
to r establish a furry at the town of Atchiitioni
in Kansas Territory," without my approval.

vent my sanction of them, and my reason for
disapproval hage been doubtless anticipated
by you,as necessarily resulting from the ppin
i ion expressed in my message of Abe 6th in

The governor then proceeds- to - argue the
queStiOn at great length, "whether the legis
lature is nowsin session at a' place whinh can
he recognized as a seat of government where
' -the business of legislation can be legally or
legitimately carried on." ' '
. He does not question the fairness' and le
- gsaily 'of the election of the members; corn

validity of their organization; nor their com

Annexed we give Directions for their use in the' ', '
complaints which they have been found to cure.
1 Foa Costs - mass. —Take one or two Pills, or
such quantity as to 'gently move the bowels. Cos
tiveness
is frequently the aggravating cause of •
PILO', and the cure of one complaint is the cure
r.. of both. No person :can feel well while under a
costive habit of body. Hence it should be, as it
'-. can be, promptly relieved.
Yon DYSPEPSIA, which is sometimes the cause
of Costiveness, and always uncomfortable, take mild ;
'.. . doses —from one to four —to stimulate the stomach •
and liver into , healthy action. They will do it, and
the heartburn, bodoCurn, and son/burn of dyspepsia
will rapidly disc . When it, has gone, don t
forget what cured you:
1 Mir a Farr. STOMACH, or Morbid Tharlion of the
' Boseels, , ahich produces general depression of the
spirits and bad health, take from four to eight Pills
• at first, and smaller doses afterwards, until - activity
and strength is restored to the system.
FOR NERYOLTSSESS, STCM HEADACHE, NACSEA. -
• 'Pain in the Stomach, Sack, or Sidi, take from four
• to eight pills on going to bed. If they do not oper
ate sufficiently, take niece the next day until they
do. These complaints will be swept out from the
system. Don't wear these .and their kindred dis
orders because your stomach is foul. • _
FOR SCROFULA, ERYSIPELAS, and a ll Diseases
of the Skin, - take the Pills freely and frequently, to
• keep the bowels open. The eruptions will gener
ally soon begin to diminish and disappear. Many
dreadful tile= and Sores have been healed up by
the purging and pu rif ying ,s effect of 'these Pills and

mined by no other sense. Indigestion is the

Feverish symptoms, languot, low spirits, weariness, .
restlessness, and melancholy, with' sometimes in
ability to sleep, and sometimes great drowsiness;
sometimes there is severe pain in the side; the skin
• and the white of the eyes become a greenish yellow;
the stomach' acid ; the bowels sore to the touch;
the whole system irritable, with a tendency to fever,
which may turn to bilious fever, bilious colic, bilious
diarrhcea:dysentery, &c. A medium dose of three
or four Pills taken at night, followed two or three
in the morning, and - repeated a few days, will remove
the cause of all these troubles. It is wicked to suffer
such pains when you can curt them' for 25. cents.
