Tht Fourth of July of Gttlyobto.y.—Laying of
cures-Stour of the Notional Monument.—lt has
0 length been definitely decided that the corner
thnte of the National Monument to be erected to
:be memory of our aoldien who fell upon the
moody battle-field of Gettysburg, shall be laid on
the Fourth of July next. Tide monument is to oe
uoy the centre of that portion of the cemetery in
which the remains of the brave men arc Interred,
ad will be an immense etilletllle. Appropriate
ceremonies, both military and civic, will attend the
l.stug of the corner-stone. The oration upon the
occagon will be delivered by Major General Oliver
Howard, late commander of the Army of the
Tthaescce. The General bore a prominent part 1,
, gust battle and victory at Gettysburg. A more
suitable day than the Fourth of July could not
lure been selected for the laying of the corner-atone,
nor could a more appropriate celebration honor the
say than will take plane upon the sacred spot
wfcry repose the remains of our departed heroes.
The National Sabbath will be a great day for Get
tysburg. No doubt an Immense conconme of peo
-1? will assemble from the various States in the
1 - thou, to participate In the exercises of the occa
sion, as well as to view the memorial battle-Veld
at-On which was decided the fate of the nation.
Since the above was put in type we have learned
that the President of the United States performs the
ceremonies of laying the corner-stone. The man
tas of the Cabinet and heads of Departments, and
the te , vernora of the various Stela., with their sev
eral departments, are expected to be present and
I , rtieipate in the solemn exercises. The -cession
Ku also be the anniversary of the victory won at
Gettysburg, two years ago.

By the terms of an act of Congress approved the 8d
day of March, Inca, deserters from the army and
conscripts who have failed to report to the prop
er officers, are 'placed itt a wotul plight.. If we
read the terms of the act of Congress aright, all
those referred to tltereln,haye forfeited their eitizen
ablp, and are to all Intents and. purposes, in the
position of aliens' debarred from the exercise of all
political rights and the holding Of Maces of trust
and profit under the Government Thu net of
Congress distinctly declares, that
" An who have deserted the military or naval ser
vice of the United States,.who shall not return to
said service or report themselves to a Provost Mar
s'hal within sixty days after the poclamationterein
after mentioned, shall be deemed and taken to have
voluntarily relinquished and forfeited their rights
to become citizens; and such deserters shall be for
incapable of holding any office _of trust or
profit under the United States, tarot exercisieg any
rights of citizens thereof • and all persons who shall
hereafter desert the militsr atd
ilha ail persons who, being duly enrolled, shall
part the jurisdiction of the district in which he Is
enrolled, or go beyond the limits ot the United
States with the intent to avoid any draft into the
military or naval service duly ordered, shall ho lia
ble to the penalties of this seetion.• And the Presi
dent Is hereby ;authorized and required forthwith,
on the passage of this mit t to !sane his proclamation
setting forth theprovisiohSof this section, in whlah
proclamation the President is requested tonally
all deserters returning within sixty days, as afore
said, that they shall be pardoned on condition of re
turning to their regiments end coinpanies, or to
such other organizations as they may be assigned
to, unless they shall have served for a period of
time equal to their original term of enlistment."
On the 10th of March, 1883, the President of the
United States issued his proclamation as directed
by the law above quoted. There Is no mistaking
the. law. Its terms and its penalties arc plainly ex
plicit; and It becomes the duty of every citizen to
see that this la* Is rigidly enearced. Deserters
from the draft—men wlio absented themselves from
localities after being enrolled therein, and who
failed to report within the sixty days inscribed,
will now find that they have forfeited their right of
citizenship. The law fixes this penalty; and the
people who have stood by the Government in all
Its trouble, must see that the law is properly enfore
ed.—Harthburn Telegraph.

Mootrwe met at the Court House oti Monday eve
ninz, at 714 o'clock, to take measures for a General
Celebration on 4th of July, 1865. Hon. W. J. Tile
rell presided. On motion, G. A. Jessup was elect
ed Secretary. The meeting then resolved to cele
brate the coming 4tll of July in an appropriate
manner, and that this meeting appoint a General
Committe.• of Arrangements, who should have
power to appoint all sub-committees.
