It has been but too common within the last few
weeks, and especially sincethe assassination of the
President, for loyal &Mesta to resort to violence
against those who use language inimical to the Gov
eminent or approbatory of this crnetbsurder. Such
persons should remember that they are themselves
setting an example of lawless violence. The law is
strong enough to vindicate itself, and therefore
their interference is without Justification or ex
cuse. While we deprecate any intermeddling by
the military authorities with the citizens for offen
ces of a merely civil character, we are by no means
surprised that their Indignation should occasionally
be aroused by the use of irnage which they con
sidered could redly he puni she d through means of
the guard-house;' and therefore it was reverted tu,
and the ribald tongaethereby silenced. Such a course
on the part of the military Is both unlawful and un
necessary. It may bo thought by some that in this
country, where freedom of speech is secured by the
Constitution, that mere wont' cannot be punished.
Such Is a great mistake. Advice or enantragemnd
to crime can never be torerated Li any land of peace and
taw. Approbation of crone is Oncouragement, whether
it be treason, murder or any less offe.ce. Therefore
persons, during the time of civil war, may be held
to their good 'behavior who utter words of hostility
to the Government, or approve of the course of its
enemies."
