Dtiforittewt Oflicers.—Some days since,' Mr.
Kelley, of Washington county, nit red a resolution
lu the House providing for the appointment of a se
het committee to inquire Into the alleged violation
of law, on-the part of certain Prothonotaries and
election officers throughout the State, in making or
falling to make proper returns of votes polled at the
late election. This is a move which all good men
will heartily approve, simply because there was an
undoubted and apparent conspiracy among certain
of the Pretimuotaries of the State, to affect the re
sult of the election in certain districts, by I . ..jeering
soldiers' votes. We do not believe that the Pro
thonotaeles implicated originated the plan of di:-
franchising the soldier. We do not believe that
those prominent In the desperate games enacted by
liar Democracy to carry Pennsylvania at the October
and November elections of ISf4, are the men reall)
guilty. A fair int stigation will tim the guilt on in
dividual: who now wear a mask of deeency, and
wan desire to be regarded as honorable and fair
men. It Is time that such scamps were expo,
ed, and we are satisfied that if Mr. Kelley'• commit
tee acts with any degree of. industry and pensever
aver, the whole game of Democratic fraud and trea
son in Pennsylvania, in connection with the elect
ions of the past year, can be fully exposect—Harria

The Drag-4.esignuient qf Quotas. —The Provost
Marshal General has twslit - ned and'forwarded to the
different districts their correct quotas under the call
of December 19th, 1894, for three hundred thousand
men.
Snortly after the .call was made, quotas were as
signed upon the enrollment as it stood oa the :SO( h
day of N"vember, and taking into account the re
ports of credits, and the mtimates of the number of
years of service that were then available, and there
quotas rent to the districts, in order that recruiting
might commence without any delay for computing
the exact quotas.
The correct quotas are based upon the enrollment
as corrected up to January, and embrace all the
credits for troops raised up to that date. A corn
ph-te settlement with each district 11/15 been made,
and all former deficiencies charged, and surplus
redlted to the district. Consequently all men pat
into the service since January Ist, whether by draft,
the acceptance of substitutes,or by voluntary enlists
plants, will he applied as en.4lts, to reduction of the
quotas now assigned.
It a ill De °Darned that the corrected quotas vary
in certain loealittes, (rpm the quotas assigned on the
11.101 of December.
. _
The reason of this is, first, that the enrollment In
many localltieS bait been much minced since the
e of November, while in others but little change
Lott occurred; - eccond, roil and accurate reports of
teen cud years of service, furnished not only during
the month of December, but from different lomili
ties, for the previous months, have been received

however, and on good authority, that such Is not the

There i s an antidote at band, and abundant; It Is

"In Monroe county, Penn'a, Jacob Price, a lum

and they applied herbs and various remedies; among
others they used a poultice of snakeroot, and he
drank new milk, and they applied salt and indigo.—
This was done for taro or three days, when the arm
became black, streaks were extended down over his
body and during the lest day thrweremedies were
used 'he know nothing, and they garedilla tp to die.
His father concluded to try bow Itivould operate

wee running about again, entirely recovered."
I would also state another case, of a boy eleven
Tears old. Georg-, Summers, second son of Uri
s u mmers, of lowa, was bitten in the foot.. It made
a scratch like a briar. He was on the bank of the
river, and he instinctively went and bathed his foot
' in the water. Shortly he went home. Before night
be was sick and vomited ; sick during the night.—
His mother says, " George, what can be the matter

There was not any discoloration or swelling, and
the family say they think had he remained longer in
the water bathing, he would have felt no Inconven

Mr. James Clarke, of Great Bend, was bitten and
died last summer. We regret his loss. He was a
good, industrious citizen. Allow me to make a re
mark upon Ids mistake, for the good of others.—
When the snakes crawl under a log they cover their
retreat, that is, the bead is returned, watching the
assailant. The man says, " I see the tall. I ran
throw it out." fie attempts, gets a scratch on the
hack of the hand. The person with him says,
"You are bitten." "Not by this. It must be there
are two snakes if I am bitten."
I have seen water tried for insect poison with per
fect success. A person wan hiving bees and was
badly stung in the face and head. It produced greet
redness, and pain almost unendurable. In a
few moments the appliciation of water restored the
usnal feelings.
It is best to he nn one's guard In the use of cold
water upou the h o ly, to avoid a chill.
Of lute, it Is not considered best to cut Into the
swrlliniu of adder and rattlesnake bite& If the
hinen part could be cut out immediately, alth a

blood flowing out would take the poison with it,
perhaps. 11. A. svantens.
