wealth, inaeconlance with the prorkions of the tenth
article thereof.

expenses pot otherwise provided for; but the aggre
gate amonnt of such debts direct and contingent,
whether. centractod by virtue of one or More acts of
the gener..l assembly, or at differem periods of time,

dollars, anti the money arising trout the creation of
such debts, shall be applied to the purpose for which
it was obtained, or to repay the debts ..si7 contracted,

the state may contract debts to repel invasion, - sup-

the present outstanding indebtedness of the
state ; hut the money arising front the contracting of
such debts, shall be applied to the purpose for which
it was ritised, or to repay such debts, and to no oth

Scertlis 3. Except the debts above specified, in
Sections•one and two of this article, no debt whatev
„vhall be created by, or on behalf of the state.
SVCTION 4. To provide for the payment ()fate pres
ent debt, tind any additional debt contracted as a
feresaid, the legislature shall, : at its first session, al- ,
ter the adoption of this amendment, create a sinking
fund, which shall be sufficient to pay the accruing
interest on :melt debt,' and annually to rednee ate
principal. thereof by a stun not less titan two lion

shall consist of the net annual income of the public
works, kola time to time owned by the state, or the
