wealth, in accordance with the prerriaions of the tenth
article thereof. -

'• OF PUBLIC DEBTS. - • -
'Ecrioft 1: The state may contract debts, to sup.
ply casual deficits or failures in revenues, or to meet
expenses not otherwise provided foe; but the aggt•e-.
gate amount of such debts direct and contingent,
• whether contmeto by virtue of one or more acts of
•
the genell assenibly, or at different periods of titne,.
. shall never exceed seven hundred and fifty thousand
dollars, and the money arising from the creation of
such debts, shall be applied to the purpose for which

Szertes 2. In addition to the - above limited power
the -state may contract debts to repel invasion, sup
preSs insurrection, defend the fta t in war, or to re

:date; but the money arising from the contracting of
such debts, shall be applied to the purpose for which
it was raised, or to repay-such debts, and to, no-oth
er purpose whatever.,

Seer:oft 3. Except' the debts above specified, in
sections one and two of this article, no debt whatev
er shall be created by, or on 'behalf of the state. ~

tion ; nor shall the commonwealth hereafter become
a joint owner, or, stockholder, in any company, ft.SSO

SECTION The commonwealths shall -not assume
the debt, or any part thereof, of any- county, city.
borough,' or township t or of any corporation or asso
ciation; unless such debt shall have been contracted
to enable the state to rePelinvasion, suppresS do
tnestic insurrection, defend itself in time of war, or
to assist the state in the discharge of any portion of
its present indebtedness,

tion, or corporation; or to obtain money for,:or loan

No county shall be divided by a line cutting off
ever one-tenth of its population, (either to iform a
new county or otherwise,) withhut the CJCIPICP3S. as
sent of such county, by a vote of thdelectors!there
of ; nor shall any new county be established, cOntain
ing less than four hundred square miles.

dolphin, and of each.connty respectively ;" from sec
tion five, satue article, strike out the. words, "af
Philadelphia and the of several - counties;" from sec.
seven, same article, strike out the words, "neither
the city of Philadelphia nor any," and insert in lieu
tc-cof the words, "and no ;" and strike out sec
four, same article," and in lieu thereof insert the
following:
"Sserrom 4. In the year one thouiand eight hun
dred and sixty-four, and in every seventh year there._
after, representatives to the number 'of one hundred;
shall be apportioned and distributed equally, through
°tit the state, 11V districts, in proportion to the num
ber of taxable iithibitants in the several parts there
of; except that any county containing at least three
thousand five hundred taxables, may be allowed a
separate representation; but no more than three ,
counties shall bejoinetl, and no county shall be divi
the formation,of a district. Any •eity con
taining a sufficient number of taxables to' entitle it
to at least two representatives, shall have a separate
representation assigned it, and shall be . divided
into convenient districts of contiguous territory, of
equal taxable
,population as near as may he,Rach of
which districts shall elect one'reresentative."
At the cull of section seven, same article, insert
these words, ." the city of Philadelphia shall be divi
ded into single senatorial districts, of contiguous ter
ritory is nearly equal in taxable population as possi
ble; but no ward shall be divided in the formation
thereof."
The legislature, at its first session, after the adop
tion of this amendment, shall divide the city of Phil
adelphia into senatorial and representative districts,
in the manner above provided ; such districts to're
main unchanged until the apportionment in the year
on thousand eight hundred and sixty-four.

to alter revoke, or annul, any charter of incorpora•
tioi hereafter conferred by, or under, • any special,
or ieneral law whenever in their opinion it may be
injurious to tie citizens of the commonamalth ; in
\ such manner; however, that no injustice shall be
dorm to the corporators. •

scale is about 12 by 18 inches, and the whole scale
is about S. inches high and Weighs entice only alumt
25 ponnils., while it has the.extraordinary capacity o.
weighing any object front one ounce to four huntired
pounds. Its foiin is compact and convenient, and is
applicable to emery purpose for whirl scales of any
kind are - recptired. Under the platform and attached
to the leverage is suspended a weighted arm or pen
dulum. To this pendulum is attached an indicator,
which, together with the pendulum, the instant any
object is placed upon 'the platform moves from its
centre of gravity to da2 point indicating] the 'exact
weight. The scientific principle upon which it acts
admits of no inaccuracy or change, and a 'given pres
stire or weight upon the platform must always carry
the weighted arm and indicator to the same point.—
The principle beyond doubt is the correct one, and
that it has been properly applied in this instance, the
lucky inventor has left no room for doubt. lie seems
to have attained perfection itadf—at least so far as
Platform Scales are concerned, and to have combined
in a remarkable degree an invariable scientific prin.

concur in all that is said by the Journal. The prin
ciple is at once simple and beautiful, and ensures
perfect. accuracy ' while'the price will be three times

ounces instead of pounds. For household purposes,

ventive age, they should call and examine Smyth's

valuable invention was on exhibition at our State
Fair just cloned. Nothing in its department received
more attention - or was more generally admired or ap
proved._ This - scale, possessing the extraordinary
merits conceded to it at the East, cannot but be' ex
ceedingly valuable, and must, we think, tome into
general use.
The Albany Evening Journal publishes the above,
and adds: This scale (Smyth's) was also exhibited at
the State Fair at Waterjpala, and not only received
every attention given it In Ohio, but carried off the
first fad highest premium awarded—a diploma and

convenient and applicable to all purposes requiring
