nect Gen. llartranft with tho Evans
rrwindle, in treasury speculations and
other matters, even while these samo

by a legislative committee, of which
Senator Wallace of Clearfield was
chairman, completely exonerated Gen.
llartranft from all participation in the
swindle, and by the evidence fastened

Here Senator Wallaco and the en
fire committee testify that Gen. llart
ranft declined to give Evans the ten
per cent commission. Evans was the
regular State Agent, appointed by the
Governor under the authority grant
fed by the Legislature, no had been
abundantly vouched for and no breath
of suspicion had becu beard concern
ing Lis transactions. It is doubtful
whether Geu. llartranft na Auditor
General could have refused to rocog
niae him aa Btate Agent or disregard
ed tbe rormost of Gov. Geary to furn-
lab tho vouchers. It ia to his eternal
credit that he did heaitata about grant
ing the requcct of the Governor to do
so, and it is tho highest evidence in
his fftTor and Senator Wallace and
the entire committee meant so to bo
understood thnt bo "declined to gi-ve
the vouchers to him at a commission
or ten per cent., but mauo an agree
ment for m ennitablo commission.
Tills is tho sr.m total of Gen. Hart
rnnfl's connection with F.vnns, and it
b as clear as the sun at unclouded
noonday that had the business been
entrusted to him the Statu would have
suffered no loss. From first to last it
was in other hands, and by legisla
tive authority. If it was alusol and
tho State stuTcrcd loss, no honest man
will protend the blame attaches to
Gen. Iliii trnuft. Tho correctness of
his share in tho business is distinctly
cnrtiiied to by Senator Wallitco and

A more complete vindication than
is this of Gen. llartranft neither him
self nor his friends could desiro.
But tho Tost quotes from tho tes
timony of Evans himself j but not
one word reflecting in any manner on
Gen. llartranft. Tho public should
understand Hint Evens was acting
pursuant to an appointment from the
Governor, that tho business was whol
it was known that Evans was a de
faulter caused proceedings to bo in
stituted against him, which he, with
Treasurer Mackcy, pushed to tho last
extremity, and finally urged tho in-
vestigation which tho Seuato nuhso
qnently prosecuted. Did this show
complicity with Evans, foar of conse
quences, or anything whatever that.

solely on doing his duty, that he did

Put Evans's tentimony is on record
This man Evans, could ho havo inno
so, would have blasted Gen. llart
ranft, for it was ho who was on his
track. Tho motive was present with
him i tbe opportunity was afforded
him t but desperate as was tho straight
in which ho hod been placed by Gen.
Hivrtranft, ho was compelled to testify
and did tistify, ' I NEVER PAID
A DOLLAR TO ANY STATE OF
FICIAL." Hut ho referred to a loan
of $7,000 made to Gen. llartranft near
ly a year before, and this is harped
upon by Gen. ITartranft's enemies as
proof of complicity w ith Evans, not
withstanding that ho was all the time
pushing- Evans to tho wall, and doing
his utuiont to make him cither dis
gorgo or go lo the peiiitentiary.
Now, tho history of this $7,000
transaction is simply this t Early in
1871, Gen. llartranft applied to a Phil
adelphia banker for a loan of six or
seven thousand dollars which, in
passing wo will observe, ho would
have hardly have done were Lo, as his
enemies intimate, having tho free use
of tho State's money, which in tho
stato of tho money market it was not
convenient for tho banker to mako.
This he communicatod to Gen. llart
ranft, sayiug at tho same time that ho
would endeavor to liavo him accom
modated. y Tho banker knowing
Evans, and that bo had a balhinre to
his account, the mouey was obtainod
from him. Tho only previous inter
courso between llartranft and Evans,
was that detailed in the quotation
from Wallace's report above, and
Evans's irregularities wore not then
known. As soon as Gen. nart ranft
heard of thorn he sought Evans in
t'lulatlelpliia ana without pausing
long enough to permit him to go for
the duo bill paid him tho monoy, prin
cipal and interest, , taking a receipt
therefor. The business as virtually
with the battler, and tlcro is no pliase
of Coloring in tho transaation that re
flect in tho least possible degree on
Gen. llartranft His whole conduct
was straightforward and correct
Probably there might be found no loss
than a dor.cn of men to whom Evans
lent money tho money which ought
to have lMi in the Rtate Treasury,
and would have been bad tho Legin-
latnre confided the business to Gen.
Hartrnnft's hands and who might,
with equal propriety, be charged with
complicity with Evans's fraud.
The naked truth ia,Oon. llartranft
acts, official and private, will bear thei

through no fault of Gen. llartranft

elected, and Evans, after all, was
