For several days past a rumor has been circula
ting freely that Wharfinaster of the Alle
gheny Wharf has not been attending to his
business properly, and that unless be changed
his ways the Committee would be compelled
o-recommend—to Council--the-p repr c&-a
change in officers. Subsequently there ap
pears to have been a change,
but not such as
contemplated by the Wharf Committee. The
Wharfmastery it is alleged, has changed his
base of operations, and uo longer acts in the
_capacity of a --...ity_afliciak.as_it___is___eurreu

a considerable amount of money, which should
have been paid into the City Treasury, with
him, thereby reducing the "current balance" to
the extent of several hundred dollars. How
much truth there is in these reports we are un
able to ray, but an examination of the books
in the Treasurer's office shows that the Wharf
master has paid no money into the Treasury
for the present fiscal year. The last return
made to the Treasurer by him was on the :1 Ist
day of January, at which time he is credited
with $275, which appears to have been the re
ceipts for the month of January, as he is cre
dited on the third of the same month with
-$l6O, which was doubtless the receipts for Feb
ruary.
We presume tbe Controller's books will, as
they unquestionably should do, shoW the
amount returned 'by the Wharfunister for the
months of February, March and April, and it
is not probable that any return has yet been
made for the month of May ; but we had no
opportunity of examining the Controller's
books after learning the circumstances in the
case, and consequently cannot state the
amounts. The fac of the Wharfmaster's
absence was brought to the notice of the Com
mittee several days since, and application has
been made by at least four persons for the
position, which, we are informed, will be de
clared vacant _by...ther_Committee at.. the next
meeting of Councils. The city, of course, will
not lose anything, except the services of the
lVharfmaster, as s ills bondsnien will be held
responsible for any deficiency in his account
with the clty. The contest for the position
thus made vacant has already become quite
lively, there being, as stated above, no less than
lour candidates for it. It is to be hoped, if
another is elected, as there undoubtedly will be,
that, Councils will select a competent and reli
able man.
Forty-First Congress.-• Second Session.
The United States Senate, yesterday, con
•sidered the Indian Appropriation bill, but did
not finally act upon it.
The House of Representatives continued the
consideration of the Internal Tax bill. On the
income. section amendments were adopted
limitinethe allowance for house rent to $5OO,
adding to the'exemptions losses by floods, and
prohibiting the publication of returns. Mr.
Beck's amendment requiring the tax to be de
ducted from U. S. Bonds was rejected. On
reaching the last section of the bill the House
adjourned.
