The, gift offinding,just tho - 0014. the.universal
popular language for the tender sentiments of
family life, is a very rare one; these - sweetlines
are'llie solace and thO, motive of many whose
ears have never been _ reached by a line from
Tennyson, or Browning, or Arnold. Another'
poem, also widely pcipnlar, commences:
" Childhood, sweet and sunny childhood!"
Mr. Bates's talent was strong and true so ,
long as he kept ie'to the expression of love of
nature, of, family feeling, - of - purity and virtue:_i.
To his honor it may be said that he never
tranSgressed the lines marked out for him by
the boundaries of a tender and thoughtful tem
perament, and accordingly his collected works
are a sweet, pure and muk.isal rebuke to the
spasmethe__ poetry 2 of _the day. A _short(_bio,
grapby, prefaced, give§ the story of an . indus
trious and true but uneventful and the
editing of the poems, as well as typographical
matters, is in the most perfect taste.

his services on the African
_and Brazilian
eoasts, his war-record, and the appointment in
1809 to his last ill-fated command. Fifty . pages
at the close of the book are given to a brief
history of thd Federal naval operations during
the rebellion, supplemented by a complete list of
the vessels engaged in putting down that instil.-

we are only too glad to believe inveterate, of
collecting- into separate pamphlets the serial
works selected for the Living Age.

' cal Sketches," a work which we think has not
reached its full vogue inthis city simply be
cause our 'booksellers have not adequately pro
vided themselves with and advertised it. Mrs.

.Marjoribanks," and commands one of the
most ~ graphic and quietly
. forgible pens in
modern literature—devotes herself in tiese
Sketches to the great names of English
history under George 11., Pope, - Walpole,
Lady Montagu, Queen Caroline, Wesley, and
several others ; and such a portrait gallery has
certainly not been Painted since Thackeray's
" Four Georges." Each figure stands out with
the individuality of the hest characters of Mrs.
Oliphant's novels—we can Intedly praise them
higher. By all means let our readers acquire
this little-noticed collection.—Our publishers
now issue in one pamphlet two tales recently
found attractive in the Living Age," Clemente
D'Orville; or, From the Palace to the Steppe,"
and." Clelia ; from Family Papers." These are
excellent stogies, only to be found in English, ,
in their present form ; they were translated ex
pressly for the publishers, the first from the
French, and" Clelia " from the German of A.
Niels.
It has given us pleasure occasionally, not
only in the department of dramatics and
-amusements but elsewhere ; to-testify to the ar
_t_istic, character of many parts of the " Pil
grim," now 'exhibiting at Concert Ilall. A
diorama partially painted by artists like Hart
and Nehlig cannot be commonplace. A
beautiful English edition of Bunyan's "Pilgrim's
Progress "—that of Cassell, Petter & Galpin—
• has been sent us by the conductor of that ex
hibition ; it is in octavo, on tinted paper, with
highly artistic designs. We shall enjoy turn
ing over the handsome leaves of this fine
standard, associated with the \memory of au
artistic and blameless exhibition.
Roberts Brothers, of Boston, publish a trans
lation by Ellen Frothingham, in English hex
ameter; of the best of Goethe's shorter works, -
the "'Hermann and Dorothea." Miss Frothing
barn'S treatment of hexameter lends itself ex
cellently well to the verse of Goethe, and the
loveliest of love-poems is by it made accessible
to English readers and talkers. It is a simple
and exquisite story of burgher life in Ger
many. The lovers are separated by not quite so
many social grades as were Cophetua and the
betigar-maid, but still the simple awl trustful
Dorothea is allowed to enter her lover's house
bold on the menial understanding that she is to
be a servant; after which. the honer of a be
trothal naturally raises her into the most re
freshing state of delight.—The printing and
cover are in unusually good taste. Received

" Casimir Maremma ". is . a novel by ..I.i . thur
helps, Clerk of the Queen's Privy Council
and author of " ilealinah " and "Friends in
Council." Like the former, it is a novel buried
in a crisp and salt sea-foam of dashing, ad
. mirable conversations. The old "Friends" of
the " Council " listen again, to a romance

The collection has been shaped into worthy-,
form, and printed, but not published, or pub
lishedonly byiubseription. Many'of those whO
know the glorious doctor will be astonished at

tion to expression, the ideas here con
tained could have been moulded into

poems are all of the kind known as .occasional,
and all. struck out apparently at a blow. They
all have Something to say; and, although there
is net one which a literary, expert could not
improve in technical' expression, there is ever
something pithy and practical, the fruit of ex
perience and acute observation, to .reward or
ainuse or stimulate the reader. Some, as "Man
Is not a Machine " and " Greund Over," have
a peculiar shrewd wisdom, • the prOverbial
philosophy of an observant and pracVal man;
pthers, as "The Hominy Man,' and "Foot
prints on the Sand," are bits of pbilosophy or
mortili - polnted by an attedatertin - fail;in
a metrical form, after-dinner stories such .as in.
a prose shape- the Dr. retails so capitally;
several have a nervous strength and directnes's
of expression that reminds .the reader of Dr.
Franklin or Dean Swift,--as the following on
the invisible laboratory of Time :
" bran cannot work without a tool;'
The child can't learn but by a school;
Ran makes no change except by laws
That come directly from a cause. -
The chisel sharp the sculptor holds,
To trace the lines of all he moulds;
For every line of beauty fair • •
The pencil or the chisel's there ;
Not so With Time—he has no tool; .
—Not so with Time—he-has-no-school;
B i 3 makes his hues both daep and bold,
Be has no hand his tools to hold.
The furrows deep upon the Mow
Each one can see, but knows not how
Time has sealed by his endeavor
To make his furrows last forever."
Several betray a depth of good and tender
feeling, or a graceful attention to the minor.
morals, indicative of a refined and disciplined
heart; those referring to " Katie " are evidently
the sincere, spontaneous ontpouring of a deep
particular sorrow; --here- is-a-profounder -ex
pression, in which we find a strain of real
poetry :
THE REED
The mind revolts from its sad fate
But cannot stay the bleiv,
Each day adds to its lingering fear -
Deep pains that none can know. . .
Speed on, speed on—the whirlwind's wrath
Is nothing now to me,
I've lived through all that man can knou - ,..
And-now -I feel I'm-free. - -.-- - ' , -.
Bear down the reed, oh f rushing tide,
Its season soon is o'er,
The wild waves dash, the winds are shrill,-
The reeds will sigh no more. -
The first poem in the volume is a racy,
breezy, triumphant exposition of_mere_animaii
joy—the writer finds himself behind his good
steeds, "Mary Blain" and " Hazel Dell," on a
hard road, with the city before, and hotne
behind and early dawn breaking over the
shoulder :
" The lines are trembling in my fingers,
As each one tries the lead to gain ;
Now every nerve and sense is wakened
To keep them balanced Jn the rein."
The? happy charioteer is as excited as his
steeds i\ he "drinks the sweet refreshing air,"
and every mile " has fixed another day to life
Forget not. that each sense of mine
Is thrilled to see them in their strife;"
die hails his "favorite nags,so swift and strong,'
personally and by name and then, in the ac
cumulated triumph of skill and vitality, " Oh,
I can teach you how to live !" exclaims the
epicure, and flually,in a sudden and natural re
vulsion of feeling.
Oh, I can teach you how to,live ! •
Bat can you teach me how to die ?"
This is the initial poem of the volume, ;;..V-
Mg its title to the collection. Having b;
shown around among` friends, it has provol ed
a number of rejoinders, printed hero after it, , o
one of which we observe the appended initials
of Bishop Odertheimer,of New Jersey. Finally,
we have derived a real tonic pleasure from the
examination of these brisk little trifles, and it
is our deliberate opinion that the more cultiva
ted, the' more widely•read shall be the reader
they find, the more the latter will be pleased,
the more ready to discover their realoriginality,
and to condone the superficial faults of literary
inexperience.
They are sumptuously printed by King &
Baird, and the binding is also original and
stylish, Nvith.the exception that the book has
been-trimmed too narrow. This error has de
prived Mr. Sartain's engraving of the margin
it needs,—an additional pity, as the burin has
furnished an uncommonly skilful, spirited study
of the fine physique and manly expression -. ,
the writer.

SECTION 1. The'Select and Common Coun
cils of the City of _Philadelphia, do' ordain,
That the sumof fifteen. thousand dollars - be
and-the, same. is hereby appropriated to the_
Department .of Polito for the purpose of erect
ing at least four Public Baths for the conve
nience of the people of the city of Philadel
phia, the location to be designated by the
Committee on Police;- provided, that plans
and specifications be first-submitted and ap
proved-by. these Councils.
SEC.. 2. The Mayor, in conjunction with the.
Committee on Police, be and they are hereby
authorized and directed, as soon as conve
niently can be, to advertise according to law,
that sealed proposals, plans and specifications
Will be received for the work and material,' of
said Bath-houses and necessary appendages
the - ireto; - to - be opened' on--a day-to-be—fix-ed-by
them, and - the contract or contracts therefor
shall be awarded to the lowest and best bidder
therefor, as may be determined by said Com
mittee ; provided, the said .bidders shall pre
viously thereto have complied with all exist
ing ordinances in relation tobidding — for con
tracts ; the work to be done under the super
vision of the Committee on Police; and war
rants for the payment therefor shall be drawn
by the Mayor in conformity with existing or

Resotred, By the Select and 'Common Coun
cils of the City of Philadelphia, That the De
partment of Surveys be and is hereby au.
tborized and directed to establish the street
lines and grades over so miich of the Twenty
third Ward as is bounded on the north by a
line at right angles to the easterly line of
Cheltenham township, intersecting thu Bris
tol turnpike road at or near Salter's lane; on
Abe south by a line extending froin the south
eaAterlv angle of Cheltenham township to the
Bristol' turnpike road ,itt or near Dark Run
lane, and between the said turnpike road and
the city line. The said street lines to be ar
_ranged so as to connect upon the southerly'
line above described, with the streets upon the
smith and west, as now established in the
Twenty-second and Twenty-third Wards.
Provided, the . expenditure during the present
year shall not exceed three hundred dollars.
