eight bundled Sioux to the Canadian Govern
ment for service in the lied lliver District, and

In the Senate of New Verb, yesterday, the
new charter and election bills fog New York
city were passed.. The charter bad passed the
House. The Election bill is very stringent,
and provides special safeguards against fraudu
lent registration and voting.

Till: municipal trouble in Richmond, Va., is
approaching a solution. A motion by Ellison
to dissolve the. injunction will be heard by
Chief Justice Chase in Washington, to-mor
row. The writ of ejection against Ellison,
doubts of the legality of which caused General
C’anby to refuse troop 3 for its eufot cement, will
be referred to Attorney-General Hoar for his
decision. The two Mayors hold separate
courts and have their separate police on the
x streets as usual, neither molesting the other,
'\A meeting in memory of Major-General
George H. Thomas was held in tbs Hall of
Representatives at Washington last night.
The Hull was crowded, the audience including
the President and Vice President, .Senators and
Representatives, Judges of the Supreme Court,
Diplomatic Corps, Cabinet members, and army
, officers, including Gen, Sherman. Gen. Cox
presided. Addresses were made by Gen. Sher
man, Chief Justice Chase, Gens. Cox, McCook,
Slocum, Garfield, and others, and appropriate
resolutions were adopted.
Tut Supreme Court of Mexico lias decided
adversely on the claims of Norton and,White
comb, who furnished money to Santa Anna in
ISOti. while he was in New York, and received
as security his property in Mexico. All the
property of Santa Anna in Mexico was con
liscatcd by the Government in IStid, and was
consequently the property of the State previous
to the loan.
Tiik revolution in .San Luis Potosi lias not
ended. Generals Cadena, Huerta, Martinez,
Aquerre, Toledo and others of the insurgent
leaders are still in the field, with troops , and
ammunition, fighting and levying prestanos.
There has, however, hcen no general engage-,
inent since February 21st, and the rebel ollicer3
are scattering, the troops bushwackiug and
making descents on undefended villages and
towns. Jean Lucas is m the Puebla Moun
tains, still fighting against the Government.
The Apaches have descended from Northern
Sonora and Chihuahua, and have murdered
many citizens.
A French Military Incident.

reports the following affecting incident illustra
tive of the Bonaparte Empire, present and
past:— -
An interesting ceremony took place on Mon
day at the Tuileries, in the grand saloon of the
First Consul, where the Emperor, Empress and
Prince Imperial received a number of old
soldiers of the First Empire, presented by M.
Belniontet, Deputy,svith an appropriate address,
to which the Emperor replied in ( the most cor
dial terms. That gentleman, in 'directing the
attention of the young Prince to these relics
of the Grand Army, said:—“Monseigneur,
here is the past which creates the future.
These old survivors of the imperial glories re
present all our great battles.”
“ Are there any of Marengo ?” (14th ,June,
1800), asked the Prince.
“ Present, Monseigneurreplied t\yo of the
old men.
In honor of the occasion the Emperor con
ferred two crosses,one on an old cuirassier who
had served fifty-two years, and the other on M.
le Baron, formerly an officer on the staff,author
of a “ Code de Delations Internationales,” pub
lished in London. On leaving the Tuileries
the old soldiers went in ahody to the Restau
rant Cliatelain for the commemoration banquet
of the 20th March. / .
Pennsylvania legislature.
The Pennsylvania Senate, after the close of.
our report yesterday, passed the House supple
ment to the Philadelphia Registry a!ct. The
Escheat bill, on motion of Mr. Connell, was re
called from the Governor, and the final vote
‘reconsidered. The hill was then postponed in
definitely. House bill, providing that the old
appropriation bill shall be held to remain in
•force for school purposes in cases where Coun
cils fail to pass a new one, was passed. At
least three hundred bills were passed by their
titles during the day.
The House of Representatives refused to
concur in the Senate aiheudment to.the Public
Building bill. The amendment was to allow
the Commissioners to issue bonds instead of
levying an annual tax. At a late hour in the
afternoon it was. finally decided that the bill
should be sent to the.. Governor, so as to
authorize a special annual tax. Senate
hill for the organization of the Me
tropolitan Police force was indefinitely
•postponed. The following Senate bills were
passed: Authorizing an additional Judge of
the District Coiu'tf Authorizing an additional
law Judge for the Goiirt.of Comm6n Pleas.
Opening East Tacony. lane. Supplement to the
South Street Bridge. The committee ,in ’the
"Watt and Diamond election, pase .reported that
"Walt, the sitting member, was entitled to liis
seat,on the ground tliiit lie had a large majority
