The munificentprovisionmade By. Dr. J -tush
for the formation of a great public library, the
confidence reposed in the Company by him, in ,
making them the trustees of his residuary es
tate, and the fact that a fire-proof building for '
the reception of its, literary treasures will be
seem ed, should all combine to procure our co- ,
operation to carry the plans of the testator into
effect.
At present the executor Considers himself
bound to 'regard the 'Company as strangers, ,
because be is not advised of their acc,eptance
of the pi ovision of the will, or, indeed, of any
such action on their part as would enable him
to deteimine 'whether be shall erect a building
suited for them•and for the, Ridaway.,branCh'of
the Philadelphia Library or whether lie shall
found and endow the Ridgway Library.
After a careful consideration of the whole
case; the Committee think that in fairness to
the executor,' the ComPa,ny should decide at
once whether they will accept or ' reject the
bequest, and thereby relieve him from all em.
barrassment so far as they are concerned.
If the Company , accept, Ahey • will. at '.once
place themselves in such relations with the
executor as _to be able to influence; to the
ifullest extent practicable, ,all _his_ plans __and
/thus secure the erection of a building adapted
for their use and the" reservation of as large a
fund for the purchase of books and the . pay
ment of current expenses, as the terms of the
will may permit. .
It must be borne In mind that the views of
tie munificent testator were not, limited to the
'present time, but are to extend over 'all time,
as independently of the provision for the lot,'
building, expenses, &c.; all the principal Of the
annuities as' it falls in, will become available

It cannot be doubted that our Company is
better fitted than any other corporation or any
new one that might ; be.' created, for the accom
plishment of what Dr. Rush had at heart.

the modifications of our charter which he
insists-on as Preliminary, to, clothing us with the

The committee, therefore, see no difficulty in

We think it may be assumed with great cer

such plans and-make such arrangements as will

TnE RE6IIeTILATION or Vowls.—As the
Division Canvassers will meet to-morrow for
i the purpose of making up the list of voters_ to.
be used at the coming election,the following
sections of the Registry Law wil be interesting
to voters :
SECTION 31. 'That the said division canvass=
ers shall meet rin their -respective -- electieri
divisions, in the said city,
.on the tenth day
before the general election in.every year, and
shall remain in session from 10 o'clock A. M.
until seven o'clock P. M.; and on thepenional
application of any citizen .claiming the right
to vote in the &Vision' at the next general
election, and on due proof that snob claim is
well, fonnded, to be taken as hereinafter pro
vided, the said division canvassers shall regis
ter the full original and surname of every such
person on a newlist;=tw be called the "can
vassers'
SEc. Every' person who shall claim a
'right to vote in the said election division at
the next general election, whose name does
not appear on the .assessors' division trans
cript, shall produce a receipt for the payment
of a. State or county tax within two.years of
the day appointed for the said election, as
sessed agreeably to the constitution, and give
2-atisfaetory evidence, either on his own path
or affirmation, or the oath or affirmation of a
qualified elector, that he has paid suoh a tax
to the proper person authorized by law to re
ceive the same, and either of the_said can
vassers shall require it; he 'Abell aISO prove his
residence in the manner - hereinafter provided;
and upon such proots being made to the satis
faction of the said division canvassers, but not
otherwise, they shall register the name of the
claimant on the canvassers list. :
SEc. 33. Every persorC who shall claim a

said election; that if then living he will hal*

fore the said election r and that he will then be

canvassers shall require he shall also prove
his residence, in the manner hereinafter pro- -

the satisfaction of the said division canvassers,

list, and write opposite his name on the said
list the word "age." •
SEC. 34. Every person who shall be required
by either of the , said division canvassers; or
either of the assessors of any Ward, to prove
his residence in the said division, shall, in ad
dition to his own o.th or affirmation, prove by
the affidavit of two qualified electors of the
division, whose names are under the head of
private householder, that such person is per
sonally known to them; that he is a bona fide
resident of the division, and they verily be
lieve that he will be a qualified voter,
entitled
to vote in the said division at the next general
election.
SEC. 35. Every person of foreign birth
Claiming a right to be assessed or have his
name registered on the canvasser's list shall,
in addition to the proof of residence, prove
that he has been naturalized, conformably to
the laws of the United States, and,as evidence
thereof, he shall produce a certificate of natu
ralization, under the seal Of the court in which
said naturalization took place, duly attested
by the signature of the prothonotary or clerk
of the said court, in his own proper hand
writing, and shall prove by the oath of a
qualified elector of the division, that he is the
person named in the said certificate,and the per
son to whom it was issued; and shall further
answer, upon oath, to the satisfaction of the
assessors or canvassers, before whom
the said certificate may be produced, when
and where he was born, and when and where
he obtained the said certificate, and from
whom; and the said certificate shall not be
evidence that the person presenting it, is a
naturalized citizen unless his answers be con
sistent with the facts certified, and the proot
of his identity be satisfactory to the canvassers,
and upon such proof being made to the satis
faction of the canvassers, but not otherwise,
they shall register the name of the claimant on
the canvassers list, and shall stamp on the
said certificate of naturalization the word
"registered," with the number and division of
the Ward and the date of registry - •

Kerr yeeterday afterooon, charged with olhz
taining money by false representation. The

18C5, he roomed with the defendant in the
Spencer House ; Cincinnati, and that he, loaned
him fifty dollars, ,because ' he, repre
sented that he had been " robbed,

Chestnut street, in this city. Mr. W. J.
Benckert, of 716'Obestnut street, testified that

Philadelphia. He denied that lie was in any
