special meeting of the Public Building Com
mission was held yesterday afternoon in their
rooms, President Wm. S. Stokley in the chair.
The Committee on Architecture and Plans,
through its Chairman, Mr.,Walter, reported
' that, afterii carefid examination and study of
the , plans submitted, they would recommend
the awarding of the first prenaitun for the de
sign possessing the most'rnerit to John McAr
thur, Jr. ; second premium to Samuel Sloan;
• third to Fuller, Laver & Shim; fourth to
Schultze,Le Brun &Shoen. The design deemed
by them the best of those submitted to them
not fully meeting their approbation, they de
sired that a resolution should be passed em
-- plOyingpre author of that design to - alter - and
modify it; the altered plans to' be submitted to
the Commission for their; action. -
Mr. Billington asked for a postplinement;in
order ' that .the plans might be fully ex
, • amined by the Commission, until Wednesday.
Mr. Gillingham was opposed to a postpone
ment.
'Mr. Walker stated that the Commission
was bound to decide upon the best plan sub
mitted by. Friday next..
A debate ensued, in the course of which. it
-was stated that the, estimates. were: .By Mr.
McArthur, $2,385,000; by Samuel Sloan, $3,-
154,000 ; Fuller, .s.aver & Sims, $2,250,000;
Schultze, Le Brun & Shoen, $4,300,000.
Mr. Blllington Withdrew his motion, and the,

ing of Select Council was issued on Friday; to
meet. on Monday, but while 411 e hour for the
meeting was fixed at 2 o'clock, there was no
quorum at twenty minutes of 3 o'clock. A few
minutes; subsequently 14 members answered,
and it was , decided that a quorum was present.
Bills from Colmmon Council were taken up.
The ordinance front Council making an appro
priation to pay the committee receiving the
statue of Washington was concurred in; also,
the resolution directing the Highway Depart
ment to pave the' sidewalks on Broad street,
from Germantown road to Clearfield street;
also, the ordinance making an appropriation tti
the Board of Health of $45,000, to pay for
cleaning the streets; also, the ordinance mak
ing an appropriation to pay for stationery in the
Supreme Court.
Mr. Fox introduced a resolution that the
Commissioner of Highways notify the Street
Contractor on North Broad street that unless
he forthwith complies with his contract, the
work will be done by the Department.. Agreed
to. Also, the ordinance making an appropria
tion of $28,870 60 to the City Commissioners,
for the purpose of carrying oat the provisions
of the Registry law. Adjourned,
RUN OVER AND INJUIIED.--Mrs. Hannah
Morton, aged seventy years, was knocked down
and, run over by a milk wagon yesterday after
noon, and seriously injured. She was taken
to her 'residence, at Frankford road and Han
over street, near which the accident occurred.
The driver was arrested,
Yesterday 'afternoon, about half-past five
o'clock, James Graham, forty-three years of
age, was' knocked down and run ,over by a
horse attaehed to an express wagon, at Beath
and Laurel streets, and severely injured. Ile'
was- removed to his residence, Frankford iota
and Master streets. The driver was arrested.,
Mary Harkins ' aged. twenty-two years, re
siding at Girard College,' was knocked down
and badly bruised by a horse attached to a
carriage, yesterday afternoon, at Broad street'
and Girard avenue. She was taken to St.
Joseph's Hospital
