--taTX L_LETI_P4 Ter UNIVERSITY OF .PEN:4IDVANIA. — Th following pplitiort will be presented to Select Council thus afternoon : • • 2'b the Members of Select Council of the City of Philp- elelyhta—The petition of the uuderaigned• respectfully -showeth: That, in their opinion, the true interests of the city of Philadelphia imperatively require the passage of • .theonlinance now pending in your honorable body for. - TheJelleforthe University of Pennsylvania. N' 4.4Erour petitione' moat respectfully beg leave to call the Mintier , of Select Councils to the following reasons to • support of this petition: • I. TheTrusteda hf the University have been struggling ra nk ay years to place this Institution in theforempst .rank by enlarging the courses OfOstrtlef lOU, and es pecially by establishing a scientific school for technical itottuetten. This must be done, or the will be left bee -- hind all the colleges of note in the country. • 11. Their present means arc entirely insufficient fo such a purpose, and although the fees for tuition cannot be possibly raised, they are yet not one-half the cost o educating, the students. • Some of 'Our citizens have already sul4cilhed $150,000, and others-will, doubtless. follow this good ex, ample: But allpast donations have been on the Tpress ipOttditton that they shall be applied to the enter anent of the system of instruction, and not to the pure hasp o land or the erection of building ' IV: The necessary result of a refusal of the present itrA• nlication will be the defeat of a measure which every true Philadelphian should have sincerely at heart—the extension to every child in the city of the best oppertui riffles of education afforded in the country, and the este'' , Ilshment of a school which should be alike an ornament and a credit to our great metropolis, attracting tamarisk; ' to out city, and adding in many ways to our Smith dud ..ignmi by Stokes, Caldwell & Co.,Fenton & Thompson, • Stinted H. Orme, Furness, Brinley & CO., Leonard Baker & Co., Alfred G. Baker,. Thomas Robbina, Amos II; Little& Co., J. L. Erripger, Lewis ,Brothers & Lewis. Wharton & Co., E. C. Knight & Co. Coffin, & Anemia, Davis, McKean & Co.. Benjamin Bullock' & Sons, Chas. Camblos, Drexel & Co., E. W: Clark & Co., ' P.S. Petersen & Co., Parr & Brothers. Jay Cooke & Co.,' Geo. Dowell, Price & Parrish, Henry W. Sharpless, W. llorstnimin & Sons,3 .B.'Lippineott & Carroll Brewster, Wm. S. Peirce, and others. FIRE-PROOF .151TILDINGs.—SOM0 . of greewhat afire-preof building ought to be 'maybe formed after closely .inspecting the United States Warehouse now being erected on ' the . • site of the old Pennsylvania Bank, on Second street, above Walnut The building has ad. vatted' very slowly=not aft unusual thine in respect to Uovernment work—but the'work is most substhntial, and, so far, is as pretty a piece of brick-masonry as can be found in the country. it is entirely • constructed of brick and iron there being no wood used in its structure. The heavy arches and walls.of the foundation are-of the - liestgranite. The joists • are ironi resting upon the foundation walls. The &sirs will be of iron; screwed into the Joists. The roof will be of iron, supported by truss girders t and the principal rafters of the same material, The workmanship is the best that can be produced by American skill and labor.:';The edifice, when finished, will be worthy of the closest inspection, and if it should he_. selected as the standard of a fire proof building, then most others in our city claiming to be such must fall below it. THE TWELFTH WARD SCHOOLHOUSE: 001:12- - inon Council will have under consideration this afterncion an ordinance from the Select Branch, making an appropriation for the erection. of a new school building on Noble street, west of Fifth, in the Twelfth Section. 'lts intended to combine seveml schools in . the new building, and thus the expenditure for rent will be done away . with. One of the buildings to be dispensed with is located at • • Weaver and Coates streets. A livery stable occupies a portion of it, and the Board of Health has declared that • the health of the children is endangered while attending school in that building. The Building Inspectors have also pronounced the structure unlit for school purposes. The members of Councils will, - therefore, see the necessity for providing other quarters Lor;the children, and, as the lot on Sloble street has beet purchased and paid for, there ought to be no difficulty about the pas sage of the bill making the appropriation for \ the erection-of the school-house. The Finance Committee considered the \ matter at its last meeting, and unanimously \agreed to report the ordinance with a favorable recommenda tion. _ _ 'POLICE APPOINTNENTS. — The Mayor made the folloWing appointments this morning: First District—Patrick Eustice, Francis Prettyman, Thos.
