Friday, Itlay 14, 1869. NEW YORK. Ad II _To think of New York being uneasy about her , foreign ae.well as her domestic com merce! It seems absurd,' but there are shrewd men in New York who see that even her apparently supreme. advantages of:posi tion, wealdi and enterprise be unavailing against honest energy on the part of nOnipeti . tore. They cannot shut their eyes to the de-- Moralization, commercial,, financial, political and social, that has come over New York of ]ate yeam, and they know that there must be a reform or a reaction, to preserve to that city all the prosperity and the honor that it has heretofore possessed. One Cause of uneasiness in New "fork arises from certain novel tendencies of Wes tern trade._LA great deal more of it comes to . Philadelphia than was ever thought possible; and the way the' Pennsylvania Railroad Commy bas been stretehing out its:tendrils, and laying hold of positions, all through the, /finahrippi valle,y; ° and' even prospectively SCION the Rocky Mountains to the Pacific, bas causeA 'coic - elde, rable commotion in the trade circles of the "commercial. emporium.'' OM more recently a movement in Bt. Louis, totibip Western produce th bulk thence, by , way of New Orleans, to Europe, has dis turbed New York as well as Chicago. The fit,:laWrince outlet for Western trachTliiiii also been growing in im,portance lately; and desperate drone have been made by Lie lorkeis, at Washington as well as Albany, totetappropriations for a new canal around the American side of. Niagara, where at least tell:could be charged, . and aome—portion-of the;diverted commerce might be restored to New York. When Boston gets her Hoosac tunnel finished," there is danger that New YO4 may lose more of the Western trade, and what with Montreal, Boston, Philadel— phis; , Baltimore 'and New Orli - a - if+ as rival outlets, New York is quite unhappy. All these things ought to contain no real ground for alarm in a sound, honest and ettithy comeoerciai city. But of lade years New York has become almost wholly a gam blingcity. There is not merely gambling in id and .ks; the gold and stocks; mere ie gamblifig—uT-dry goods, groceries, grain, flour, lumber, every thing indeed that is recognized in commerce. eft, --Worse--than-all-this,-there-is-gambliug-in politics; gambling in reputations; gambling in what is Politely and technically called Justice;_gambling in the sacred work of reli gion; for the gamblerrustreven - theviturch - and their -ministers in their nefarious trans actions. The corporation of New York is seandalously,..unbltuthingly, undeniably cor rupt. The Judges of -tile Courts are, with but few exceptions, equally so. Men like the Manipulators of the Erie Railroad can control Atte city - and State Legislatures and the Judiciary, and buy a law, or a decree, omen_ a verdict of a jury, at any price that may be reqtdred. The - wide-spread knowledge of this state of affairs has attracted to New York . the speculators, the gamblers, the adventurers and the rogues of every kind, not only from all parts of this country, but from all parts of the, world, These have become, 'really, the ' contrClling element of the population : The honest, refined, intellectual element, large as, itia r ia_overshadowed by-the-other - In—fact, many thousands of the honest, refined and intellectual men, whose business is in New. York, have fixed their homes elsewhere, and c . .nrc. es, is e rTo ng p aces, t.mr so ciety, are up the Hudson or on Long Island, or in Connecticut or New Jersey. They only spend a few hours` daily in town, for the un avoidable demands of business. It must be considered a real . calamity to a city when so many of its best citizens are driven from it as a home, as those of N6w; York have been of late years. This is the secret of the enormous and growing ma jorities of the Democratic party that late elections in New York have shown. It is, in fact, the secret of most of the demorali zatlon, social and commercial, as well as political, which has so much exercised the minds of patriotic and philosophic thinkers throughout the country, who feel an interest in the character of the city which is regarded by foreigners as representative of the whole nation. But the world abroad should be in formed, and the honest world at home should Insist, that New York is not to be considered as a representative American city. It is the city of refuge for all hinds of adventurers from all parts of the earth. Its voters are chiefly illiterate foreigners, among whom the idea of patriotism, in its pure, exalted sense, as love of this noble country of America, has never been entertained. These make the mayors, the city council and aldermen, the judges and the magistrates of New York, and they thus direct and control every depart- Miit of the municipal government. Their ingis not to be considered typical of American feeling or opinioh, half as much as the ' , toting of a well-ordered New Englund town; or a . Pennsylvania borough or a res pectable village in Kansas or Minnesota. Perhaps it has not occurred to those New Yorkers who apprehend a loss of foreign and domestic trade, that this lowering of the standard of commercial, political and social morals in their city, through the influx of dis reputable or irresponsible adventurers, native as well as foreign, is more daneerous and more dreadful than the commercial rivalry of Montreal, Boston, Philadelphia, Baltimore, , Norfolk, Charleston, Mobile and New Or— leans, or of all combined. But history will show to posterity that while there may be wonderful wealth, extravagance and luxury in one community, there will be more of honor, prosoerity, virtue and happiness in those communities where these are not so conspicuous. - - STE a L !DIU 0 11C 111.110PL_--_ _ 110.44t.ortea , ihere are, in many of the • public' echoola of thin city and in the High and Norrnal schools, children whose parents. • reside, outside of the city limits—la Norris town, for instance, and even in Camden. %lege people pay no taXeS Leto; they do not centributeio the atippart Or the trawls in "Tir4 iiii3Ciiik - dibeYbaWriiiibiff light to en joy the benefits conferred by them' %slither have to some; here - to-vote. They commit robbery.,as distinctly as .:if- they purloined Money from the vaults" of the city treasury. A good education Is a capital thing, as a gen eral rule, but it may be the worst thing in the world to steal. The children are made par ties to the deception and thefkand while they are becoming proficient in grammar and arithmetic,_ their :moral :sensibilities acquire dangerous dullness, A child who is educated by a crime will be likely to have fewer scru ples than others, when the temptatiori comes to turn its unfairly acquired intelligence to the perpetration of crime. A fool is much better than a shrewd knave; and iV would be : kinder to permit a child to grow up in igno rance than to educate it upon money gained by picking pockets, or, in an equally . iniquitous manner, by sending it to a school in which it has no rightful place. The people who do this have not even the excuse that they have no alternative but to leave their families Without instruction. There is not a village in the suburbs in which there are not good schools. In Morristown, from whence many of these children come, there is an excellent school system under the direction .of competent men, whose com plaint is that the people will not use the schools provided, preferring rather to send 'their children to the city: If this was not the case, perhaps some arrangement might be made by which the dwellers in the subUrbs might participate in the advantages of 'our schools, by paying their proportion of the taxes. At present they deliberately choose theft to honest use of legitimate opportunity. Of course, the choice is complimentary to _us. It proves that the excellence of our system is so great that people will actually violate several of the ten commandments, rather ihrTir -- not enjoy7it. The Directors cannot help 'being gratified, but we suggest that measures be adopted by which the wrong maybe checked when the fall session begins. It may seem a small-thing-to exclude these children; but if they are admitted free, why not all the children in the State? If-Norris town urchins can think of our Pierian spring, why may, not Erie county send an entire or 'han as • bun here to be boarded led ed and educated at the expense of our tax payers? The Normal IMMO now is 00 limited la its accoramodatione, that it cannot contain the scholars who are entitled to its advantages; and the average for admission, very unjustly, is larger than it is to the boys' High . School. It seems hardl fair that the children of the men who - support the school should be crowded out of their places by the children of parties who live in Norristown and Csm '-denin-blessed--immuuity—from-Annuicipal- . taxstien.. _ • We can special attention to the very in-1 • eaUng,reporL4) of the American Freedmen's Uniou - Commiss sion, which will be found in to-day's paper. Evalai Butlettal NiisnutOrox, May' 14.--The,,, ; 7[egalar diplo matic reception held by the Secretary of State Yesterday was of quite an interesting character. In the first !Altos the so-called alliance between Re gland, France and Spain was very much spoken of by everybody, but believed by tone. isunderstood that the representatives of the three above named powers disclaimed — th the name of their governments any such intentions. Then the Cuban matter came up, and Secre-' tarp Flab spoke freely of his settled intention to stop all sorts of filibustering expeditions under any name and any shape they might - assume to try to bidq themselves. But he complained also of—the bloody -and awkward --policy.ofßpatu. towards eabk saying that with, such a power the keeping of neutrality was not an easy thing. On his part, Senor Roberts, the Spanish Minister,. said that he saw very well the bluff game played by the Onbenain the United States to force Spain to declare the blockade of the island, but that his errantry would not be led to make this blunder. As a whole, the most peaceful spirit prevailed during the reception. A Vlsurderer , lecsirdonedif - (Special Demob:ll to the Philo. Dreamt Bulletin.) WAkiiINGTON. Extent of the Strike—flair the ' , liners in the Anthracite Region Striking— nesiun of the 'nrs ovetnent. • 'Despatch to the New York-rimed.] ECILAZITON, Pa. i Thursday, May 13.—The strike of the coal miners has extended to-day to nearly all the mines south of and-around Wilke, sbarre, and to some in the-vicinity of Pittston. Folly half of the 30,000 miners of the whole anthracite region have now quit work in obedience to - the-mandate of the. Central Committee of - the - miners; but -as yet no formal demand - for increase of wages nor any • • , nt_..of_grlevaneesAlas Wu Mad% and_ none of the miners seem to - hav es clear idea why they have abandoned work. The employ& of the large companies around Stranton and Car bondale have not yet determined whether they will quit work, and the continuance of the strike largely depends upon their action; if they decide to join in themovement, a protracted suspension of mining operations is expected, but in case of their refusal, it is presumed the strike will last but a few days. It. is asserted by operators that the Movement is designed to force a basis of pay ment of miners, predicated upon the New York market price of coal, whatever it may be, and that twenty per cent. will be demanded. 13erions accidents occurred to-day in collieries near South Villikesbarre and Hyde Park, by which nine miners were severely injured, had some it is feared, fatally.
