WARLIKE NEWS A cable despatch speaks 1:1,f an alliance, offensive and defensive, between England, France and 'Spain, against the United States, as being in process of formation. This may be a rumor got up for effect upon the money and stock market. And yet such an alliance is not wholly improbable. The rejection of the Alebama claims treaty and Mr. Sumser's speech , have created a very bad feeling in England. Spain, too, feels very sore about our sympathy with the struggling Cubans. The two governments might well unite against us, and France could easily be induced to join them. It the alliance should really be made, our ,government will have to resort to prompt and energetic measures on the Cuban as well as the Alabama question. P 1171113LIICAN PILIMLAII, ELEC ettoNs. A rumor prevails that it is the intention of the Republican City Executive Committee to postpone the primary elections, which tinder the rules of the party take place on the second 'Tuesday in June, to a later period in the summer. It is sincerely to be hoped that nothing of the kind will be attempted. Delegates elected by the Republican party in the several divisions of the consolidated city, met in convention early in the last year, and alter careful and prolonged deliberation, adopted "rules for the government of_ the Union Republican party of the city of Phila delphia." One of the main objects in revising the rules was to remove the complaint that the delegates to the nominating conventions were elected in the heat of the summer, when a large portion of the party were absent from the city, and as a consequence the elections were controlled by a tew designing and inte rested politicians, and the deYgates did not represent the wishes of the mdss of the party. The natural result was the selection of candi dates in whom the people reposed no confi deuce. Last year, however, under the new rules, considerable interest was manifested, and in almost every election division a very full vote was polled,an unexceptionable ticket was placed in the field, and although it was not elected, the fact is well known that the defeat was attributable to Democratic frauds, now being investigate% and which will no doubt even tuate in the present incumbents being ejected from the positions they now hold by these frauds. For the information of those interested, we give the rules of the party relating to this subject, and trust that until they are altered in the manner prescribed,they will be strictly adhered to. The City Executive Committee have no more authority to alter these rules than any Ward or Division Committee, and should they presume to do so, they at once open the door to a wide-spread complaint and dissatisfaction, which can only result in defeat. EULF. VI.-REGISTRY OF VOTERS It shall be the duty of the Regissering Officers to meet at the regular places of bolding elections, (or at such places as may be provided by the Reg istering officers,) on the first Tuesday in June, from 4 to /3 o'clock, P. M., for the purpose of add ing the names of all persons claiming the right to vote, and no names shall be added after said meeting. It seems quite natural therefore to find that a sharp discussion sprang up yesterday, in the Board of School Controllers, over the ac tion of the Committee on the Revision of Studies in reference to the introduction of music into the public schools. There was no difference as to the desirability of the thing proposed, but there was a severe attack made upon the manner of the Committee's action. It was openly charged that favorit- I i 13131 had been practised in the selection of the teachers, and that the successful ex aminees had not been reported in the order of their merit. Objection was also made to de voting one-fifth of the appropriation to the employment of a male Superintendent. We want to see this experiment fairly and thoroughly tested in the public) schools, and we regard it aa very unfortunate that it should i. be started with the Board of Controllers al - most equally divided upon the subject. The $1,200 would employ three more teachers, and would be more economically expended, in our jndg ment, in that way. If there is to be a Super intendent, Mr. Louis will make a very good one; better, probably, than most who would be likely to be selected. Our doubt is as to whether there is any Superintendent needed at all. Mr. W. W. Corcoran has made a noble gift to the public. The fine building erected by him on Lafayette Square, just before the war, for an art gallery, has been conveyed by him to trustees, who are to hold it forever as a free museum of art. He has also Oven his fine collection of paintings and statuary, and $300,000 in cash to purchase other works of art. Wealthy collectors in New York are counted on to make handsome contributions to the museum. This is the most liberal work in the Interest of the fine arts that has ever been done in America, and Mr.Corcoran deserves to be regarded as a benefactor to the whole country. There is so much that is vile in the way of , sculpture and painting, in Washington city, that the choice of it for the site of a museum that may become a school of art, is particularly fortunate. • The death of Commodore Henry A. Adams, which occurred in this city `ester day, has created a feeling of regret among his zibmerous friends, although his health has been so feeble for the last two years that his recovery has not been expected. His latest active service was on board the Sabine, commanding the Gulf squadron at the time of the rebel demonstrations on Fort Pickens, in 1861. After that he was on special duty in this, his native city, until disabled by pa ralysis, when he was placed on the reserved list. He was an excellent officer and a highly estimable gentleman. Evening Ballettn.l WAsinNarorr, May 12.—There is . the Wit au thority for saying that the President has deter mined to recall Minister Morris from Turkey at an early day. At the time Congress adjourned Senator Sumner and , others had assurances that for the present, at least, Mr. Morris should not be disturbed, but recent facts which have come to the knowledge of the President and Secretary Fish convinced them that a change was aces sary. The manner in which Mr. Morrisbrought influences to bear upon the President, as well as upon the State Department, to have himself retained at Constantinewle vexed both President Grant and Secretary Fish very much. He bad a petition drawn up and signed by a large number of Greek and Russian merchants and bankers of Constantinople, who are not all friendly to the Turkish government, praying for his retention. This was addressed to the Secretary of State, but sent to Senator Sumner to be delivered to him, when it was pre sented with the.request that it be laid before the President Secretary Fish declined to do so, and seemdd highly displeased that Mr. Morris bad found it necessary to get foreigners to ask his retention. Baron Stoeckel, the Russian Minister, also asked that Mr. Morris be kept In Turkey, proba bly because he sympathized with Russia as against Turkey; but this only served to strengthen the President's conviction that it was for the in tercet of the Government to make a new ap pointment for this mission. The Eire originated in the explosion of a kerosene lamp. A deck hand, named J B. Smith, perished in the flames. Several passengers asleep on board were also lost. The loss on the steamers and cargoes is esti mated at ✓c200,000. New YORE, May 12--Further particulars rela tive to the Cincinnati fire have been received. All on board the Cheyenne were asleep when the fire broke out. Five of the deck hands were burned to death. John James, a colored boy, employed on the Darling, was also burned to den th. The officers state that lour or live men were seen to jump off the Darling into the river, and only one succeeded in reaching the shore. The calamity has canned great — excitement in Cincinnati. YORK, May 12.—The thirty-sixth anni versary of the Anti-Slavery Society was held yes terday at Steinway Hall. holding two sessions. The meetings were presided over by Wendell Phillips. In the evening speeches were delivered by Fred. Douglass, Senators Wilson and Stewart, Rev. Mr. Reid, Mrs. Cora Hatch and Wendell Phillips.
