A good deal of comment and criticism is
being expended on the action of the North
Pennsylvania Railroad Company, in ex
cluding the Inquir er from the list of papers
sold upon the rued. Advocating the widest
liberty in newspaper criticism, short of that
licentious use of the press which has its
secret motive in the gratification of some
private spite, Or the attainment of some
private advantage, we cannot but think that •
the excellent President of the road in ques- ,
Lion has adopted a wrong policy, in asserting
the legal rights of his Company over the
privileges of its property. Whatever aims at
a suppression of newspapers in this country
is almost sure to fail, and often redounds to
the advantage of the newspaper. A temporary
success may be obtained,as in the recent case
of the libel snits against the New York Sun
and other papers,which produced the desired
effect in fright:erring off most of the New York
and Philadeplaia papers from publishing sir.
Young's correspondence.. Bat the spirit of
the day is in favor of a free publication of
news and a free discussion of all affairs con
nected with the public interests. These dis
cussions often take most unwarrantable
ranges, and are often inspired by most un
worthy motives, but the truth vindicates its
self, 'in the long run," and those whose con
sciences acquit them of wrong-doing can
ordinarily afford to wait that vindication_
in the case of the Nurth Pennsylvania
!faille's', we think that the Company can
afford to be made the object of the Inquirer's,
attacks, if they are continued in the same
style as has characterized them since the
Company's advertisemente were withdrawn,
a year ago, on the ground of what the officers
el the road believed to In excessive charges.
Those who read the Inquirer or any other
paper on the trains of the North Pennsylvania
Railroad are abundantly able to judge as to
the general management of the road, and as
this is the only class of readers who are affected
by the recent order of the President, we be
lieve that the true policy in this, as in all
oases, would be to let the newspapers alone,
and to keep up the well—earned reputation of
the road as the best antidote for newspaper
criticism. The right of the company to de
cide what wares shall be sold on its road
cannot be doubted. The policy of diicrimi
nating between newspapepers, on account of
each attacks as have been"made in this ease,
is not a wise or good one.
THE LIMIDOLA 310/311U111ENT.
The Lincoln Monument Association has
pursued its work quietly but vigorously, and
the model of the splendid bronze statue of
the Martyr-President will very soon be placed
in the hands of the Munich founders. Before
the close of the present year this fine work of
art will probably be complete and ready to be
erected in its chosen site on Broad street.
The site, at the intersection of Broad street
and Girard avenue, has been selected by the
Association after mature consideration, and,
although Councils are discussing the subjt , ct
'with a good deal of variety of opinion, they
will undoubtedly reach the same conclusion
as that of the gentlemen who have raised the
money, procured the monument and now ask
permission, without expense to the city, to
place this beautiful and appropriate memorial
of Abraham Lincoln where it will appear to
the best advantage and most thoroughly carry
out the design of keeping his illustrious name
in perpetual remembrance.
The intersection of Broad street and Gi
rard avenue was selected after carefully
- weighing the relative advantages of many
other locations. The ample space afforded
, by the junction of two of the widest avenues
of the city, the elevated ground, the rapid in
come of the northwestern portion of
Ictpbla In population, the handsome charac
ter of the improvements in that neighbor
hood, the future of Broad street as the great
prourenudwall - combinetxr
suggest the Chosen locality as the best,among
all that have been under consideration. It is
not desirable to place the Lincoln Mouriment
in either of the public squares, fur the double
reason that its *view would be much oh
. strutted by the foliage, and both the bronze
statue and the granite base would
soon be Setiously Wagered by the

-drip from the overhanging trees. At
Broadand Girard Avenue, the monument
.
will occupy a commanding position which
will Make it visible from a great distance,
while the construction of its base will be such
BB to present no practical obstruction to the
drive. Some of the moat celebrated statues
and monuments of Europe ate-placed in the
centre of narrower streets than =Broad street,
and they have been placed there in order that
they may be among the masses of the people.
The Lincoln Monument Association has the
same object in view, and we trust that Coun
cils will coincide and co-operate with the
public-spirited gentlemen who have labored
so successfully to give Philadelphia what will
be one of the finest works of art in America,
and, at the same time, the first important
monument erected to the memory of Abraham
Lincoln.
THE VIVID srArEs MARSHAL.
The sudden death of General Ely, U. S.
Marshal for the Eastern District of Pennsyl
vania, created a vacancy which has been
promptly filled by the President, who yester
day appointed General E. M. Gregory to the
position. This appointment will give uni
versal satisfaction among those who know
anything of General Gregory's military record
and personal character. General Gregory
entered the service in October, 1861, as
Colonel of the 91st Regiment P. V., and
served with distincticin during the war. He
was brevetted Brigadier-General in Septem
ber, 1864, and was assigned to the command
of the 2d Brigade, Ist Division, sth Corps.
At the end of the war, General Gregory was
transferred to the Freedmen's Bureau,and was
one of General Howard's most efficient agents
in administering the difficult duties of. that
department in Maryland. Since the termi
nation of his department of the Freedmen's
Bureau, be has resided in Philadelphia, and
has won a high reputation as a citizen of pure
character and high principles, and a fine
specimen of the honest, upright Christian
soldier and gentleman.
General Gregory ha( but one legitimate
competitor for the United States Marshalship,
for we hold it as scarcely legitimate to urge
for Philadelphia offices, candidates from the
interiorof the State. General 11. G Siekela,
who was presented to the President for this
position, would have been equally acceptable
to the community, in all respects. But be
tween two gallant and loyal soldiers there is
never any but a fair and generous rivalry, and
while we should have considered the app)int
mtnt of General Sickels in every way a
creditable and suitable one, we congratulate
the community that President Grant has
chosen to succeed General Ely, a gentleman
so well fitted for the position as General E.

WASHINGTON. May B.—When the fact became
known this morning that Secretary Boutwell had
despatched orders 10 Assistant Treasurer Van
dyck, at New York, to buy government bonds to
the amount of S1;000,000 per week, on the same
plan by which gold is sold by sealed proposals,.
after due notice by advertising, tt led to much
discussion among financial men.
This move on the part of Secretary Bontwell
foreshadows clearly the policy winch Is to be pur
sued while be remains at the head of the Treasury
Department. In conversation with your corres
pondent this morning; he said it was his Inten
tion to have a policy which no one could misun
derstood, and which would prevent the Dapart
'tient, from being used to further the interest of
ar d enrich speculators all over the country.
When it becomes necessary to alter or change his
present policy, the fact would be made public
either before or after the close of business hours,
in order that no person could have an nudes ad
vantage over another by the fluctuations In the
money market. In every case informstion
would be given publicly, before the officers
chureed with executing the orders have " official
information as to the coarse they are
to pursue. The Secretary will
set entirely upon the condition of the Treasury
1) pertinent, and will shape his course and de

t Arts of the Depsrtment. and not from the coo
,. itlell of the money market in New York or else
where If the ricelpts of the Government jal
tify it, heeds will ondoubwdly be purchased in
amounts larger than one million per week.
It Is Secretary Boutwell's purpose to hold these
bonds as a sinking fund,and not to cancel them.
He is strongly urged to change his order to buy
bonds, so far as to substitute three per cent. cer
tificates in their place, but this he positively re
fuses to do, unless something at present unfore
seen should occur rendering the change abso
lutely necessary. It is the Secretary's Intention
to adhere closely to his present policy until the
assembling of Congress next winter.

New Yong, May B.—The excitement on Wall
street has not yet subsided. The different depart
ments of the Stock Exchange sre feverish and an
tented The excitement, however, is confined
to the goverundent and gold markets, in which
the fluctuations are wide and violent. Stocks
were little affected before the commencement of
business.
Gold sold as high as 139 X. The first recorded
sale was at 138%, from which the price advanced
to 138%, receded to 137%, and has since returned
to 188 on enormous transactions, principally to
realize the heavy advance inaugurated by the
bull, clique within the la.t. few days. The tactics
purattect to-day were different from yesterday's,
the premium on gold being forced down, and
Governments buoyant and strong, the
sellers of one yesterday being the
buyers of the other to-day. Cash
gold is abundant; 1-16 to 5 and 8 per sent. are
paid for carrying until Monday. The govern
ment market recovered the depression of yes
terday, opened active and strong, and advanced
34 to 2 per cent. on closing quotations of last
night. The immediate cause of this sudden
buoyancy, aside from the decline in gold, is
due to the announcement of Secretary
Boutwell of his intention to buy a
million of bonds weekly, commencing on Wed
nesday next. The effect of this announcement
upon the bonds In Europe cannot at this moment
be estimated, as the stability of any government
which is able to retire a_million of its debt per
week must command the attention of foreign in
vestors. Foreign exchange is firm, but dull;
10934 for prime 60 day bills. The steamers for
Europe to-day took no specie list. State bonds
are dull and MAW( resting.
The money market is without essential feature;
7 per cant is the general rate, with exceptions at
6 per cent. The accumulations of currency to
this centre are rapid and large. Prime discr.mntt
7@9 per cent.

Quaker City is about to sail from New York for
Cuba with munitions of war for the rebels, and

Letona and Esealante, arrived at Nuevitas from
Villa Clara, and the day after General Lesca ap
ps Bred at Nuevitas, very unexpectedly, with 1,200
n horn Puerto Principe, having started with
2.200, and left detachments on the road. They
reported that there was no resistance on the road,
although large bodies of insurgents were posted
on the high ground at some distance from the
road. Numbers of well-constructed trenches,
breastworks, dile' es, &c., were visible.
The 4.000 nice concentrated at Nuevitas,amone
them 1,500 Catalan volunteers, recently from
Spain, were to commence operations on- the rail
read between Nuevitas and Puerto Principe im
n edlatily. About 1,500 started on the 23ff, con
voying provisions and arms. This expedition,
raider General Lesca, is to repair the road tempo
racily, get the cars along and provision the
troops at Puerto Principe, who are said to be on
halt rations. It was reported that Ques4da, the
revolutionary leader, purposely allowed the
Spaniards to march without opposition from the
interior to the seacoast, but intended to
bsiruct their return, and, it possible,
es pture their provision trains. Dr. Sim-
MODS is still confined at Principe. accused
of circulating insurrectionary proclamations and
eiVieg aid and comfort to the rebels. General
Lesca has stated that the Doctor's life was spared
because he was an American. Rear-Admiral
Hoff bad an interview with the Captain-General,
relative to a young engineer, named Rafael Es
trader, who, although having declared his inten
tion of becoming an American citizen, had never.
it seems, taken out his final papers, although
having married and lived some years in the
United States. The Captain• General issued an
order for kis Immediate release.
