When the late Bishop Doane, of New
Jersey,-was arraigned before an ecclesiastical
court,he-made the proud remark: “I will ahow
them that: it is hard to try a Bishop.” The
same assertion of immunity from the ordinary
processes of law has been made in this com
munity, ifor several years paßt, by a small
party ofmen, of whom “Jim” Haggerty may
be takssi as the type. They do not belong to
the lower > class of “roughfl.” They dress
elegantly and expensively. They frequent the
fashionable promenades and places of amuse
ment. They pass in the daily crowds of
Chestnut street, unnoticed for anything in
their appearance or manners, beyond a cer
tain air of vulgarity which fine clothes.and
spotless linen and diamonds and clean faces
cannot altogether disguise from practised
eyes. But these men, with all this exterior
of respectability, have been engaged for years
is setting'the law at defiance and proving that
it ia hud to try or convict any one of their
own gang er any one whom they choose to
befriend or protect. Their outrages against
civil and criminal law are countless in num
ber and variety. • Living in a community of
law-abiding people; known intimately by all
the offieereof the law; repeatedly charged
with grave-offences against the pBaoe and
order of the city, and the lives and property
of citizens, they have gone on, unpunished
and unchecked, until they have established a
sort of terrorism which ia an insult to the
name of {Law and the idea of Justice,
while they are looked up to, with a sort of
idolatry, by the lower grades of ruffians -and
desperadoes, as leaders in crime whom it is an
honor and distinction to serve and to imitate.

duty in breaking up this lawless combination,

the law or to leave this community.
Judge Brewster’s self-imposed task is
a difficult one, but it is all the morecredita
ble-on .that account. It is so evident that
these Haggerty cases have been manipulated
and compounded in one way and another,
that jJudge Brewater is determined to siit
tbem-to the bottom. In doing so, every ob
staclaiwUl be thrown in his way: but the idea
that any single man or knot of men can ocm
tißUC to set the laws at defiance in this city,
is too moßStrouß to be tolerated; and we hope
that Judge Brewster will stretch the power of
his office to its utmost limit, in compelling a
strictcompliance with the daw that has
ifeeen so long and flagrantly violated.
The credit of the police of Philadelphia ia
at stake in this matter, as, indeed, is the
credit of every department of justice and

ol Odd Fellows is to be celebrated In this city on
Monday next. The demonstration will be a large
and imposing one. A large number of strangers
bare already arrived in this city. Several lodges
from tbe South and West readied 1 herb this
morning, and between mow. and Monday morn
ing every train which arrives will bring
lodges and Individual members of the Order to
participate in the celebration. The preparations
for the event of Monday have been made on the
most extensive scale. At nine o'clock in the
morning there will he d gathering at the Academy
of Music. The exercises will consist of an over
lore by a large orchestra; an anniversary hymn,
to be song by a chorus of one hundred voices,
addresses by John W. Stokes and E. D. Farns
worth, an oration by James L. Bldgely, and the
Jnbllee • Hymn byijtho grand chorus and or
chestra.
There will also be a grand procession of the
Order- The parade will bo formed at 11 o'clock,
on Broad street, and will be divided Into twenty
divlsons, the whole nnder the direction of Thos.

from the State Department, he having until the

being made, he now desires to retire to private

Secretary of State; covered forty-eight of the

The White House was thronged with visitors
this morning and afternoon, all of whom were
dltappointed in not seeing the President, be
having ridden Into the country to spend the day in
rest and recreation.,
Postmaster-General Creswell has gone to bis
home in Maryland, to be absent for several days.
Crowds of office-seekers can still be found In the
ante-room of tbe Post-office Department, await
ing an opportunity to present their papers and
urge their claims for positions os postmasters.
Upwards of one hundred members withdrew
from the Congregational Church here, when Dr.
Boynton resigned, and have formed another so
ciety, with Dr. Boynton as their Pastor, and par
pose to erect another church edifice as soon as
tbe foods eon be raleed.

of the Diet yesterday, Francis Joseph, King of
Hungary, made a peaceful> address. He Bald
there was much important legislation to be ac
complished forthe internal reform of the boun

moderation of the people.
. The relations between Austria and the other
powers, of the world offered a peaceful prospect

Madrid', April 24 —In the Constituent Cortes
yesterday, Senor Oriense, one of tbe Republican
deputies, Introduced a measure calculated to
forever exclude all the Bourbons from the throne

An amendment was proposed and carried by
the majority, whereby ex-Queen Isabella and her
children only were excluded.

St. Louis, April 24 An Omaha despatch says
a heavy snow-storm occurred qtForta Laramie
and Fetterman on Wednesday. The troops in
pursuit of marauding bands offadians are much
delayed by tbe snow. John Duff, of the Union
Pacific Railroad Board of Directors, goes west
with! General Lodge, Chief Engineer, to Inspect
the work on the western end of the road. Travel
overland is increasing daily, and trains from the
westward tast are arriving crowded with passen
gers. A heavy Canadian immigration has arrived
for settlement in Nebraska.

Madrid, and the failure of the Senate to act on the
nomination of James L. Foley, leaves that plaee
vacant, but General Sickles will probably be per

his assumption of the State Department, the
severest trials of - patience and fatigne of body of
any member of the Cabinet, goes to New Tork
to-morrow on personal business, to be absent for
a few days, ana no changes will be made until his

rible Btory ol suffering at sea, caused by the bru
tality of the officers of the American ship
Richard Robinson, which arrived at this port last
Baturday. The crew show marks of ill-usage,
and declare that they were beaten with belaying
pins. bross-kDnckles and other implements of a
similar character; that some of them were banged
by the hands until they were paralyzed; and that
tbe lives of some of them were only saved
through the interposition Of the Oaptain’s wife.
The St. George’s Society had its anniversary
dinner at Dehnbnico’s last evening. Mr. Archi
bald, the President of the Society, presided.
Speeches were made by Mr. Archibald, Mr. Do
Cordova, Gen. McDowell and the representatives
of the sister societies^present.
The Board of Fire Underwriters met yesterday,
bnt did nothing beyond discussing the proposi
tion to appoint an executive manager, and ad
vising the Board to discharge the executive busi
ness of tbe National Board.
