'BEPVBLICiN SIMPLICITY.
Republican simplicity in the conduct of the
affairs of the American Government is a very
desirable thing, and there has been a stu4ious
observance of it during many successive ad
ministrations. The last vestiges of anything
She the courtly state with which the Govern
ment began, in the days of Washington,
passed away "with the Buchanan administra
tion. Abraham Lincoln came into office,
bringing his plain Western manners and
sough common sense with him, and, with his
native gentleness and simplicity, went in and
out among the people as one of themselves.
Andrew Johnson cannot be charged with auy
departure from .Republican simplicity, unless
that be considered a departure from it which
degraded it below the lowest idea of demo
cratic decency, and made the office disrepu
table by the violence and vulgarity of the
man who filled it. There was a frightful sort
of simplicity in Andrew Johnson’s disregard
of all the ordinary proprieties of life or the
office.
General Grant went into office, carrying
with him a genuine simplicity of manners
peculiarly attractive to the Americ an people.
According to the Democratic prophets, he
was to establish a terrible military despotism
at Washington. The Executive chair waß to
be surrounded with the glitter of bayonetß,
and all tbe pomp and circumstance of the
victorious warrior. These predictions were
sbbutcd from Johnson to Blair, and from
Blair to every little platform orator who
howled his denunciations of General Grant iu
the ears oi his admiring audience. Tueir
improbability, their palpable folly and
absurdity were apparent enough to all sensible
people; but tbe raw-head-aad-bloody-boues
eloquence of the so-called Democratic orators
and writers exhausted itself in laboring to
impress upon the people that the days of
Republican simplicity were gone forever, if
Grant should once be seated in the Presiden
tial chair.
The prophets prophesied falsely. Presi
dent Grant was no sooner Inaugurated than
be commenced to divest his Administration
of every remaining symbol of military pomp
Military guards were dismissed from the Ei
etutive Mansion; troops stationed in Wash
ington were remanded to their respective re
giments; all army officers, not absolutely
needed for departmental dnty, were ordered
to other posts; even that solitary sentinel
who has kept his melancholy vigil in front ot
Mr. Seward’s house for four weary years,
Nits from bis monotonous march, and with
him the last vestige of military pomp pissed
away.
The Grant administration has all the sim
pllcily and none of the vulgarity of its pro
dtcetßor. The President has surrounded
himself with a Cabinet of gentlemen, and
evidently meanß that the affairs of Btate, bo
far as his immediate surrouadiogs are con
cerned, shall be conducted with decent deco
rum and propriety. While he desires bo no
neceieary formalities or excessive observance
of etiquette, he means that his high office
shall be respected, and that he,himself, for the
sake of his office, shall not be treated other
wise than with entire deierence and courtesy,
fie bas already been compelled to establish a
maihed precedent by promptly resenting the
outrageous insolence and profanity of Ban at jr
Boss, and ordering the offender out of the
White House. The leEßon will not soon bs
forgotten,.and it is a very valuable one, a<
establishing, once fur all, the fact that the
Presidency of the United States, which was
snnksodow by Andrew Johnsjo, ia to bs
raised to its proper dignity again, under Gen -
-eral Grant.

There should be, at least, so much formality
in Presidential interviews, and such a dispo
sition-of proper attendant about the Presi
dent e house, as to render such personal en
counters as that which was so imminent, the
other day, unnecessary or impossible Tnere

currying simplicity to an exoess, and this

otse of Senator Ross shows the inconve
nience and disadvantage of it After such
an experience as the country has had, for the
last four years, it is no wonder that common
and course people forget their manners in the
presence oflhe highest dignitaries; but while
the new Administration is undertaking to
briDg the Government back to its old princi
ples and practices of economy and honesty,
there should be some attention paid to the
cultivation of that respect and courtesy
which should maik the * intercourse of the
people with their chosen Chief Magistrate.
Senator Sprague is giving indications of an
intention to imitate Andrew Johnson, desert
his parly and try to form a new one. There
is a suspicion that the ultimate design is to
put forward himself, or his father in-law,
Chief Justice Chase, as a candid ate for the
Presidency in 1872. His large investments
in the South and the flittering things he says
of Southern people and of some Northern
Democrats, together with his abuse of promi
nent Republicaur, all seem to give color to
tbe suspicion.
Rhode Island is a small Btate, but quite
large enough to be the birth-place of a
Sprague party. The Senator commences
operations, therefore, by attacks on all the
leadiDg Republicans of Rhode Island. Sena
tor Anthony and Governor Burnside are bit
'eily abused, and so is the well-known and
honorable firm of Brown & Ives, of Provi
dence. Personal feeling, jealousy and self
conceit are so conspicuous in all he says of
these gentlemen, that no reasonable person
gives his allegations and insinuations any
serious thought. TheD, too, his lamenta
tions over the dreadful moral condition of the
country are so extravagant, wild and unrea
sonable,that people ouly laugh at them. His
allusions to public questions, and especially
to finance, are utterly unmeaning. Indeed
each one of hia queer speeches read 9
like the illogical, rambling raving of an in
sane man.
These speeches are.lt appears, to be collected
and printed in a pamphlet for general.circu
lation among the people, the Benator himseli
paying all the expenses. They are expected
to enlighten the benighted public and to pre
pare the way for further movements in behalf
of Sprague or his father-in-law. Doubtless
the Democracy of Penney lvaui i will assist io
their circulation, and a movement in favor
of Sprague will be looked for iu Philadel
phia. Who will take the lead In it? Per
haps a disappointed office hunter, or a hungry
number of the late Bread and Butter brigade
of Andrew Johnßon.
It seems, after all, that Spain will not send
to Cuba the butcher Roda, from whose noto
rious cruelty so much was apprehended by
the friends of the revolution. The Spanish
government has perceived that something
more than cutting the throats of Inoffensive
men and women will be required to torce the
Cubans to submission. General Prim is to.
come to Cuba with a large army, and to begin
operations upon an extended scale. This is
bad newa for the Cubans, who have to strug
gle bard to hold in check the present Bpanisu
fuice, under inierior officers. With fresh
troops, commanded byan able General like
Piim, the chances of success will be ex
tremely small, uulesa the revolutionists obtain
assistance from other nations.
Hon. Charles Sumner’s speech in the Sen
ate gave the coup de grace to the Alabim>
claims treaty, and it was rejected with but
one dissenting vote. There has never ia our
history been a case in which a treaty, aegoti
ted by an authorized ambassador, has been
rejected with such unanimity, and the fact
mußt be regarded as a most emphatio rebuke
to the diplomacy of Mr. Seward and Mr. It sv
ordy Johnson. Our new Minister to Eng
land, Mr. Motley, can now start afresh in ne
gotiations for the satisfaction of onr claims,
and under the instructions he will receive, a
very different treaty may be expected.
Another State has signified its approval ol
the Fifteenth Constitutional Amendment
Yesterday the New York Senate ratified it by
a strict party vote. The House ot Repre
sentatives did so on the 17th of March. This
increases to thirteen the number of States
that have ratified, as follows:,, Maine, Mis
souri, Illinois Kansas, Louisiana, Michigan,
Wisconsin, Nevada, West Virginia, Penn
sylvania, Arkansas, South Carolina and Nev
York.
