Mr. Joseph' Harrison, Jr., then read a paper
On the bridge over the Neva, at fit . : Petersburg,
in which the strbeture- was fully "described, its .
plan, mode of erection, Sze,-• It was stated that
up to the year 1848 floating - bridges were used on
the river at St.-Petersburg, and thitt r in the winter
season,-when the Neva WAS 'piled, with 'frosting
ice, communication with'. soveral'of .the - principal
public bulldings on the Island Was for weeks in
terrupted. The government having . . at length
decided to "have: - Peritellient bridge built
over the river,
-contracted with a= Liver
pool firm for ins construction, and
adopted the plan - Of the one over the river Thames.
The contract WO.B taken-at such a ruinously low
rate, that it broke-the Liverpool firm .up before
the structure wad half finished, and then the firm
of which Mr. Harrison was n member contracted
to complete thejOb_, and it was done in a Batik
faCtory Manner. The bridge is of immense Size,
Lind consiatti of a series of arches, seven in` num
ber, 6upport4d abutments' composed of stonos
not less than three tons in weight. The middle
arch bass span of "about 150 feet, the others gra
dually decreaeing. The Philadelphia firm received
just double what the liverpool firm had contract
ed to do'the work for, out at that increase no mui-.
ney was made, Mr. Harrison stated that,accor;
lug to the terms of the contract, the arches had
to be tested before they,were pnt in pdaitiott oVer
the river, a work that required much time and
labor, and for which $250,000' were received.
Drawings thrown upon a screen were used by the
speaker to aid him in more accurately describing
the mode of construction.
The report of the Resident Secretary,Professor
Morton,on Novelties in Science and the Arts,was
then read, and included notices of many Inven
tions and the exhibition of a variety of machines
and products of manufacture. Atter which, the
meeting adjourned.
DEAF AND D 1.1 3 ,111 LSSTITUTJON.—The annual
meeting of the contributors of the Pennsylvauia
Institution for the Deaf and Dumb was held yes
terday afternoon, in the building at Broad and
Pine streets. Hon. George Shorewood presided.
The report Of the Board of Directors stated that
upwards of eleven hundred pupils have enjoyed
the benefits of ibis institution. During the year
not a single death has occurred in the school, but
one of the pupils was accidentally killed on a
railroad while on a visit to Delaware county.
The report contained a complimentary notice of
the late Ron. George G. Leiper, of Delawire
county, who, at the time of his death, was the
Vice President of the institution.
The report also stated that at a proper period
the Board contemplated removing the institution
Into the country. The expenditures in support
of the school for 1868 amounted to $50,477.47,
while the appropriations received from States
atd individuals was only $43,691 77. The amount.
allowt d by the State of Pennsylvania for the sup
port of ench pupil was $l4O, while the actual cost
amounted to $267 78.
The number of pupils connected with the
school during 1868 was 226, of which 120 were
boys and 102 girls. During the year 23 boys and
11 girls were received into the institution and 20
boys and '2l girls were discharged during the
amt. period, leaving, on the Ist of January,
1869,184 pupils-104 boys and 80 girls, of whom
144 ate supported by Pennsylvania, 14 by New
Jersey, f by Delaware and 21 by the institution
or by theirfriends.

SUSPECTED OF SWINDLING.—Two young men
were arraigned before Alderman Kerr yesterday
afternoon, on suspicion of having been concerned
in a swindling transaction. They were arrested
by Detectives Gordon and Cobb upon leaving the
banking-house of Drexel & Co., where they had
obtained two dollars on their representations that
they were canvassing for Peterson's Directory,
and would - Insert ,a card of their place of busi
ness in that work. The officers ascertained that
the parties had received money from Fitzgerald
&. Flagg, Emory, Benson & Co., &c, In de
fame, the prisoners allege that thoDlreetory has
not,been published as yet, but le intended to be.

tation, a very interesting experiment was made

plauded.

may be removed from said office on impeachment
for misdemeanor therein, or other sufficient cause
or charges, to be preferred by Common Council
and tried by . Select Council in the mangier and
form prescribed by the Constitution and laws of
this Commonwealth as to impeachment by the
House of Representatives and trial thereof by
the 13enate. That all the public pollee property,
books, records, and accoutrements now in the
porseasion of the Police Department of the sit,'
of Philadeiphia are hereby given for the use of
the Police Board as herein constituted.
Bee 4. That the pollee force of the city of
Philadelphia shall coollet of a Chief of Pollee, a
eaptain of detectives, , th ree sergeants of de
teetivea, and twenty detective officers; one cap.
tain of police and three sergeants or police for
etch iced every police district or division, and so
many pollee patrolmen not lees than one thou
sand, as may be determined upon by the Coun
cils of said city, by whom the amount of salary
to be paid respectively to each officer and patrol
man shall be fixed; all of the said officers and po-
lice patrolmen shall be severally appointed by
the Commissioners of Police, and each person
so appointed shall bold office ao long as he
shall taithfully observe the rules of the said board
and execute the laws of the Commonwealth of
Pennsylvania and the ordinances of the city of
Philadelphia, or until by medical inspection he
shall be declared physically incapacitated therefor,
and no o ff icer or patrolman shall be removed
from the pollee foros by said board until after
written chlirges shall have been preferred against
him to the said board, which shall be sustained
by a majority of the commissioners, after oppor
tunity shall hare been a ff orded him ot being
healed in his own defence, or by attorney.

We copy the following from the Red River
News, published at Natchitoches, which paper
justly denounces the murders committed in De
Solo. The good people of the parish can, if they
choose, stop these fiendish acts.
From the Mansfield Times of the 2d instant we
gather the followingparticulars of the perpetra
tion of a most diabolical and fiendish wholesale
slaughter of freedmen. Itseems that on the
night of December 28,.1868 ; six•men-thoroughly
aided anddisguised, visited the plantation of
Mr. Bayard Davidson, distant' about eight miles
fromiliansflelei t and arrested four freedmed labor
ers on defplace, carried them a. lthott, distance
from their cabins and placed a guard over them.
Three of the men then proceeded to pillage and
burn several cabins, even setting fire to the corn
cribs; ; the crane of the labor nf , , their vidtiM s .

Having perpetrated this crime, they returned
to their comrades.

At the inquest held over the bodies of the mur
dered men, the wounded colored man stated that
he recegnized atremg the perpotratoraof this out
rage-Messrs. W. L. Jordan, and David and Jack
son Surges, citizens of De; t3oto parish. These
parties were arrested and tried before Justice
Womack. After a trial lasting two days, they
were acquitted and set at liberty.
The limes adds: "Bo far, euspicion now rests
upon no one as being engaged in the diabolical
affair." We have beard, among the many crimes
and outrages so frequent at the Boutieno account
which equals this In deliberate barbarity, whole
sale murder united widiareon. We cannot learn
that the unfortunateeictims of this fiendish ma
lignity were guilty of any offence—and even sup
posing they were, that would not justify their
murder, the burning of -houses and the destruc
tion of gathered crops. Justice seems to have
closed its eyes, and crimp stalks abroad in open
defiance of law, going about boldly, unwhipped
of its merited puulehment.

Please allow me the nee of your columns to
comment upon one of the grossest outrages ever
perpetrated upon the rights. of a free people. A
clergy man of the Episcopal Church, well known
and it apeckd In this city, upon a Sunday morn
ing, while engaged in the religions service of his
church, is compelled to leave the altar to the in
terruption of the services, and listen to the read
ing of a warrant issued upon a trumped up
charge, by the minions of a despotic power. It
bas been the boast of the Tout-mouthed despots
of Utah that the ministersof every religions de
nomination would rind toleration here. But it is
such toleration as the Gladd rates, Morrisitea and
Josephites haw:experienced. A toleration that
the Brighautito emissaries surround with perse
cution and death. What are • the Lets in the
present case ? The clergyman; rides from his
house, shelved at a considerable distance from
his church, and passing the municipal hall, the
majestic proportions of which were reared with
the procet ds of whisky, sold in the corporation
whisky shop, and esela stone or which marks a
drunkard's grave, simici,of time lazy, pensioners
upon the City Treasury, lolling upon the door
step of „the Hall otJustice, deem it a fine oppor
tunity to e.hargennainister of the gospel with the
breach of city ordinance. The Justice
is sought for, and in an hour's time the war
rant ie,ready. ,The occasion is a rare one. Here
is a fine opportunity for Interrupting the services
of a Christian Church. The "damned Gentiles"
must be made to leel the power of the despot
ism which sways the destinies of Utah and the
clergyman is summoned from the altar to hear
the warrant rend! Why is be not arrested? Be
cause the object is accomplished, the servic-e
are interrupted— and the -"Gentiles" are made
to feel that, they r are still in Utah,
the land of the Saints. The execution
of the warrant could,not, be postponed
until Monday, although the clergyman
is a resident of this, city and could be found at
any time when wanted. Such forbearance would
not snit the purposes of the vile emissaries ever
ready to do - their master's bidding. How long
are the rights of citizens of the United States to
be trampled upon here in Utah 1 Will It be, until
the itoverupent protects them or will they be
their ,own protectors and show the tyrant of
Utah that a_ power exists right here sufficient for
