PIMIASTLVANIA MILITIA.
The rettlyar, in which hundreds of thou
sends:CC Pennsylvanians engaged bravely,
seems to have diminished rather than in
aneatiod the taste for military pursuits in time
of peace. The militia of the State, as de
*edited in the last annual report of Adjutant-
General D. B. 'McCreary, is not in a staistito
tory <condition. Outside of Philadelphia, in
deed, there is no such efficient organization
of volunteer companies as themought to be
in so large, populous and prosperous a State.
The number of companies, however, is in
creasing, as the following statement shows:

sixty-six counties in the 13tate, there has not
sun beer:can:enrolment of the militia such as
le requirid by the law. The only efficient
militia Organization is the First Division, in
Philadelphia,,commanded by Major-General
Charles M. Prevost. This division includes
the following: Cavalry—First Troop. Aral
lery—WaSbington Greys, Keystone Battery,
and the Veteran Light Artillery Regiment,
Kenzie Brigade. irifantry-2d Regiment
National cinaii . nine companies; 4th Regi
ment. Philadelphia Fire Zouaves, nine com
panies; Keystone Griards, four companies;
Philadelphia Zousives, six companies; Mont
gomery Guards. five companies; First Regi
ment, Grey Reserves; tight companies;
ad Regiment, Philadelphia City Guard, ten
companies.
Outside of Philadelphia, the organized
companies of volunteers are distributed is
fbllows: Bucks ()entity, 1 company; Cheater,
company; Lancaster, 2 companies; York,
3 companies; Adams, 2 companies; Schuyl
kill, 2 companies; Luzerne, 5 companies;
Franklin, 1 company; Blair, I company; Al
legheny, 3 companies; Lawrence, I company;
Erie, 1 company. In all the other counties,
which include the populous ones of Berke)
Northampton, Lehigh, Dauphin, Lebanon,
Cumberland, Lycoming, Bradford, &c., there
is no organization whatever. The greater
military spirit which exists in Philadelphia is
attributed by the Adjutant-General to the
taw of 1/367, which reduces the minimum of
a company to thirty-two men, and imposes a
fine of two dollars on each man, liable to
militia duty, who is not a member of a com
pany. The Adjutant-General repeats his re
commendation that the provisions of this law
be extended to all parts of the State, and
there is no good reason why this should not
be done.

The Society for the Prevention of Cruelty
be Animals holds a public meeting at the
Academy of Music on Friday next. The
character of the speakers and the growing in
terest in the humane cause will attract a
very large audience, and the effect of the de
monstration cannot but be permanently bene
ficial to the interests of man and beast. It is
as important to the cruel man as it is to the
cruelly-used beast or animal, that the abuses
which have called this Society into existence
should cease. The man who is compelled to
learn that savage brutality is not only savage,
but very unprofitable, is the better for hie
knowledge, and all with whom he has any
relations are the bettei for it. The influence
of such a Society OS this,therefore, is not only
merciful to tire dumb animals, but philan
thropic toward large classes of human sa
ciety.
Ruch has already been accomplished ;
much.remains to be done. As the knowl
edge that such a Society not only exists, but
is in prompt and active operation, spreads in
the community, it operates both to restrain
men from cruel practices and to stimulate de
cent and humane men to interfere to prevent
diem. This Society ;is. now in excellent
hands. it has been rescued, just as it was
21ling into ridicule and contempt from the
absurd publications which were issued in its
name, a year or more ago, and its present
management has secured the well-deserved
respect and countenance of large numbers or
our best citizens. The efficient President,
Morrie Wain, Pea, has contributed largely
a nd liberally, not only of his time and energies,
bat of his private fortune, to the enemas of
lhe Society, and we hear of a recent magni
ficent donation to its Node, the amount of
plash we do not feel at liberty to name. He
stastalned, by other gentlemen - at prat:-

Friday to reconsider the vote by which the Mo
tion to investigate an. excursion of the
,NOrtk
• Penn Sylvania Railroad was rejected. Tele 'at

so manifestly engendered by •some private
and , petty motives, some of
„which, at least ?
are Well understood, here and at Flirrisbtirg,,
that the Legislature promptly and properly
gave it a Suitable quietus. The' pretense of
high virtue in raking into the private con
cerns of a Single railroad line, while every
member of the Legiblature enjoys privileges
at the hands of every railroad in the State, at
the expense of the stockholders, is' too trans
parent to need demonstration, and the Legis
lature has done right in to lend itself
to such a' petty busineSs, WOO investigation•
of this frivolous charge ,would _have been.
The North Pennsylviiii Railroad, like
most of the roads running out of Philadelphia,
ib doing wonder in. the way of improving
the country
. threugh which it passes, in bring
ing trade to the city, and affording accommo
dations for our citizens. The witole line of
the road is becomiog rapidly populated' by
those „who are adding largely to the wealth
and prosperity of the entire .Eastern section
of the State; and to single it out' for this iort
of attack merely serves to direct attention
and inquiry toward the Source acid true, cause
of the movement, and cannot possibly do the
road Itself the slightest harm. The further
the inquirer pushes his examination in this
direction, the more evident it will become
Abet the Legislature was Altogether on the
light side, when it refused to' gratify'personal
interests or animosities, - by undertaking an
investigation such as this. bol. Kleckner,
we presume, was simply the vehicle for pre
senting this mdtion to the House, and is pro
bably as well satisfied as any one else is, ex
cept those immediately hostile to the road, to
have it thus disposed• of.
That Richard Peitz ought to have contin
ued in the office of Receiver of Taxes of Phil
adelphia, we believe. But we object deci
edly-to-putting-him—back- there-through a
special act of the Legislature. Such an net
was passed by the. Renate, the other day,
and there is a possibility that it may also
pass the House. The Republican majority
must not Clow their partisan zeal to lead
them to acts which are not clearly right, and
which will be sure to injure tho party in the
future. We trust that upon more. deliberation
in the House, the proposed bill may be de
feated there, and that Mr. Peltz's case may be
decided along with those of the other contest
ants of the late election.
A great deal has been said about the firms
who suffered by the great fire last week, and
just praise has been awarded to the energy
and enterprise of these prominent and popular
houses. Their determination to resume busi
neds immediately is a good specimen of
•American energy," but it will certainly
"wrench applause from the benches" to learn
that "that which will add inspiration to this
determination is the fact that they have the
sympathies and earnest prayers of the
whole country!" This startling announce
ment is madg editorially by one of our pris
eip al morning contemporaries.

Dire. Harriet C. Peale.
The papers, last week, announced the death of
lairs. BMW= C. PEALE, widow of the late RM..
brandt Peale, Esq., of this city.
Mrs. Peale, on the 12th instant, passed away
from a life which she had rendered attractive to
()tiers by a sweetness of disposition and an nu
selfishness of motive that beautifully illustrated
the effects of Catholic Christianity in moulding
the mind and directing the conduct of those who
have been submitted to its influents.
It would offend against the modest instincts of
the good woman whom we here notice, wer e
, we
to give utterance to the pleasing recolleefione
which we share with all who knew her unobtru
sive piety, her silent and efficient charities, and
her unaffected delicacy towards all.
ktra. Peale was a lover of the sine Arts, and an
occasional contributov thereto. The delicacy of
her mind found not infrequent expression through
the pencil. But she was more given to admira
tion of the beautiful In the works of others than
to attempts at imitation. She loved the art as
ono of those ministers to and exponents of
refinement which Providence had placed in her
way, and she judged rightly in supposing that
the influences of the mind and the arts were reelp
rccal. Undoubtedly the taste and judgment of
Mrs. Peale had been directed and improved by
her distinguished husband, who ranked eminently
among.the artists of the age. But it is of liirs.Peale
as a daughter, a wife, a sister, a friend, a Christian,
that those who knewlier best will most delight to
think. In ail these relations there was no ar
The natural sweetness of her disposition was
heightened by the graces of religion, and the
self-sacrificing spirit in which she recognized and
performed all the duties of these various relations
shows bow completely she wan influenced by the
holiest self-denying power of Christianity.
Nor was it in her domestic nor in her social re
lations alone, that she made herself felt and loved.
As a neighbor, she was respected and prized;
as a friend to the poor, she was mourned by the
objects of her charity. Her own table was blessed
by the thanksgiving of those that had tasted of
its provision before she partook of her must
tweed refreshment, so that what she ate was
made palatable by the reflection that those who
might look to her had not waited in vain for their
daily bread.
When Death approached such a person, he
comes invested with no terrors but those which
Christian humility supplies; and submisdion to
God and to the requirements of His March
makes peaceful the deatb•bed of the virtuoue
woman who has sought to know and endeavored
to fulfil he r.duties as a Christian. C.

WASEIINGTON, Jan. 18.—The statements which
come out about the provisions of the Alabama
Chime Convention differ so widely that it is quit©
impossible this morning to ascertain the exact
tenth. One point not heretofore given is that
twelve months aro allowed for exchange of rati
fications. This delay Is taken as an indication
that our Secretary of State and Lord Clarendon
lave very little faith in the chances of
their Convention before the Senate. A partial
canvass of the Senate sustains this opinion.
Five of the seven members of the Committee on
Foreign Relations are known to be opposed to
the Convention. This, if nothing else, would in
sure its defeat when brought by the Committee
to the Senate for action. There is reason to be
lieve that lice treaty will be rejoeted within ten
days.

Intelligence reached the latter place on the

"Picea," and it was rumored that the inhabitants
had bunendered on the. terms of the amnesty

that the town was attached, sacked and burned,
and that neither women nor children were re
spected in the assault. This town was left almost

The American Consul at Ain Cayes is reported
so have been beaten and abused by the authori
ties in charge of that place, and a tie. Boring
bad been despatched in the Bngllsb schooner
Vernon on a mission to the American Minister at

and Mr. Hollister was moving in the matter.
