Binckley has rushed 'into print again, this
time with a Somewhat Vulgar and. scarrilotis
attempt to vindicate hin3self frorrohe charges
made against bbn in XL Van 'Wyck's report
to Congress on the Internal Revenue frauds.
Binckley columns with , abuie of Mr
; Van Wyck, and proves to his own satiafac
*ion that Abet gentleman Is a 40PelessignIce
less scoundrel, The well-known ability die
played by men of this class, when they are
set to detect each other, might lead - us to
believe that Blackley had,, nearly, stripped
from the Van Wicked 'shoulder's the falsely
assumed robes of honest,manhood; but we
know whom Binekley Serves, `and•we know
that like a faithful dog he barks at his mas
ter's enemies in CongreSs because his master
orders him to do so.
His most serious charge against Van
Wyck is, that the latter gentleman subpomed
him and compelled him to testify before a
Congressional committee at the very, moment
when Binckley was about to unearth some
most frightful frauds against the government;
and. Binckley charges ..that
stopped him in his impetuous career, simply.
because Van Wyck was in league with the
thieves. As Mr. Van Wyck tells a very dif
crent story, the whole affair is reduced to a
question of the veracity of the two men. In
this case we prefer, of course, to believe Van
Wyck, for one reason, because he is
a well-known and reputable man,
while Binckley is the disreputable tool of a
bad Preaident,to whose scorn of honest men,
not more than to Binckley's own; impu
dence, the prominence of this pettifogger is
due. But there is another good reason for
discrediting Blnekley. Andrew Johnson
owes his salvation to the direct pecuniary
assistance of the corrupt_ rings formed for
the express purpose of defrauding the reve
nue, and he would net dare Ao eommission
an agent to discover their rascality, and dis
close it to the world. Binckley has been
at work at this business tor a long while, and
he has never made one discovery of any im:
p9rtance ; at least he has not published one.
Reiss always been jest upon the point of
making a startling revelation, when some
thing happened to defeat his purpose, as he
charges in the case of Van Wyck. Now if
Binckley 'mows anything worth telling, why
does be not tell it ? Van Wyck's hand
is off his throat at the present moment, and
he can speak by the week, if he chooses to,
in this free country. Let us have all the in
formation obtained by him up to the time
Van Wyck throttled him, and if there is any
thing in it we shall believe his assertions
against Van Wyck, and write Van Wyck
down as a villain.
Binckley need not hope to manufacture
public opinion in his favor by blackguarding
Congress. The people have so little faith in
Binckley that they become very Gradgrinds
when dealing with him, and demand good,
substantial, well-proved facts; and if Black
ley has none to offer, the sooner he simmers
down and begins private practice the better
it will be for everybody but his clients.
One fact there is of which we are well as
sured, that Binckley's business in New York
was not to unearth revenue frauds and dis
turb President Johnson's backers in their vil-
lainy, but to rake up material from which to
manufacture charges against Commissioner
Rollins and other honest officers of the Gov
ernment, who were objectionable to Andrew
Johnson, and whose places were wanted for
the creatures of that renegade. That is the
whole story; and unless Binckley can furnish
ample proof to the contrary, he may exhaust
the language in attempting to vindicate him
self from the charge.
Select Council did the very sensible thing,
yesterday, of postponing the House of Cor
rection bill, indefinitely, in order that the
members might not commit themselves blind
ly to a purchase about which so many grave
doubts exist. Mr. Smith, of the Twenty
second Ward, made a strenuous denial of his
supposed connection with the Tinicum site,
and said that every one knew that he was in
favor of a site in the Twenty-second Ward.
This must be so, since Mr. Smith says it, but
everybody did not know it, before this an
nouncement. We are glad that such an ex
perienced and energetic member, after per
sonal inspection of the locality, thus • washes
his hands of the Delaware County project,
and adheres to the site in the Twenty-second
Ward. We know nothing of the latter site,
but it, at least,possesses the recommendation
of being within the jurisdiction of our pollee
and courts, and is not likely to be a swamp.
We are strongly impressed with the belief
that Philadelphia County contains, somewhere
within its limits, eligible sites for this House
of Correction, and that the scheme to pur
chase hundreds of acres of useless swamp
land in Delaware County, if thoroughly un
derstood by the people, will not meet the • ap
probation of the constituents of the gentle
men who are urging it.

AssAuLTING A PotteuntArt.—S. Markley, resid
ing at No. 741 Spring Garden street, was arrested
yesterday by Policeman Fisher, and was taken
before Alderman Massey upon the charge of as
sanit and battery upon " Policeman Paul O. Dan
trechy, of the Eighth District. On Christmas
morning about 2 o'clock the officer was standing
on the corner of Eighth and Spring Garden
streets. and the defendant, it Is alleged, fame out
of his house and cried "police." Dantreehy ran
over, when Markley said there was nothing the
matter, "it was only a joke on the policeman,"
and invited the officer to take a drink. Then a
discussion on political matters ensued, and re
snitcd, as is charged, in Markley striking the
officer. The accused was held in $5OO bail to an
swer at Court. -
