from Aubrey 11. Smith offering to tell to the city, for the
purpooe of *House of Correction, 238 acres of land in Tin
from township, - Delaware county, at $2OO par were; and
another tract adjoining the not containing 251 acres,
for $175 porfaere; and also another tract contiguons to the
foregoing. containing 116 acres—no price named. Re
ferred to the Joint Special Committee on the House of
Correction

set aside the amount to pay the warrants ao uncalled for
when demanded. and then proceed to advertise that he is
prepared to pay all such warrants as he may have means
to pay within the numbers advertised, provided that
whenever he has on hand funds that can be applied
to the payment of warrants amounting to

CONTROLLERS QF THE PUBLIC SCHOOLS. —A
stated meeting was held yesterday. Communications as
follows-were received : From the Third section, request'

Board that more echools are required in that section:
both were referred ; one from the Eighth motion. salting
• that there is a deficiency of 40,150 in the amount appro
priated to that section for the rental of schools; referred
to Council& The Thirteenth section gave notice that the
Rocker:llmin school house, on Noble street, below Eighth,
had been vacated; referred.' •
The /Sixteenth section reported that -the committee to
examine into the mariner in a bleb tho Laudonberger
school imildloglied been finished.have presented the fol.
lowing : places the mune of the structure have
opened to the extent of three-eighths of an inch, while in
others boards too short have been used in the floors. Wav
ing galst,•through which water runs when the floors are

floor& partitions and sashes." The communication was

The Twenty-second section petitioned the Board to ask
Councils to purchase a lot of ground-on Cottage streett,
fe wes rred.t or Germantown avenue, for .• echool purposes. Re-

- The Board was notified to vacate the second and third
stork* 01 the building No. 254 South !sixth street, end the
building Twelfth and Wistar streets, now used for school
purptems.
A resolution requiring all bills contracted by the Sec.
Ronal South to be itemized in detail was passed.
The Committee on.Suplffies reported that ;955,000 would
be required during the; year for fuel for the various
schools in the city. •
The cemmittee on Qualification of Teadiera reported
tilts:nigh its chairman that at the November eiatrdnai ion
dame were 194 applicant', ten of whom withdrew. leav
ing 184, of which number 91 attained the average entitling
them to certificates, graded as follows: Ong for a princi
pal of a consolidated grammar school; la of the second
class; 24 of third class: 53 of fourth class. Of the ninety
one certificates awarded, 75 will be given to applicants
coming from the Girls' Normal tschooL The per centage
of certificates granted at the examination is 49, that of
the May (last) examination 47; exhibiting for this year a
more favorable resulr4than has been attained for several
years put.
A resolution requiring teachers to register their names
in the office of the Board..with date of their certificates
of qualification, and the time 01 their transfer and app-
Ointment, was passed. Several amendments were -.lied°
to the by-laws, requiring the averages for granting certi
ficates to be as follows :—First claw, 75; second, 65; third,
60; requiring persona elected.-unnichuds. of grammar
schools to have previously taught three yeare eecoudsry,
two years; primary school one year, and to be over seven
teen years of age.
The Committee on Vaccination reported a resolution de.
daring that any child not vaccinated shall not be admit.
