ard's instructions to General Rosecrans will

spoke several times of going to his home in
Lancaster. He said to Mr. Simon Ste
vens: "I believe that Grant will be elected,
and that he will carry out the great
re-construction laws." His nephew then told
him about Morrissey betting on Seymour.
He replied: "I like him for his pluck. He
spoke of political prospects in Pennsylvania
several times, and said that the great national
questions now were reconstruction, financea
and the railway system. He then conversed
with the Rev. Dr. Emory, Mrs. Smith, his
nephew Thaddeus, and his body servant,
Lewis West. None of the remarks to these
were 'Specially noticeable, save one to his
nephew, to whom he said: "We'll have a nice
trip home. I'll visit the foundry with you,
perhaps," and smiled as if he knew the im
possibility of the suggestion. At five o'clock
Dr. N. Young visited him, who said he must
not be fatigued with talking, and pronounced
him in a sinking condition. He was con
stantly fed with pieces of ice. It appeared as
if an inward fever was consuming his vitals.
When the ice melted in his mouth, he would
reach out his band for more, and ap
peared to enjoy the relief afforded by being
fanned.
About seven o'clock the two colored min
isters, Rev. Mr. Hall and Rev. Mr. Reed,
both of the Israel Methodist Church, arrived
and requested permission to see Mr. Stevens,
and pray with him. When asked if they
should no so, he said: "Oh, yes!" These
colored ministers then entered the bed
chamber and approached the bedside. He
looked toward them, nodded his head, and
smiled. Rev. Mr. Hall said: "Mr. Stevens,
you have the prayers of all the colored peo
ple of the country." He ,Igain nodded his
head. They then prayed at his bedside until
sight o'clock when they retired. About
nine o'clock tor. Young again called, and had
a brief interview with his patient. The
Doctor pronounced him dying, and so
told him. Mr. Stevens looked at him,nodded
his head, but made no reply. Dr. Young
informed the household that his patient
would in all probability die before morning.
Sisters Loretta and Genevieve came in and
at once proceeded to read the prayers for the
departing soul. In the meantime Mr.
.Stevens lay quietly on the bed, and when
asked any question by his relatives would
, say "yes" or "no" quite distinctly. The Sis
ters desired to perform the baptismal rite, and
no objection being made, sister Loretta per
formed the ceremonies in an impressive man
ner. At eleven o'clock it was observed that
he opened and closed his eyes with a nervous
twitching, but still appeared conscious, and

The Sisters of Charity at once commenced
to recite the prayers for the dead, while
those in the room remained. Mrs. Smith and
young Thaddeus exhibited their grief in most
violent demonstrations, and were finally con
ducted from the room.
Surgeon-General Barnes detailed Surgeon
E. F. Schafhirt, of the Medical Museum, to
embalm the body and prepare it for inter
.ment,and at ten o'clock this morningthe doc
iter had finished his labors . The body was
then dressed in a suit of plain black clothes,•
and laid in state in the parlor of his resi-

Looking at the face of the corpse
to-day, it was difficult to percdve
any change in a single feature,

ment, and it still retains its natural paleness,
while both hands are fully open, evidently
provipg that he did not suffer much physical

RESOLUTIONS OF RESPE.OT.
At a meeting
,of citizens of Lancaster in
Washington yesterday, the following resolves
were passed:
Whereas, By the dispensation of an all-wise
Providence our beloved friend and Representa
tive, Thaddeus Stevens, who has so ably repre
sented us for fifteen years, and whose ability and
energy were used to the latest period of his life
in behalf of hie country, died at his residence in
Washington last night; therefore,
Resolved, That as citizens of Lancaster county,
and friends of the deceased, we-'sympathize with
the grief of true mourners in the bereavement
which Divine Providence has brought upon our
nation, to which our deceased Representative
was always true and loyal in all relations of life;
for as a patriot, friend, and true gentleman, we
cannot hope to meet his equal ; we miss his
voice, so familiar to us at home as well as in the
council of the nation,-and feel that his death has
left a void which cannot be filled, for he was al
ways the veteran of a thousand fields and cham
pion always of right:
Resolved, That the secretary be directed to
transmit a copy of these resolutions to the friends
of the deceased.
' Resolved, That we sincerely condole with the
relatives of our deceased Representative,
and
tender to-them our heartfelt sympathy in their
irreparable loss and bereavement.
Resolved, That as a testimonial of our respect
forjhe memory . of the deceased we will wear the
Usual badge of malerning for thirty days.
A meeting of the citizens of Gettysburg
was held in the court-house last evening, and
adopted resolutions presented by Hon. Ed
ward McPherson regarding the death of Hon.
Thaddeus Stevens. They recognize him as
having been a statesman, lawyer, philanthro
pist and citizen, and express a feeling of
gratitude and love for his attachment to the
local and educational interests of Adams
county,of which he was for twenty-five years
a resident. A committee from the county
was appointed to attend his funeral. It was
decided upon to close the places of business
and have the bells tolled at the hour appointed
for his funeral.

the councils of the nation of one so pre-eminent

principle, and long experience in statesmanship.
Resolved, That we shall ever cherish the
memory of the true courage and unehrinking
firmness with which, in the darkest hour of the
nation's peril, ho was ever ready to defend tke
right and to set an example of sublime confidence
in his nation's destiny.
Resolved, That in the struggles which lip before
ne the recollection of the unfaltering energy with
which he fought the good fight to the last, until
strickotaown with the harness on his back, will
stimulate us to renewed efforts to secure for our
country those blessings for which he sacrificed
rest and health, and finally life itself.
Resolved, That the secretary be directed to
communicate these resolutions to the family of
Mr. Stevens.

"Father Hyacinthe, one of the greatest
Catholic preachers of Prance, if not the great
est, referred beautifully to the United States
in one of his late discourses at Notre Dame.
The writer was present, and will never forget
the eloquence of the great monk on that oc
casion. The subject of his late series of con
ferences was the relation of civil society to
Christianity, and the second of these discour
ses discussed the question of sovereignty.
"Father Hyacinthe does not believe that
monarchy is the only form of government;
he is liberal in his views, and seems glad to
improve the opportunity of proclaiming, in
the pulpit of the old cathedral of Paris, that
`there is outside the sovereignty of absolute
princes k legitimate and respectable sover
eignty; the sovereignty of the nation itself,
or democracy.' Here is his reference to .the
United States :

of late years he dropped his middle name and
was known only as Emanuel Leutze.

and in his lamented death in the maturity of
his fame art has sustained a loss from which

and often often complained of the amount of paper
he wasted in that way. He was not much
inclined to join in the sports of the boys of
'the neighborhood, his fondness for drawing
seeming to engross his whole nature.
Somewhere about the year 1830 his father
sustained injuries. from falling through the
hatch Way of - a - sugar-house, - which -- soon - re
sulted in his death. The family soon after
removed from the neighborhood, and I lost
sight of Leutze for nearly ten years, when I
met him again, and we boarded together in
the same house for a year or two.
He had by that time acquired some repu
tation as a painter—mostly of portraits,
though he had produced other pictures of
considerable merit. His greatest desire was
to be able to carry out his long cherished
intention of visiting Dusseldorf, where he
could have opportunities for improvement
not attainable in this• country, but want of
means was the difficulty.
However, after a time, he succeeded in ob
taining commissions from some liberal pa
trons of the fine arts in Philadelphia, among
them the late Edward L. Cary, which enabled
him to go abroad.
I remember, as thought it were yesterday,
the night before he embarked for Europe in
1841. Two or three friends, including my
self, were in his room, discussing his pros
pects and cheering him with our good wishes.
Leutze sat at his table with pencil and paper
before him, having been engaged, as he told
me, in making some sketches of himself to
leave behlihd with his mother. In the midst
of the lively conversation which was going
on among us, he suddenly turned to me and
said, "B—,
sit down and I'll sketch you"—
picking up his pencil at the moment, and in
ten or fifteen minutes produced a very good
likeness,a faxing his signature, "E. G.Leutze,"
and as he handed it to me he noticed on the
back of the paper one of the sketches he had
beett making of his own head. He remarked
that I would not probably think the less of it
on that account. That sketch I have still in
my possession, and on hearing of his death, I
had it handsomely mounted so as to display
both sides of the paper.
The sketch of himself is a pencil outline,
showing an oval face, no beard, a well
formed nose, and full, prominent lips, with
hair worn long and falling in many masses
on his shoulders.

So long as the President, by force of the Con
stitution and the laws, bad the power, to terml

could impose no restraint upon the time or man

The purpose of the Tenure Office Civil bill was
to change the doctrine and practice of the gov
ernment by which removal from office at the

efficiency and fidelity 'of the public service, in

may result in the removal of the officer without
the necessity of the simultaneous appointment,
confirmation and qualification of his auccessor.
The language of the section securing the right
and title of the office-holder is too clear to admit
•of doubt ::that every person holding any civil
-office to which he has been appointed by and
with the advice' and consent of the Senate, and
every person who shall hereafter be appointed
to any such and shall become duly quali fi ed to

net therein, s and shall be entitled to hold such,
office until a successor shall have been in like
manner'appointed and duly qualified, except as
herein otherwise provided.
Mr. Rollins then, at the date of his letter to
the President, was entitled to hold the office of
Commissioner of Internal Revenue until a sue
ecessor should , have been - appointed by and with
the advice and consent of the Senate, and should
have qualified; and the only interruption of this,
hie personal right, possible under the law,. was
the general process of impeachment and Judg
ment thereon; or the special proceeding of sus
pension, accusation and judgment thereon, pro
-vided bythe act Itself, and which r obviously par
takes of the nature of impeachment. It rested
then, under 'the operation of this law, solely
with Mr.`Rollins to determine whether he voltm
larily pat an end to his bold ;upon the office by d.
