This feet, he argues, is entirely incon sistent with , the Idea that the government appre hends or is making preparation for an approach ing warlike conflict,and should be conclusive evi dence to all that France earnestly desires peace. The reorganization of the military forces, which had excited so much needless apprchension,was a pledge for the maintenance of peace, which he assured his hearers, with joy, no European power now threatened to disturb. The Erie Railroad Disaster. NEW Tonic, April Ib.—One of the most terri ble disasters on record occurred early to-day, 16 miles west of Port Jervis, on the. Erie railroad. The ears were thrown; by the breaking of a rail, down an embankment some 20 feet. Thirteen dead bodies are at the Port Jervis depot, and fifty-two wounded people are at the .hotels in that place, while two others, wounded, areyet to arrive. The following additional particulars of the disaster hare been obtained Irma passengers on the train : The train to which the accident occurred left Ea faits twenty minutes past two o'clock yesterday after noon, in charge of Conductor Judd and Charles Douglass, Superintendent of the division, and con sisted of the engine, tender, three sleeping, two aw eless, and one second class, two baggage and one postal car. The train proceeded on time, making the usual stoppages, until evening, when the passengers in the Bleeping cars retired for the night. About three o'clock this morning Messrs. Ames and Rollin, of the general postoflice In this city, who were in charge of the postal car, Bilis , the hell-rope traighten out and break in two, when Mr. Judd hn medlately remarked to one of the officers that he had lost hie rear cars. The/ ran to the platform of the car, when the four rear care were seen rolling down precipice from seventy-five to one hundred feet high. The scene of the socident is thirteen Mlles beyond Port Jervis, on the Delaware Division road. The 13140 e of. the precipice are formed of jagged rock, and —in the descent the CON were broken to pieces, -At the bottom ida culvert through which flows a stream emptying into the Delaware. The diluter was , caused by a broken rail which threw the rear car immediately in front, and the whole were precipitated down the embankment. Conductor Judd and Division Superintendent Douglass were slightly injured.. The care • on going over the mu- bankment turned several time«, before the bottom reached, and were nearly demolished, and the sleeping car um entirely consumed by tire. The, passengers immediately began to rescue the wounded and remove the bodies of she killed. Many of the latter could not be recognized. Seven persons were burned to death, and six others were killed by coining in con tact with the jagged rocks. The wounded persona were placed in the train and brought to Port Jarvis, which place was reached at I/ o'clock this morning, when several surgeons were immediately summoned, and everything was done to alleviate the sufferings of the injured. The bodies of the killed were loft on the ground. Daniel P. Snow was injured, and his wito and ono of hie chiidlen killed. Three children escaped with only slight injuries. Mr. Horton, Postal Agent, appeared at the postal:lei today, covered with blood, caused by assistance rendered in rescuing the wounded. Among others, wounded was Mr. George Furnace, of the Metropolitan Hotel, New York. Statement of Mr. G. B. Hollenbach: Mr. Hollenoach, of Morris, Illinois, left Cleveland yesterday morning, and while in the drat sleeping car was awoke between three and four this morning by a violent jerk, with a concussion and subsequent rolling of the car down the embankment. On the cessation of motion, screams of fright and pain arose from several women and children occupying the car, who had not held as tenaciously to their berths Ile the male passengers. Re received a few contusions, but was unconscious of them at the mo ment, and in Company with others at once left the car and surveyed the scene. The car had rolled on an in clined plain down a bank; and stopped at a distance of one hundred feet from the road. Fearful shrieks arose from the centre and last sleeping cars. The former had fallen perpendicularly fifty feet from the culvert Into a small stream below, and the latter had rolled similar)y to his own car, but bad caught on fire from cinders of the stove. Both were much shattered and blows from fragments as the cars broke contribut ed much towards the injuries sustained. Attention was immediately given towards extricating the saf ferers, and the engine, baggage car, smoking car, and one other passenger car went to Port Jervis, and transferring the passengers, baggage and malls to an other train, Immediately returned for the transporta tion of the wounded. Mr. Hollenbach reached the city about half-past twelve to day, together with about a dozen others who had been elightly hurt, and whose account corroborated his own. . The Division Superintendent of the Delaware Divis ion of the Erie Railway, was also among the wounded. Mr. Fairman,senior partner of the Elmira Advertiser, was among the wounded. He was on his way to this city to attend a meeting of the State Associated Press. By the latest dispatches received at the Erie Rail way office in this city, it appears that twenty persons are dead and flay wounded; of the latter, ten are seri onely, if not fatally injured. The dedication of the Lincoln Monument took place yesterday afternoon, in front of the City Hall, Washington. The monument egansists of t Tuscan pillar, thirty-five feet high, siftmounted by a colossial statue of Lincoln, all of white marble. It is the work of Lot Flannery, of this vity, and, was procured by voluntary contribu lions of citizens of Washington, costing $7,000. Thousands of spectators were present, including Masonic, Sons of Temperance and other civil organizations. On the stand, among others,were the President of the United States, Major-Generals Hancock and Emory, and other military, and also naval officers, connected with the executive depart ments of the government, members of Congress, and a large representation of foreign countries, viz.: The Ministers from England. Prussia, Italy and Greece; the Charge d'Affaires from Denmark, and the Consul-General from Switzerland, toge ther with their attaches,and gentlemen connected with other legations. General Grant and Major- General Howard were Rear, but not on the stand. During the proceedings there were alternate-rain and sunshine. After prayer and the playing of dirges by the bands, Major B. B. French delivered an address ou the Lite and Services of Abraham Lincoln, at the conclusion of which the band played the "Ranzt des Vaches," and Colonel E. B. Olmstead recited a poem, when the President of the United States was conducted to the front of the platform, and then pulling at the halyards, unveiled the statue. Shout after shout was given by the dense assembly: the band meantime playing au air, while the Star-Spangled Banner was waved on the platform. Atter the introduction of the artist and the pronouncing of the benediction,the ceremonies closed. ()ITS BULLETIN. THE PREVENTION OF CRUELTY TO ANIMALS.- The corporators named in the act of Assembly passed at the recent session of the Legislature iucorporating "The Pennsylvania Society for the Prevention of Cruelty to animals," met yester day at the rooms of the Society to effect an organization. Governor James Pollock was selected as Chair man, and Ferdinand Como as Secretary of the meeting. The act of incorporation was then read and unanimously accepted. THE LYLa MONUMENT ASSOCIATION.—An ad journed meeting of the above Association was held last evening at the Fairmount Engine House, E. F. Dournel presiding. A reso lution was adopted to the effect that any organi zation connected with the Fire Department, and having paid the assessment, could have its name inscribed on the monument. SERIOUS BURNING.—Mary Brown, colored, 88 years old, wso shockingly burned yesterday, at her home in Brier plane, by her clothes taking fire by coming in contact with a stove. Before the flames could be extinguished she had to be carried out of the house and rolled in the street. She was removed to the Pennsylvania Hospital. CORRE(..IiON.—In a notice yesterday in regard to Mr. G. This would em brace a large area of ground now unbuilt upon and unimproved: In a tow years Camden will reqUire additional territory, and the section pro posed to be annexed will come in as a natural consequence, so that it might as well be provided for in the new charter now before the Legisla ture, CHANGE OF ROIITE.-9 supplement has been obtained by the Camden Horse-car Railroad Company to their charter, giving them authdrity to locate their road on a partial change of route, so as to enable their cam to reach directly all the ferries. This alteration will be of decided advan tage not only to the public convenience, but alsd to the company's interests. It la said that mate terials are being contracted for. and the road will. in all probability, be prosecuted to completion the present season. In accordance with a resolution adopted by the Common Council of the city of Philadelphia on Thursday, the ninth day of April, 1868, the an nexed bill, entitled "AN OnurnAnex creating a loan for the extension of the Water Works, the purchase of League Island, and for building an lee Boat," is hereby published for public information. JOHN ECKSTEIN, Clerk of Common Council. AN ORDINANCE creating a loan for the extension of the Water Works for the purchase of League Island, and for building an Ice Boat. Szcirron 1. The Select and Common Councils of the city of Philadelphia do ordain, That the Mayor of Philadelphia be and be is hereby autho rized to borrow, at not less than par, on the credit of the city, from time to time, one million six hundred and forty thousand dollars, to be applied as follows, viz.: Fire—For the farther extension of the Water Works, one million dol lars. Second—For the purchase of League Island and property on the back channel opposite thereto, four hundred and eighty thousand dol lars.. Third—For building an Ice Boat, one hun dred and sixty thousand dollars; for which in terest, not to exceed the rate of six per cent. per annum, shall be paid half-yearly, - on the first days of January and July, at the office of the City Treasurer. The principal of said loan shall be payable andpaid at the expiration of thirty years from the dale of the same, and not before, without the consent of the holders thereof; and the certificates therefor, In the usual form of the certificates of city loan, shall be issued in such amounts as the lenders may require, but not for any fractional part of one hundred dollars, or if required in amounts of fivehtindred or one thou sand dollars; and it shall be expressed in said cer tificates that the loan therein mentioned and the interest thereof are payable free from all taxes. Sac. 2. Whenever any loan shall be made by virtue thereof. there shall be, by force of this ordi nance, annually appropriated out of the income of the corporate estates, and from the sum raised by taxation, a sum sufficient to. pay the interest on said certificates ; and the farther sum of three tenths of one per centum on the par value of such certificates, so Issued, shall be appropriated quar terly out of said income and taxes to a sinking fund; which fund, and its accumulations, are hereby especially pledged for the redemption and payment of said certificates.
