Among uggestions is one relative to the estab ent of a "Morgue." Coroner Daniels, Ile going Oyer the old familiar ground upon this subject, urges with much force the necessity for such an institution. His re marks upon it will be found in the local columns of the BULLETIN of to-day. He utters nothing but simple truth, and we can only add to what he says the remark that Philadelphia is not up to her usual standard in respect to the performance of good works, in failing to establish such an institution. THE STATE TREASURER. During the last sixty-five years only three Philadelphians have been elected as Trea surers of the State of Pennsylvania. - Since 1861 the fact has been recognized that the extended biminess experience and financial views which ari3 only acquired by a residence in a large city are among the best qualifica tions for the direction and management, of the finances of a great commonwealth. Messrs. Henry D. Moore, Wm.. V. McGrath and the present incumbent, Mr. W. H. Kern ble, are all Philadelphians, and the liminess of the State Treasury during seven years of service has been most satisfactorily per formed. The present Treasurer, Mr. Kem ble, has . just completed the third year of his service, and so well' has the work of his de partment been performed, that it is to be hoped that the Legislature will see the wis dom of retaining • him in office. Frequent changes in such positions are very injurious to the public interests, and the promptness, accuracy and economy with which the State finances have been administered -throughout Mr. Kemble's three terms of officd form the best guarantee that if his services should still be retained, they will be as valuable in the future as they have undoubtedly been in the past. blican ad , zylvania Ea: Cy if "si DELINQIIIF;NT TAX-P4,YERS.' A large portion of the inside pages of the BULLETIN of to-day is occupied with the list of taxable citiiens who have neglected to pay their City and State taxes forthe year 18n7. The list has been prepared with great care by Richard Pelt; Esq., Receiver of Taxes, and his assistants. There are humanitarians whose sympathy for the sufferings of dumb brutes h.sa become so morbid that they are willing to Inflict cruel punishment upon human beings who malt* animals, or to compel men to endure any amount of aggravation rather than give merited castigation to brutes. It is the same hind pf morbid sensitiveness that would shrink from iPflicting the pain of a cut finger and yet would coolly advocate an inhuman punishment because it is supported by law. The Delaware Gazette has been the valiant defender of the pillory and whipping post, in that State. While all the civilized world was shocked by the accounts of the brutal floggings publicly inflicted there upon men and women, until the blood streamed from the gashes cut by the merciless lash, this sheet bad the hardihood to assert the excel lence and efficiency of the system, and to Advocate the retention of a code which is a blot upon the civilization of the age. A day or two since, however, an officer made an arrest in Wilmington, and the offender' becoming refractory,the constable placed upon him those diminutive but persuasive bracelets called "nippers," whereupon the mild barba rian of tlkt'l i_;;azette flung up his hands in hox, l'or, that such an outrage should bAve b een mitted within the entinea of the very ' ut is enlightened by his lueubrations ; and as not ceased to protest against its repetition, There is in this, a certain want of consistency which would be amusing, were it not pitiable. As long as policemen Have to arrest obstinate and unwilling men, "nippers" will probably. have to be used, and they aro harmless enough to suit the benevolence of any but an unreasonable and silly humani tarian. But the whipping-post and pillory aro not necessities. They aro, cruel, barbarous, and shocking, and not nearly so effective as other • means of punishment. Dela Ware claims that no man is ever placed twice upon the whipping post. This may be true, but it is a well-known fact that there have been more horrible crimes, murder included, committed in that little State than in the same number of square miles illywhere • in. the North. The whipping-post, therefore, does not prevent the commission of crime, and it is not claimed that it reforms the criminals. It only drives them out of Delaware. This places that State in the position of a train ing-schoOl for scoundrels, and while the Ga zette may enjoy the distinction, we, who become the ultimate victims of the system, cannot perceive its peculiar excellence, any more than the admirable quality of a virtue which advocates the whipping-post, and weeps over "nippers."
