'The refusal of the House of Representatives
.to prosecute the impeachment of President
Johnson terminates one of the strangest ept
' sodes in the history of the American Union.
There never was a more startling instance of
the power of public opinion on a legislative
'body. The Dome of RepresentatiVes is di
vided between Republicans and Democrats
nearly in the ratio of three to one. Of the
, seven Repu blicanmembers of the' Impeach
ment Committee, five supported the resolu
tion' recommending the House to
impeach the President at the bar
of the Senate. 'Under ordinary cir
cumstances the impeachment .must have
'followed as a matter of course. A few
months ago it would have been inevitable.
' It had been proposed to the House by the
Judiciary Committee, , itwas supported * by a
large majority of the Republican members of
ithe Committee, and' the House itself was
mainly composed of members of the Itepub
bean party. But the elections of the Autumn
bad shown that the majority of the voters of
the North recoiled from the extreme mea
, sures of the:Republican leaders, and, though
the electlims bad no direct effect on the House
'ilf, they apparently exercised an immense
•moral influence on ita members. By a vote
of 108 to 57 the proposal was rejected, and
the danger of a complete dcad lock of
Zegteation unbalanced by any practical
vantage was removed. *
' The,rejection of the proposal to impeach
the President for high crimes and We
.anesnors will leave ,Congress free attendoto
ihe m9re pressing wawa of the Union; .but
the miscbiefof this mistaken proposal will,
probably, not so easily disappear. It seems
not unlikely that the leaders of the Republi
oan party will have reason to repent their un
bridled animosity against the 'President, but
if thisNere all, they would receive, as they
'deserve, little coramisseration. It is to be
feared that the nation at large will be preju
diced by this abortive manifestation. The
President has given abundant, prooth of
his IDWR Intractable disposition. and
the ~ abst r act o f his last Message
Shows that, up to the meeting of Congress
be had not learnt the necessity of abating
any of. his pretensions. The conclusive vote
against the prosecution of his impeachment
may not improbably be taken by such a man
as an approval of, his policy. It must, in
iany case, confirm him in the course he has
adopted. The consequences which may be
traced in the legislation of the session which
has just begun cannot be doubtful. The
strength of the Republican party is broken,
yet it commands a majority in the House and
an the 'Senate. The tenacity of the President
is confirmed, •yet he is liable to be overruled
by, the votes of adverse majorities. The
hopes of a satisfactory reconstruction are di
minished. As it cannot be supposed that
the Republicans will acquiesce in Mr. John
son's schemes, and as it is beyond hope that
thereohn will modify his own views,
must be a trial of strength on every
question as it arises, and the doubtful balance
will sometimes incline to one and sometimes
to the other side. Neither can get rid of the
'other, and the utmost that can be anticipated
is a little amendment of the more pressing
- difficulties of the present situation,. followed
by a postponement of the rest of the work to
a better season. Shut out from the prospect
of useful legislatiqn, In Congress, the energy
of the nation must be almost entirely devoted
to what would, under any circumstances, be
the great task of the coming year—the selec
tion of the new President and the determina
tion of the "platform" upon which - hid' Cabi
tet shall be constructed.

A Nom IDEA.—Messrs. Paul & Hagamyer,
the enterprising agents of the Knickerllocker
Life Insurance Company of New Yorli, an insti
tution so well and favorably known in this com
munity, and whose office is at 237 and 239 Dock
street (formerly the post-office), have commenced
to distribute their newdiusiness cards, consisting
of a "genuine Knickerbocker pipe," ith direc
tions of the firm printed upon. This being some
thing entirely new people seem to be much de
.ighted with this novel ides, the- object of which
is, of course, to draw attention to the company
and their agents. The miniature pipe Is a cheap,
but very neat little affair, and, as it does not cost
anything, has found already a great many
admirers.
TIMELY DISCOVERY.-011 Tuesday night a inn
was discovered in the extensive sugar -house on
Vine street, below Third.. The flames were ex
tinguished by the members of the Humane' Hose
Company before any serious damage had been
done. The fire was making rapid progr. ess when
discoverell, and in a little time would have re
quired the services of the fireinn geenerally.

four o'clock, a lounge which had been placed too

a severe test of their powers of endurance kn
that cold climate. Jthongh there has been
t only about three inches of snow, the weather
has been extremely cold, and frosted ears and

ago most of the soldiers wore the kilts, but
they are now allowed to wear trowsers, and
