secured the ratos' of my neighbor's property;
at, a good figure; 80 that, it necessary,
possess niyself of what I am golrig to she
you, and you are thefirst person who will
have entered if. When you have seen it you
roust tell me, how, to manage, and what to
do wit it:" ' 'Of course we promised the best
of our counsel, thinking, at the same time,
that our newly found friend must be a little
"daft." ,
Before reaching the locality he alluded
many times to our promise of inviolable se
crecy as to the precise location,' and with
that understanding we left tho ear and placed
ourself under the leittiersbip of the "caver
vous"individual. At one'of the Sixth ave.
nue stores we provided ourselves with lam
terns, previously left there for our conve
nience. 'With some, of mystery .we were
ushered through the basement of an unoccu-.
pied building and into a rear yard. Here a
few pieces of plank, which concealed a hole
of perhaps two feet in diameter, were re
moved, and our guide entered and led the
way down a ladder. We followed without
hesitation, though with some difficulty on
account of the smallness of the opening.
At thefoot of the ladder we found an open
but rock-enclosed space. Some moisture on
the rocks was made visible by holding the
lantern close to them. But the transition
from the cold street to this warm nest ,under
the earth, drew more of our attention. We
need not add that the weather below was
much more agreeable than the storm above.
Some rough steps led downward. the passage
for a short distance being about, eight feet
wide,•th °ugh after one or two turns it nor—
rowed to about three feet. This width con
tinned to the bottom, ,at which point the
height of the roof or rock overhead was not
far from ten feet. Here we found a long
narrot passage, too low for a tall man
-to traverse erect, and at the end a of
this was n opening.to what turned out to
-be a large chamber or cavern. The darkness
' was so dense that the light of our lanterns pen
etrated but a short distance, yet we saw
enough to convince us that we were in a
subterranean chtunber „idled with, beautiful
geological formations. Stalactite and stalag-,
ratite columns glistened is the light, and many
of them extended from roof to ground, form
leg pillars somewhat after the Corinthean,
and arches somewhat after the Gothic order.
This may well be called the Mammoth Cave
of New York, and it is as well worth see
ing as its famous contemporary in Ken
tucky Passing through, thh chamber to the
side -- -bpposite that which we entered, we
came to a low passage s which ended in
another bill a• - 4 remarkable in its way as the
one we had just left. .118 contour is irregular,

Mr. SittlIMAN, of Onto, ca led up the untintshed
tae
busis--the bill to repeal the cotton tax.
The question Wan on the motion to postpone to Feb
ruary next.
Mr. strztratatt earnestly opprwed the motion to post
pone. saying it involved a podpementent of Inc bill
until she whole question of revenue should be deckled,
while it was luchapensable to laborers and planters to
know immediattly the tax to be paid on next year's
crop. More than one half of the cotton crop perhaps
"was pledged to the laborer. They were really part nery,
but the planter was obliged in the meantime to blip
port the laborer. No ofte denied that the tax was on
erous, ahaothing one hail of cotton out of fonr. one
fourth of his "corn dodgers "s tax that con d not be
endured, and one that was laid on no other product.
It was not a question of politics. Those people were
not represented here, and he spoke as much in tn. , in
terest of the loyal-black men as of rs:behl.

the war. It was poorer to the extent of the five
billions spent during the war. If the amount produced
during the war was deducted from this, they should
altid to it what one million live hundred thousand men
had destroyed.
Mr. Dnanz contended that while from the Impover

the country's burden; that the manufacturers of the
North, enriched by the war, were now burdened some

The House then, at half-past two, wont into Com
mittee of the Whole on the State of the Union,. Mr.
Cullom in the ohairi and took up 'the Senate atreald
ment to the deficieru.v bill for Congrmisional expenses
The first amendment was that striking out the pro
viso which limits the allowanX to cacti member for
stationery and newspapers to e . and substitutes for
it a provision that no etember of either house of Con:
grew shall be allowed stationery or newspapers, or any
canon' utation therefor. .
Mr. WASiinuriE, of 1111h01, , , said that the Com nit , .
tee on Appropriations had deemed it proper, in re•
porting the bill in the first Instance, to put on some
limitation, anti he believed that the sum 0f‘,1:2.1 was a
fair one, not only to members of the Etoueo, hat to
Senators. The Senate, however. seemed to have taken
that ar a sort of drive at that body.-aud now proposed
that no allowance at all should be made for stattonery
or newspapers. Be hoped that, by unanimous con
sent, the H-ust: would concur In that amendment
The Senate had thrown down the gauntlet of economy,
and be hoped the House would take it up. If Sena
tors, drawing three or font or five or ,six hundred dol
far F a year for stationery and newspapers. could stand
it, eenainly meinlxls who only proposed to draw SC.,
could stand it. lie therefore moved that the amend
ment be concurred in.
On taking the vote by teller?, itWaS, found that there
waa no quorum voting. The. Chairman therefore di
rected the roll of mettibers to'be called-\,
The roll was called, and ill members answered--two
more than a quorum.
The tellers again took their station, nod after much
trouble and delay got a quorum to vote.
The vote was area 48, noes 46. The Chaim/in voted
aye, making b quorum.
So the amendmemt was concurred in.
Mr. LW:num' mored,a proviso, that nothing in the
bill shall be constrned to prevent each !Inge from ap
propnating its own contingent fund as it may deem
necessary for the public interest.
Mr. Wastitruntic, of Illinois, claimed that the
amendment WAS out of order, aml the Chairman eo
712 e other Senate amendments were non-concurred
`The Committee then toe and reported the MI to the
Mr. MAIItAIM Blared an adjournment Lost.
Mr. bruit „ of l'ennsylsauna, called for the yeas

The vote was taken, andresulted yeas 54. nays 41.

The Senate amendment striking out the appropria

N:lgle, an American titian], held , in custody in a Brit
ish prison, remarking that he hid been trying to get
the attention of the country Mid of the administration
to the facts and asked leave to offer in connection with
the subject, a resolution requesting the President of
the United Stales to take immediate action on the
cases of W. J. ..Naglc and John Warren, now in Brit
