A Child Earnings Owe Mysteries' and

exciting affair is being developed in Ibis county.
Last week a tenant house was; destroyed by, pee,
and a girl Of twelve years of age burned to death.
From suspicious circumstances, the reputed
father and, mother of the clailda.llr. and Mrs.
Btown—were arrested on a charge of arson and
murder in setting fire to the house and causing
the death of the girl. But they were discharged
by the Coroner s July.
• It la stated that the parents had a life policy of
$5,000 on the deceased it the Travelers' Accident
Insuranee Company of Hartferd. It was a
three months' policy, taken out , about the time
the fatally took. up their;'residence in Canaan.
and had bet twelve due to run when the insured
lost her life. •
The parents applied to,the 'Company for, the
amount of the, policy"'.' when' circumstances
aroused the suspielon of the officers that ell was
not right. They caused the body to! ' disin

An officer of the company immediately pro
ceeded to Canaan and made a thorough exami
nation of the premises where the disa . ster oc
curred, and the developments served tonstrength
en the suspicion that foul play had been used,
and that Mr. and Mrs. Brown had been 'guilty of
&terrible crime. -
•• The officer telegraphed to Connectieutto have
the parties arrested, and on yesterday
he came to this city and took out the requisite
papers to obtain a requisition from Governor
Fenton for the custody of the prisoners.
'lt is, moreover, reported that the•child was
not a daughter of the Browns,. but was abducted
by them from Ohio some time ago.
There is a deep-seated suspicion that she was
sacrificed by the Prawns in order, that they
might . obtain the, amount of ,the life insurance,
and that their brief residence in Canaan was
merely to carry out this nefarious purpose.
Should these suapicions be confirmed it will
unfold the most horrible and inhuman crime
that ever disgraced this section of the country.

Mr. and Mrs. Brown ware found in Western
New York and brought to this city, last night,
by Officer Cowles. This morning they were
visited in the station house by Lieutenant
Packard, S. F. Jones,Esq., who is engaged for
the prosecution, and James G. Batterson, Esq.
Brown was not inclined to say much; he stood
upon his dignity, and said if there was anything
against him "prove it." He was in one cell and
Brown in another, ; and when the officer
approached her cell he eried"otit, to her to keep
her tongue to herself.
He is a hard-looking fellow; looks like an Eng
lish thief, and is dressed like one, wears a stove
pipe hat, with a narrow strip of crape around it,
and is altogether a mean-appearing specimen of
humanity.. lie is apparently about thirty-tour

Mrs. Brown was more inclined to. say some
thing, and finally her husband (we thus stylehim,
but it is probable that they are not man and
wife) was taken out of the station-house and re
moved to the jail, in order that his presence in
the same building inightmot be a bar to her say
ing what the would desire to.
She IS twenty-four years of 'age, and a fair
looking woman. She claims to. - be the second
wife of Brown, the child being his by his first
wife. The details of the interview we are not per
mitted to make public, at present, as further con
sultation is to be held.
It may be stated. however, that there are cer
tain circumstances which lead strongly to the
14ef1that the - child was • stolen from the depot
in 'Toledo, 'Ohl6; that Broirti , aiid the woman
too 4, her to Canaan, got her life insured, and
the* at: k ctinveattut time, Near;her brains out,
and thrush her into a pantry in, hich a fire was
kindled, with the Intention of burning down the
house and thus covering up the terrible crime of
murder. If view of , the case shall be demon
strated te r 'be true, it will reveal a case of de
pravity seldom met with in criminal annals.
It is stated that parties in Toledo have been
telegraphed to, and will shortly arrive in Hart
ford to give what information they possess con
cerning the abduction of the child.

The Convention reassembled at seven o'clock,
and the- Committee. on Memorial. and Resoltt-
iinna_Mad4 their report, , general plan of
which embodies the report and Memorial pre
pared by the Committee of the Detroit Manufac
turers' Association, and substantially adopted by
the Committee on Memorial and Resolutions.
The following is their report:
Raolved, That this Convention affirm, first,
and before/di - other consifferatious of advantage
to individuals or classeeithe Sacred j neSs of a full
and just ultimate payment of the national debt;
and that in urging a change and reduction of in
ternal revenue taxation, we would bear in mind
the financial condition of the "country and the
expenses and just obligations of the Govern
::{gent,, and eo plan our reform a to, improve that
'entaitioni and thus, in fit time, meet those obli
gations with more ease and greater certainty.
Resolved, That however cheerfully our taxes ,
were borne when necessary in the crisis of a
great war, now that our condition is changed,
many of are unnecessary. and depress buei--
. mess and hamper the productive industry of the
putitrY,''and thattour burdensome and exhaus
tive internal taXgtign,should be speedily reduced
t. th e wants of an ceonnxeleal administration of
fiscal affairs; and since the revenue under exist
ing laws may be estimated at $150,N0,000 per
annum more than such necessities require, the
internal revenue tax stamp ditties levied ou all

that the most simple system of taxation,. rising
revenue from a few sources, insures most ease
economy and certainty; therefore

and perplexing details, and credits of a system so
new, and therefore imperfect, as ours, be put
aside, that simplicity, order and economy may
take their place.
Itoolval, That we fully indorse and com
mend a statement of, the llecretary of the Treati
cry in ilia late report, that it is evident that the
administration of the revenue law must be more
efficient than at present to secure the service from
utter demoralization; and in view of the grave
,trrith of that statement, we would. urge upon
Congress as of the highest importance the adop
tion of some plan—a board of examiners, or
some adequate means—by which character,fltness
and responsibility shall be rigidly. demanded of all
revenue officials; and also a reform which shall
prevent corrupt officers from using,irresponsibly,
power, without Judge or jury,to plunder honora
ble men, and fatten op their share of the spoils
thus basely gained.

ANOTHER attempt was made yesterday to blbw
up one of the city prisons in London. Powder
was placed under .a wall of Millbank jail, in
which a number of Fenians are confined. The
preparations were all completed, and the fuse
bad been lighted by the`conspirators without at
tracting attentiOn, but fortunately; owing to
some defect in the arrangements, the powder did
not explode, and the plot was discovered before
the attempt to carry it out could be renewed.
No arrests have been made, and no clue has yet
been obtained to the guilty parties.
THE Mexican Congress was opened at noon
on the Bth. President Juarez read his message
in person to the assembled Congress. It speaks

the Mexican troops and their sufferings in the
war for independence, and is - grateful for the

having received the highest number of votes was

Levi Ro l tenthal had a hearing before United
States Commissioner Phillips, yesterday, on the
charge of evading the revenue law. Cornelius
J. Dougherty, a revenue Inspector of the First
district, testified that he visited the cigar manu
factory of defendant on the 17th instant, at No.
138. Chestnut street, and asked to be shown tne
Government regulation book, but none was
produced; the receipt for a liceuse and for the
payment of a special tax wag' Inquired for with
the same result. A. son of defendant took the
witness to the third-story of the building, where
four persons were engaged making cigars, only
three of whom had permits, none of which were
endorsed in the First Collection District, as the
law requires. The inspeetor made a report to
Collector Abel, who seized the contents of the
manufactory. Mr. Rosenthal was bound over
for trial.
Tut. .monviterrs Soup B°cm - ff.—This society
commenced its winter operations yesterday
morning, at the :office, 'Fourth . street, above
Brown. During the forenoon over , 2l pllons of
soup were distributed to the poor of 'the district.
This is a smaller amount than usual, there not
having been as much sufferingas on previous oc
casions. Daring the year about $2,000 imcontn
butions Were received by the managers for the
eociety. It was stated that the cost 9f furnishing.
soup to the poor averaged about four cents per
head. A. amendment to the charter has been
obtained, authorizing the managers to connect
therewith a free bathing establichnient, and dur
ing the year about 9.000 baths.were taken by wo
men and children. Thelighest number relieved
was in the years 1855 and 1856, when six thou
sand three hundred and two persons were. re
lieved.
THE LATH Barium EXPLOSION.— Yesterday,
Coroner Daniels summoned the following gentle
men as jurors in the case of the late boiler ex
plosion, at the whisky distillery', Forty-second
and Ludlow streets, whereby the foreman, George
11. Wertley, lost his life: John Agnew, Henry B.
Lyons, John A. Fulton. Philip Btahl, James F.
Neall and Benjamin. F. Dubois. The jury then
visited the Hospital, and viewed the body of
Wertley, after which, they proeecded to the scene
of disaster, and inspected the boiler and engine.
The investigation will be commenced on Monday
evening next.,
RAILWAY. CASUALTY.--Last night, about eight
o'clock, .a man named William Fullorth, residing,
in Aintat street, Germantown, was run over by
a 'passenger railway car at Rising Bun. The
wheels passed over the left leg, crushing It in a.
horrible manner. He was, on the eat, doing up,
the Germantown avenue,; , and fell. oft going,
under a car that was coming down. He was
taken to the Episcopal Hospital.
BuiciDE.—A sailor, named Antonio McCall, a
native of Prussia, .committed suicide. yesterday,
at his residence, 512 'Penn street, by. taking
arsenic. The deceased, It was said, had been dis
appointed and crossed in love, and became so.
despondent that he : committed the fatal deed.

of $82,000, due by the city of Philadelphia to the
Comnionwcalth, on real and personal' eatate for;
1865rwith interestfor non-payment, was called
up and eolith:flied to the January term, at the
suggestiOn of Mr. Nichols, the Assistant Solicitor
for Philadelphia.
The following cases of arrears of taxes were ,
determined in favor ofthe Commonwealth, viz:
