The programme of the festival, as it has been agreed upon, is as follows: Saturday, July 13.—The, reception of the visiting delegations will takeliltiee. After reach- ing here, the strangers will be met by the Com mittee en Reception, and will be escorted to the quarters provided for them. At 7 o'clock, P. M., the various delegations will meet at the National Guards' Hall, and march to Walnut street wharf to receive the Ncw York singers. The arrival of the latter will be announced by the firing of - rockets from Smith's Island. Salutes will then be fired. After the New Yorkers have landed,the procesion will - be reformed and will be marched to ,Independence Square, where the official re ception will take place. The addresses of welcome will - be-made by Mayor McMichael, in English, and by Dr. G. Kellner, in German. The resident — singers - will — then -- give — the-chortut—tVelcome , " after which the procession will march up Fifth street to Race, and thence to headquarters,. where the visiting delegations will deliver their flags into the safe-keeping - of the Philadelphians. Sunday, July 14th—There will be no , general festivities;'but each party - will berdlowed to - spend . the day in such manner as they may consider proper. Monday, July 15.—At nine o'clock, A. M. thro will be a meeting at headiparters ' and at ten o'clock a rehearsal at the Academy of Music for the Grand Festival Concert, which is to be given there in the evening, at eight o'clock. After the reading of ininu s tesi and reports of Standing Committees, the Report of the Special Committee appointed to frame an Ordinance providing for the inspection of steam' engines and boilers, was read, and the ordinance, with a few slight alterations, - was on motion adopted section by section an as a whole. • Substantially the ordinance was adopted as al ready published. a copy having been informally furnished to the Committee on Law of the Coma oils, to facilitate and secure speedy action, the necessity for which has been so tearfully an nounced by the horrible disaster of Sansom street. The only changes made were a verbal correction, and the change of the salary assigned to the assistant inspector, froth $1,271)0 per an num to $1,200 for the first year. $l,BOO for the a2cond, $1,400 for the third, and $1,500 for the fourth and succeeding years.
