The report, of the treasurer of the board
was received, stating that he had collected
and paid into the city treasury the sum of
$2,943 24.
The Committee on Manufactures submit-
ted their annual report of the several depart
ments under their superintendence, from
January Ist to December 21,1866, as com
pared'With that of the year 1865.
A large number of bills were read and
ordered to be paid.
;Mr.'Townsend offered the following:
Whereas, It having been reported in the
public press that an apprentice bound out
py this board: bas been discharged in the
Supreme Court, upon a habeas corpus upon
the grounds that this board has no authority
to bind ont children, which become charge
ableupon the public and fall into their cus
tody, except with the assent of two magis
trates,-
Resolved, That the Secretary be directed
to refer to the City Solicitor the act- of As
sembly of sth March, 1828,’ section 15, and
to obtain his opinion in writing whether the
existing laws are not sufficient to authorize
this Board 16 complete the binding out of
such children without the assent of any
person or body. Adopted. Adjourned.
Death of a Journalist.— Horace M,
Martin, a well-known journalist of this
city, died on Sunday evening last. He was
born in-Bradford county,'this Staten-served
an apprenticeship there to the printing busi
nessmans in the years of ’32 and ’33 settled
in' Harrisburg as legislative reporter and
correspondent of the Philadelphia papers.
After this period he came to Philadelphia,
and was employed as reporter and editor of
some of the principal journals of this citv
up to within a few monthsof his death. As
a financial editor he had but few equals,
and in his social relations was highly es
teemed and respected. As clerk otCity
Councils for many years, he performed his
duties with a marked degree of ability. He
was a very useful man in almost any de
partment of a newspaper office, being in
dustrious, careful and methodical, and as a
■writer hiß style Was clear and forcible. Al
though afflicted with the fatal disease that
finally terminated his life, he continued to
work as long as he was able to do the least
labor. It is sad to have to record the fact,
that a man so competent as he was, and so
willing to work, at last died verv poor;
but so it was, and without any fault of his
own. Mr. Martin was 62 years of age, and
leaves a little son almost alone in the world.
The Fire Department.— On Monday
evening a special meeting of the Board of
Directors of the Fire Department was held
in the hall of the Phoenix Hose House.
A resolution appointing a committee to
prepare an address to the City Councils for
the better regulation of the Fire Department
was agreed to.
An amendment, that the Committee
should consist of one from each District, and
that they report to the Board before sub
mitting the address to Councils, was agreed
to.
The Chair named Edw. C. Richardson,
Wm. McDevitt, Wm. C. Vinyard, Thomas
E. Vanduzen, Edw. Tolbert, Thomas A.
McDowell, and Thomas T. Seal the Com
mittee. The meeting then adjourned.
Annual Awabd of Pbehtums. The
pupils of Girard College, to the number of
475, assembled in the chapel of the College,
on Monday afternoon, for the purpose of
■witnessing the presentation of premiums,
consisting of books, games, skates, <fcc., to
the boys who had distinguished themselves
for good scholarship and good conduct
during the present year. The names of the
distinguished were announced by the Pre
sident of the College, Major Smith, and the
Chairman of the Committee on Discipline.
Mr. Tonst, presented the premiums. Short
speeches were made by Messrs. Lex, Bos
well, and other Directors of the College.
Dnring the ceremonies the pupils sang
several appropriate songs.
Bequests. George Grove, lately de
ceased, bequeathed by his will', recently
troven, to St. Matthew’s Lutheran Church
5,000, and to Rev. Dr. Hutter and wife
91,000 each. After leaving a large amount
to his family, the balance was given to his
executors to be donated to such charitable
institutions as they might select. His estate
is valued at $300,000.
Pike Companies Suspended.—Chief En
gineer Lyle has suspended the Franklin
Engine and Niagara Hose Companies for
alleged rioting on Saturday night, near
Third and Pine streets. There has not yet
teen any investigation of the affair, but the
Chief intends to give the matter his earliest
attention.
Patau Result.—James Dillon, who was
admitted into the Pennsylvania Hospital,
on the 21st instant, with a broken back
caused by a bale of goods falling upon him
at Washington street wharf, died at that in
ctitutipn on Monday evening.
