    From Fortress Monroe.
Pobtbess Monboe, December 21.—There
■was a large ; gathering of the
ment of Norfolk in the Opera House last,
evening to listen to a discourse delivered by
William McWilliams. Esq., of New York,
officer of the order. He made a lengthy ad
dress, giving a history of the cause from its
first inception, and gave a detailed aooouut.

Brotherhood. After Mr. MoWilliams re
tired, Mayor Ludlow was called out and
mrde U few remarks, in which he declared
his full sympathy with the cause of Irish
independence, and expressed the hope that
they might fight it out manfully to & glo
lions and triumphant conclusion. He paid
a compliment to the Irish residents in Nor
folk, declaring they were among the best,
rnost orderly, law-abiding and trustworthy
citizens. ’ „
The remarks of the Mayor were very
pointed, and left no room to doubt his senti
ments on the Fenian question. He was en
ihueiastically applauded. Other speakers
addressed the meeting,after which the audi
ence adjourned. „_ , .
At the terminaion of the Catholio fait last
evening, which has been held in Norfolk dur
ing past week,the cane made ont of the rebel
ram Merrimac, and richly ornamented, was
raffled off, with the intention .of the winner
presenting it to Jefferson Davis. The fortu
nate gentleman was Mr. J. O. damage, of
~ Norfolk. Intense curiosity was manifested
on the occasion, which will be increased
•when the presentation takes place.
The British steamer Brazilian, which left
Philadelphia yesterday morning, arrived at
Norfolk to-day at 12 o’clockM. She com
menced loading immediately with naval
stores and cotton for Liverpool.
The weather has been exceedingly stormy
here yesterday and to-day. A heavy gale
has been blowing from the northwest, and
a large fleet of vessels, have arrived in
Hampton Roads for a harbor. They are
principally Earthward bound vessels, and
will sail as soon as the weather moderates.
Vessels arriving : here report the weather
very severe on the coast during the past
three days, and especially around Hatteras,
where on last Monday night and Tuesday,
it blew a very heavy gale from the north
■west, commencing on Sunday with strong
southeasterly winds. .
The brig Golden Lead, Captain Lang-,
thorne, arrived here late this afternoon, from
Swan Island, with a cargo of guano, bound
to Philadelphia. She left Swan Island on
the 30th ult., and had northerly gales and
bad weather the entire passage. Off Hat
leras she experienced heavy gales from
southwest to northwest, and had her sails
blown away, besides leaking badly. She
will have to go to Norfolk for repairs before
she can proceed to her destination.
The schooner Union, Captain Ame 3, from
New York, bound to Baltimore, with anas-
Borted cargo, also arrived here this after
noon, having suffered somewhat from the
heavy weather on the coast. . She left New
York on the 11th inst., and has, therefore,
been out at sea ten days. She first experi
enced southeasterly strong breezes, which
veered to the northwest, and increased to
gales. While sailing down the we3t coast,
and when about two mile 3 west of Cape
Henry, her mainsail was carried away and
she was blown out to sea, drifting about for
five days.. A southerly wind springing up,
she made the capes again yesterday, aud
caught the severe northwester while enter
ingintothebay. With the loss of her main
sail and a torn jib, she made this harbor last
night, and had the misfortune of being run
into by an oyster schooner just as she an
chored. The little schooner was roughly han
dled, but her cargo was preserved intact.
The Union is a vessel of only sixty-height
tons burden, and has been for along tima
engaged in the coasting trade from New
Work to Charleston, and further south.
Capt. Ames states that she was in the hur
ricane amidst which the Evening Star and
ether vessels were lost, and says she be
haved admirably,riding the seas as securely
as in a comfortable haven. She will have to
receive some new sails and some slight re
pairs before Bhe can undertake the trip up
the Chesapeake, at this uncertain season of
the year. ■
The Brig Hattie Mitchell, Capt. Brad
street, arrived at Swan. Island, from Aspin
wall, 30 th nit.
Capt. Sears, of the brig E. H. Fitter,lost a
child by death at Swan Island.

New Yoke, December 23d.— The steamer
Merrimac has arrived with Havana ad-.
Tices of December 18th.
By the French steamer Panama late and
important news 'had been received of
Mexico. The advices reach to the 9th in
stant, and assert that Maximilian had
not returned to Mexico, hut was still at
Orizaba.
The opinions of the press and people res
pecting the Emperor’s proclamation are
Tory conflicting.
The Esta/ette says that Maximilian no
longer addresses his countrymen as Empe
ror but as a Bimple citizen, and considers
the proclamation as a semi-abdication.
The Era considers the project mentioned
an the proclamation as feasible, and that It
has the stamp of loyalty and simplicity that
captivate at once.
The Palrie, on the same subject, considers
the resolution of the Emperor as having
diffused general content "and hopes,' and has
confounded all his enemies and encouraged
his friends, and even asserts that it is the in
tention of the projected Congress to discuss
a new form of government; that Maximil
ian gives it full power to do so, and what
ever may be the form of the government
adopted by that Congress, it will be iegiti
mate. /
Humors are current in Havana that Max
imilian will be more settled on his throne
than ever, that even Juarez is getting tired
•of the contest, and is about to give in his -
adhesion to Maximilian, but of course no
foundation can be found to famish such a
xeport. '
Nothing has, as yet been officially an
nounced concerning the reorganization of
the army, but the commands of the three
divisions would be held by Mejia; Miramon -
and Marquez respectively.
The French ana imperialists had evacu-:
ated San Luis Potosi and Aquas Ardientes.
Luca Frees was held by the Frfltich. Ba
-.zaine had endeavored to commupicate with
Sherman and Campbell by t<d|?graph, ask
ing them if they had instructions to facili
tate the French evacuation, and eras an
swered that as the French had got them
selves into such a difficult condition they
might get themselves out of it as best they
.could, and both declined decidedly to serve
-as moderators between the French and -
Mexicans. - . „
Mejia, and all the principal Imperial
.officers ignore Bazaine and his authority.
<Tne French seized the custom house at Vera
■Cruz on the 12th instant, although the
Imperial authorities protested strongly
Against it.
New Orleans, Dec. 23 —Vera Cruz ad
wices of December 23th, received to-night,
state that the French authorities had seized
dhs Vera Cruz Custom House, and carried
off $200,C00 of Imperial treasure.
The French steamer Eugenia had left
with $600,000, of which §400,000 belonged to
the French Government, and §200,000 to
. citizens. One thousand French troops had
left for France.

Nkw Orleans, -Deo. 22.—The Congres
sional Investigating Committee havedecided
to carry on the investigation at the St. Louis
Hotel; and commenced work this morning
at an early hour. Subpoenas' - for some
twenty witnesses are. already, issued.
Among those examined to-day were Judges
"Warmoutb and Howell. The committee
will work day and night, and will have
their report ready when Congress re-opens.

Njjw Orleans, Dec, 22.— The schooner
Mary Bertrand, belonging to A. A. Guffiy,
from Tampico for Brazos Santiago, wen l
Bshore ten miles below Bagdad. She had
§24,000 in specie aboard, the ■ of a
cargo of arms furnished to the Liberals at
Tampico. Parties from the shore, pretend
ing to act under Mexican authority, seized
the money, and carried the; same to Mata
rcoras. under pretence that it waS attempted
to be carried out ef Mexico without being
paid. The vessel is a total losb.
Interim! Revenue Receipts.
A Washington despatch says, the'receipts
from internal revenue for Saturday amount
to $488,131 68, and for the past week, $2,-
936,514 20. This is somewhat below the
average for some weeks past, resulting,
probably, from the falling off in many
branches of 'trade, always noticeable in
the returns from this particular holiday
period.
• The total for the fiscal year up to date, is
$161,637,454 12. According to the laws
which govern some branches of our trade,
a gradual diminution of receipts from some
sonfces must be expected', commencing
from the first of each'calendar year. This
deorease is not very great in amount.
Fluctuations are expected in this branch
of finance as in other branches up to the
last day even of the fiscal year, as may be
seen from the facts that ou April 2d of the
last fiscal year, the receipts were $2,455,349;
on May 3a, $2,236,862; and on June 21 they
reached the large sum of $3,421,982, whioh is
the second highest atnont ever received in
one day, and which was the more not iceable
from the fact that the second was on Satur
day, on which day the receipts are, almost
uniformly less than on other days, and da
ring these three months of April, May and
June, the average receipts were under $l,-
000,000 per .diem, , Other facts might be
given to show the fluctuations in this re
spect, and prove that the total receipts for
the year must not be arbitrarily estimated
by the receipts for any one day, or even one
month.
