Army Order —General Orders No. 95 of the War Department, dated December 10th just issued, read as follows: Paragraph 895, revised regulations of the army, is hereby made to read as follows: • 595. Tbe legal punishments for soldiers by sentence of a court-martial, according to the t ffence and the jurisdict ion of the courts are oeaib, imprisonment, imprisonment on bread and "water diet, solitary confinement, hard labor, forfeiture of pay aud allowances discharges from services, reprimands when nniv commissioned officers, reduction to the i an kb. rerieds of confinement shall not exceed six months, and in aggravated or repeated cases of desertion shall not exceed one year. Solitary confinements, or confinements on breau and water, shall Eot exceed fourteen days at a time, with intervals between the periods of such confinement not less than Buch periods, and not exceeding eighty-four days in one year. Enlisted men, for purely military offences, shall not be sentenced to confinement in a State prison or peniten tiary, and when soldiers for other than military offences are sentenced to confinement in a penitentiary, they will be dishonorably discharged the service in the order promulgating the proceedings ot-the court. Ball and chain shall not be used as a punishment. Ord nance sergeants and hospital stewards, though liable to be discharged, shall not be reduced, nor are they to be tried by regi mental or garrison courts martial, unless by special permission of the department com mander. The Georgia Senate ba3 passed the tax bill, with an amendment to tax all National' banks, railroads, press aud insurance com panies one-haif of one per cent., and foreign insurance companies two per cent, upon premiums. A message from the Governor with his veto of the Stay law, says his prior convictions are unchanged, and that he can not approve it. Its passage over the veto is considered doubtful. The House defeated the Bankrupt bill. A message was received from the Governor vetoing the Air Line Railroad bill. The Board of Aldermen of New Orleans have unanimously adopted a resolution ap pointing a room in the City Hall for the use of the Committee of Congress to investigate the riots, and requesting the Mayor to pro vide messengers, couriers, and all needed assistance in the prosecution of their duties.
