AsaociattdPres3.3 Washington, Dec. B.—A bill was intro duced by Mr. Kelley, of Pennsylvania, look lag to the creation of a Department of Inter nal Revenue. It aims to take the control of the revenue from the‘Treasury; but there are doubts whether it can become alaw. The bill io, at present, in the hands of the Committee of Ways and Means, and even if reported upon favorably by that body, and passed by Congress, it would be certain to receive Executive veto. In that event, the Senate would sustain the veto, and the bill would fail. The impression is, however, that the bill will never reach Con gress, but that it will be smothered Committee. . , ' Much discussion out Of. Congress upon the bill looking to the abrogation of the State governments at the South, and the oppo nents of the measure are confident they can defeat it in' the Seriate, -where a vote over the veto could not be secured. - From San Francisco. Associated Press.] San Fkanoisco, Deo. 7.— The Defenders of Mexico, an organization in the interest of Juarez, held a meeting in this city last evening, organized a batallion and elected officers. They proposed to sail for Mexico on the 11th of December, fully armed and equipped, to offer their services to the .Liberal Government. The Savage Mining Company to-day de clared a dividend; of $lOO per foot. All mining stocks continue to improve, the following being the closing quotations: Yellow Jacket $1,330, Savage $2,110 Ophir, $535, Empire Mill $225, Chollar Potoai $230, Gould & Curry $650, Imperial $134, Legal Tenders 7XJ. ' The French Evacuation, Washington, Dec. B.— The President is displeased with the tenor of Napoleon’s reply to the cable telegram from the State Department, calling npon him to faifill his promise and withdraw bis.tropps from Mex ico in installments. The- Cabinet, with but one exception, it is understood, side with the President. It is considered doubtful, however, whether any farther re monstrance will be made, and the proba bilities are that the French Emperor will be -allowed to have his own way. Indirectly, it is hinted, that Napoleon’s action in refusing to withdraw, is mainly because of - what ;he regards a .violation of- the pledge of neutrality, or non-interference on our part, his position being that by the arrest of Gen. Ortego, the despatch of Gen. Sherman, and other objec tional movements, ourpledge of neutrality is. broken, and the compaot is therefore withdrawn and null and yoid. The Union Pacific Railroad. Associated' Press.J The Secretary of the Interior has received a telegram from the Vice President of the Union pacific Railroad, dated the 6th inst. stating that thirty miles more of, the track of the said road was completed' oh the sth, .making 300: miles' west from Omaha, Ne braska, and requesting that the commis sioners be ordered to examine the same. The commissioners will be instructed to re pair to the line of the road for the purpose of examining the section as soon as practi cable. ... The Bio Grande Difficulty. New Orleans, Dec.7.—The most authen tic advices from the Rio Grande, or what are regarded as such, report the recrossing of the river by the United States brigade that had previously marched into Hatamoras, and their return to Brownsville. B.— The Boston Commercial Bulletin of this morning, says: ‘‘ Well known merchants of this city have just completed arrangements for the ereotion of m new and handsome theatre, about the size of Wallack’s two in New York, and to be conducted and managed upon the same plan.. It: will be located upon the easterly ■side-of Washington street f between Hay wood-place and Essex street. This architect has plans 'of the building on hand, and operations will be commenced with the in tention of completing the theatre and open ing with dramatic performances on the Ist of September next. ■ ; : Cotton Crop Estimate. : [TotheN.
