American Securities U. S. Five twenty bonds of Die issue of 1865 were again rather higher with transactions at 692 @691, Frankfort, Dec. B.—XT. S. Five-twenties rule very steady in this market at 75g@75i cash and short time. Liverpool, Dec. 8, evening.—The market &r breadstuffs generally closed heavy and with only a moderate attendance of buyers. Wheat was offered at Id. decline per cental, and Corn at 395. 6d. for handsome American white. From Central and Sonth America. New York, Deo. 10.—Panama dates of the 3d inst. have been received by the steamer Rising Star. The forty-fifth anniversary of the Inde pendence of the Isthmus has been celebrated during the week by receptions by the Presi dent, military reviews, salutes, masquer, ades, &c. The frigate Powhatan saluted the Columbian flag, and Admiral Pearson visited the President. There was a heavy gale at Aspinwall on December Ist, butno damage is reported. The ; British steamer Danube arrived at Aspinwall November 22d, with three cases of yellow fever on board. The steamer California, from Liverpool, had arrived at Aspinwall. The ship Aroostook, with ice, from Boston, had also arrived. Arrival of the Rising Star. [To the New York Associated Press.] NeW. York. Deo. 10.—The steamer Rising Star, from Aspinwall, arrived here this morning, and brings $1,263,113 in treasure. The Rising Star brings dates to the 2d, from Panama. There was much tfelk in Chile of making war on Spain. The allied squadron was still at Valparaiso, preparing to go to sea It is believed that the destination of the fleet is Manilla, to intercept at that place, if pos sible, some of the Spanish vessels that put in for repairs after the defeat at Callao. A slight shock of earthquake was felt a : Valparaiso on the night of the Bth of No vember, but caused no damage. From Peru there is but little of interest. The Dictator seems to be conducting affairs in that Republic with great ability. The different attempts at revolution seem to havefailed. The five republics of Central'America are at peace, consequently there is no news from there. The recent sittings of the extra session of Congress iuChile terminated in the defeat of the opponents of the Government. A disastrous fire occurred in Santiago, Chile, on the 2d of October. The market place, with all its stalls, &c., was destroyed. The amount of property destroyed was very large, and the losses fall chiefly upon the poor trading people. Colonel Balto and the other expatriated Peruvians have taken up their residence in Santiago. The steamer Cyclone, which was reported to have been captured by the Spaniards, ar rived at Valparaiso on thesthof November. New Yoke, Dec. 10.—Steamer Rising Star, from Aspinwall, has arrived. Santa v Anna Again Heard From, From WsshlnetOß, [Special Despatch to the Bulletin.] Washington, Dec. 10,1866.—A number of leading capitalists from New York, includ ing the Astore, arrived here to-day. The object of their visit is understood to be aa to the probabilities of an impeachment of the President. Santa Anna has addressed an important letter to Secretary Seward, relative to Mexi can matters. He proposes to solve the whole qaestioD, and asks the co-operation of the Government to that end. A delegation of leading importers and anti-Tariff men have arrived to protest against the passage of the tariff bill of last session. Secretary McCulloch is preparing a new financial scheme, which will be transmitted to Congress In a few days. The vote in the Senate on universal suffrage for this District trill be very close- [To the New York Associated Press.] Washington, Deoember 10th.—It is not true, as has been telegraphed North and South, that the Supreme Court of the United States has recently made a new rule ad mitting members to its bur without taking the test datb. The eld oath is administered to'the applicant in open conrt and he is then requested to retire to one of the adfoin ing offices and there subscribe to the test oath. This information is derived from Mr. Middleton, the cleripofthe court. The Steamship Britannia. [To the N. Y. Associated Press.} New York, Deo. 10.—The steamship Bri tannia left Glasgow on November 3d, and Moville on the 4th. On the 14th she took a heavy gale from northeast, and on the 15th, the gale continuing, her rudder head and outer stern post were carried away and her screw was lost. On the same day the gale moderated, and they rigged a jury rudder and had been under canvass ever since, having moderate weather. On the 9th inst, when 80 miles from Sandy Hook, she was taken in tow by the lowa and brought into port. All hands on board were well. They were on a short allowance of provisions and water. She has been three weeks and two days since passing Cape Race. Mayoralty Election In Boston. [To theN. Y. Associated Press.] Boston, December 10th.—Our municipal election is being held to-day. At noon the vete for Mayor stood, Noroross (Republi can), 1,710 ; Shartleff (Opposition), 1,144. Sir John Michel will be sworn in as ad ministrator, to-morrow. There is no donbt that John H. Surratt, implicated in the Lincoln 'assassination affair,was concealed in this city for months. No amount of money would induce his protectors to give information regarding him. CBy the United States Associated Press, 1 ' Tokomto, Deo. 10.—At a meeting of the Huron and Ontario Ship Canal Company, on Saturday, a resolution was adopted! that a complimentary dinner be given to the deputation from Chicago and Milwatr kie; and that a reception commutes bs ap pointed to meet them on their arrival, and a dinner be given them at the Queen’s Hotd on Wednesday. 1 The storm which occurred here on Satur day was one of the most severe that has taken place for years. The schooner Rapid was driven ashore on the island opposite this city, and for some time was ia a had condition, and must speedily have gone -bo pieces had not the gunboat Huron sent a lifeboat and crew to her assistance. Another vessel lying at the Queen’s wharf was almost daahed to pieces against the pier, before safely placed. Tbe Fenian Excitement. No danger is apprehended in this city, however, and but little confidence is placed in the reports. It is reported that Hon. Mr. MoDongall’s Residence was attempted to be entered on Sunday by a person dressed in the garb of a soldier. What his obf set or purpose was, is not yet ascertained. Worth is in correspondence with the President, rela tive to General Sickles’s order prohibiting corporeal punishment by the Courts of North Carolina, and not Governor Holden, 5 as was erroneously stated. The object of Mr. Holden’s visit to Wash ington is unknown. Numerous measures for the relief of the people are pending in Legislature. The sentiment of the body is decidedly adverse to repudiation. The interest on the State debt is to be funded at present the condition of the peo ple precluding its immediate payment, A resolution asserting the loyalty of the State an d deny ing the alleged persecution of Union men was passed by the Commons by a large vote. A strong feeling in favor of completing the work of internal improvement is mani fested.
