WASHINGTON, Nov. 28th.—A despatch re
ceived here to-day from New Orleans, states
that a numerously signed petition has been
sent to Congress. Among the signers are
some general officers of the present State
Government. The petition asks for the
abolition of the present State Government
and the appointment of a Provisional Gov
ernment.
The Fenian difficulties just developed in
Ireland will, it is believed by Secretary
Seward, result in a rigid enforoement of
the sentence of death against those now
awaiting the action of the British govern
ment in Canada.
The Mississippi Commissioners for there
lease of Jeff Davis are still here and expect
to get a favorable answer from the Presi
dent in a day or two.

WASHINGTON, Nov. 28.—After the ad
jcurnment of the meeting of the Conserva
tive Army and Navy Union last evening,
the members of the Association, headed by
their brass band, marched to the residence
of General Grant, at Georgetown, for the
purpose of serenading him. After the per
formance of several pieces of music the son
of General Grant appeared and announced
his father not present, having been called
into the city on business. On the return of
the party they mei, General Grant, who
thanked them for the intended compliment,
and expressed regret at being absent.

BALTIMORE, Nov. 28.—1 t is rumored here
that Reverdy Jobnson will take a 'seat in
the Cabinet, and that the Democrats will
elect Gov. Swann to the unexpired term of
two years, reserving the full six year term
for a straight-out Eastern Shore Democrat.

SAN FRANCISCO, Cal. Nov. 27th.—The
Washington Territory despatch of yester
day says the Custom SOUSe heretofore lo
cated at Port Angeles has been removed to
Port Townsend.
Among the articles to be sent to from Cal
foznia to the great Exposition in Paris, are
native wines, borax,snlphur and petroleum,
and many rare and beautiful specimens of
gold:
The steamer Pacific from Columbia river,
arrived to-day,bringing $144,000 in treasure.
The bark Peele has sailed for Hong Kong
She carries $19,000 in silver bars in addition
to the amount heretofore reported.
Gaston Dartois has commenced a suit
against the Alta Californian newspaper,
to recover damages in amount of $27,000 for
publication of an alleged libel abont the
seizure of the brig Bascoe at Cape St. Louis;
in which Mr. Dartois is designated as a
pirate and robber. •
Mining stocks are•generally looking well.
Savage is quoted at $1,980; Belcher, $117;
Choliar, $238; Ophir, $190; Yellow Jacket,
$9 55. Legal tenders are unchanged.
Sales of wheat to-dayatsl 85 per - 11H0 bbls,
Hawaiian sugar is selling at $9 95 per 100
pounds.

NEW Yorur, November 28th.—The inves
tigations at the New York Custom House
disclosed the fact that the moneys collected
from office holders preceding the late elec
tion for election purposes'Was nearly all ex
pended in , Baltimore.
A.eall has been made for a meeting of the
Shamrock ' , Circle of the Feniatus to-night.
The address says: "Fellow countrymen,
come forward. Will you permit O'Neil to
advance again, and perhaps Pe stricken
down before you step in the ranks?. Re
member, the F. a's are about to lift their
heads and move their arms for a bolder
struggle when the Eagle will not protect the
Lion. Let all true Irishmen come forward
to-night and fall into the ranks.
The Loss of the English Bark Caya.

Sex FRAnoxsoo, Cal., Nov. 28.—The de
tailed accounts of the loss of the English
iron bark Caya, bound from Sidney to Elan
Francisco, state that the vessel was being
runby dead reckoning, and supposed to, be
near Tanalone light, when the second mate
reported land on the lee bow. The Captain
immediately ordered the ship to be moved
off, but she struck heavily on the rocks
and - swung - her broadside upon
them, the sea lifting her, from
rook to rook and crushing' in her bot
tom. The force of the water forded in her
main deck and carried off all the boats on
bixrd the ill-fated vessel, and left but ten
persons remaining on the wreck, who made
desperate struggles to save themselves, bat
only three reached the shore in safety, two
of whom were in a bruised condition.
The following are the names of the saved:

Nightingale, from New York for Boston,
has arrived. She was towed In here by the
steamer George Appold. She had her shaft
broken.

SAN FRANCISCO, Nov. 27.—The steathship
Pacific arrived this morning from Portland,
Oregon, with $144,000 in treasure.
The British ship Perle, for Hong Kong,
takes $19,156 in silver bars in addition to
the amount of treasure before reported for
China by that vessel.
Dyer's extensive soap factory in this city,
WAS destroyed by fire last night. Loss,
$20,000.

Nsw ORLEANS La., Nov. 27.—Over 90,000
persons have witnessed the closing of the
grand fair here. Everyone was highly
pleased with its unexampled success. A
cavalcade of premium stock, preceded by
two bands of music, concluded the event.
Another fair is announced for next year,
Railroad Accident.
BUFFALO, Nov. 28.—The mail train which
left here at 1 o'clock, P. M., yesterday, ran
off the track near Sycamore. Mr. Schem
merhorn, the express messenger, was in
jured, but not seriously. None of the pas
sengers were injured.

ATTEMPTED SHOOTING.—Thomag White,
who keeps an eating saloon on Lombard street, near
Sixth, was arrested last night for attempttng to shoot
a man It seems that he was about to buy scmething
from a huckster, and got into a disoute with him. He
went back into his home, got a pistol and fired a' the
huckster. The aim was bad, and the ball missed its
mark. White was immediately captured by Officer
Benksheimer. Ha was taken before Alderman Butter
and was held in !See ball, for an assault and battery

The alarm was given and the thieves were captured
after having thrown some of their plunder into an

ROBBED WHILE DRINICING.--john Matt
derfield and 'Edward Burns had a bearing this morn
lug before Alderman Tittermary upon the charge of
robbery. It seems that a man from Woodbury, N. y ,
fell in with the defendants. and was taken into a
saloon on' Third street. above Shippen, to drink.
While engaged in drinking, it is alleged, slanderfleld
took no from his pocket. The accused were com
mitted for trial.
Fotrice.--Charles T. Abbott, the young
man whn has been missing from the Insane Asylum
at Frankiord. was found last night hy Lient Witcrott
and Oftleer Zen's, wandering about the. Nineteenth
Ward. During his absence he had been to Harrisburg
and other places.about the State. He was taken back
to .Frankford.'
HIGHWAY ROBBERY.—FrEtnk Morris and
John Wilsnr were before Alderman Tittermary this
n orntrg upon thecharge of robbery. It is alleged that
they stopped John L Wall on South street above
Eleventh. on the night of the 21st inst., and while one
held him the other took $65 from his pocket, The ac
cused were held in 1800 ball for trial,

FIRE.:--The stable of John Bardsley, on
liratidain street, above Twenty-second was'destroyed
by fire about four o'clock yesterday afternoon. Two
horses perished in the flames. One belonged to Mr.
Itardsley and the other tO lift. ()index.. The total

There was but little business at the Stock Board this
morning, and the • speculative shares took another
downward turn. Beading Railroad, which was the
most active on the list, sold down to 58—a decline of
from the opening yesterday. Philadelphia and lgri e
Rafircad sold down to 31.4—a decline of l, but after_
ward rallied, and soil up to 31X. Camden and Amber'
Railroad sold at 13034. and Pennsylvania Railroad at
SW—no change. Lehigh Vttlley Railroad was firm at
67 bid; Mine Hill Railroad at St Germantown Railroad
at 61, and Catawissa Railroad Preferred at IS. In
Government Loans the sales were relatively unim
portant, but they were held firmly. 113 was bid for the
Coupon Sixes %I; 109 for the old Fivo-Twentiee; 10tX
for :the '64s; 1073 j for the '6Se; 99% for the Ten-Forties,
and 10SX for the June and July Seven-Thtztles. State
and City Loans were steady, with Wee of the new
issues of the latter at 10234. In Canal stocks the only
change was a decline or 56 in Schuylkill Navigation
Preferred. Coal and OS stocks were entirely nominal
in Passenger Railway shares the only sale was of
Thirteenth and Fliteenth Streets, at 51 The Board

WASHINGTON, Nov. 28.—The occupation
Of Matamaras, by, the United States troops,
if true, was without any authority or ap
proval from either General Sheridan or the
Govermnent.
Last night a despatch was received by
Gen. Grant from Gen. Sheridan, stating
that the latter bad been informed that Gen.
Sedgwick contemplated such a nuiirement„ -
and that orders had been immediately for
warded by telegraph to arrest it, as an nn
authorized and unwarranted proceeding.
Gen. Sheridan stated that if the move..
ment was made before the telegraphic order
reached the officer in command he should
instantly relievethe latter from duty.
It is believed that Gen. Sedgwiok was in
diced to take this step by the importunities
of parties in Matamoras who had compro
mised themselves by affiliation with the
Imperialists, and desired protection. The
proceeding is totally disapproved by the
military and civil authorities here.

Fenians, has created quite a stir among the
Brotherhood in this city, and private des

NEW Yonx, Nov. 28.—A letter received
here from Palermo says: "After the poli
tical disturbances . that took -place here in
September last; the Asiatic Cholera broke
out in this town, and has done considerable
havoc for the ast eight weeks, averaging
from one hundred to two hundred eases
daily, more than one-half of whom have
died. No cases occurred among the Ame
rican shipping, except in the case of the
Mate of the bark Caro, Mr. John C. Chip
man, of Bucksport, Maine."
The Cholera on Shipboard at New Torii.
liEw YORK, Nov. 28.—The bark Jessie,
which 'arrived to-day from Hamburg, had
18 deaths irom cholera on the passage, and
cne case upon her arrival.
The Health Officer has ordered her to the
lower quarantine for fumigation.
The Cholera at Washington.
WAsursolow, Nov. 28.—A case of cholera
occurred here yesterday, on the Island,
which terminated fatally. The victim was
a colored man.
Occasional deaths from occur here,
but it is almost entirely confined to the des
titute colored people, and arises from desti
tution and excesses of those attacked.
