    CITY COUNCILS.
A stated meeting was held yesterday.
SELECT ERANCEC.
A message was received from the Mayor,
- stating that the ordinance to increase the
police force was prepared at his own sugg9s
lion. The present police force is entirely in
adequate to the proper protection of the city.
The police force of New York numbers 1,800
men; in this city it is bat 700, The Mayor
_recommends the passage of the 'ordinance
increasing the police force. This' was post- .
poned for the present.
~_ A further communication from the Mayor,
making sundry police appointments, was
referred to the Committee on Police.
A communication was received from the
Controllers of Public Schools, asking, on be
half of the Second School Section, the use of
-Moyamensing Hall for school purposes.
Also, one asking $175 to introduce water
into the Hancock school house.
A draft of a bill to be presented to the next
Legislature, relative to the payment of spe
cific salaries to the DiStrict Attorney, Sheriff
and Coroner of the city, and requiring the
Prothonotaries of the Supreme, District and
Common Pleas Courts, the Register of Wills
and the Recorder of Deeds to provide their
own books and stationery, was introduced.
It also authorizes the Chief Commissioner of
Highways to collect by distraint all sums due
by railway companies for necessary repairs
to streets, which they neglect to make. The
bill pays to the District Attorney $4,000 per
annum; to the Clerk of Quarter Sessions,
,$2,000 per annum; to the Sheriff, $2,500, and
to the Coroner $3,000. The subject was re
ferred to the Committee on Law.
• A bill paying $l5O to certain parties for in
juries accruing to them in the laying of wa
ter-pipe was passed.
An ordinance authciizing the purchase of
water-pipe was passed.
An ordinance authorizing the purchase of
a lot of ground in George street, east of
Fourth, 120 feet by 100, at a ground rent of
$720 per annum, for school purposes, was
passed.
Also, a bill to buy a lot on Milton street,
eighty feet west of Eleventh, 102 by 64 feet,
at a ground rent of $459 per annum. Passed.
An ordinance authorizing the purchase of
a lot on Morris street, east of Second, for
school purposes, was passed.
Also, an ordinance appropriating $15,850
for inolosing and furnishing the new Court
House. Passed. The amount appropriated
is as follows : For an iron railing, with stone
foundations and granite base, and to renew
the entrance gates on Chestnut street, and
adapt the entrance for the convenient in
gress and egress of the prison vans and
paving around the Court House, $3,800; For
wooden cases, shelving, tables and chairs,
matting and furniture for the office of the
District Attorney, $1,800; For seats for spec
tators and auditors in Court Rooms,elevated
floors, railing for bar and witness stands;
revolving chairs for jurors, docks for wit
nesses and prisoners, &a, dic., $6,400; Gas
fixtures throughout, $1,350.
Mr. Wagner, of the Committee on Law,
reported an ordinance requiring all Insur
ance Companies to pay into the City Trea
sury,for the support of the Fire Department,
the sum of one per cent. on the amount of
their premiums, and 25 cents upon every
transfer. This matter was debated at some
length, and postponed for one week.
Mr. Freeman offered a bill authorizing the
Board of Revision to employ twelve persons,
at $9 each, to aid in revising the tax returns.
Referred to Committee on Finance.
The bill to increase the police force was
then taken up. A motion to postpone for
the present, was lost. Pressed to vote on
the bill, it fell by this vote:

The resolution of Common Council to
meet on Wednesday of next week instead
of Thursday was passed.
Sundry highway bills, to pave Master,
Sixteenth and other streets, were passed
finally; also various private bills.
Adjourned until next Wednesday at 3 P.M

Mr. Stanton presented a resolution that
-Councils meet on Wednesday of next week,
to avoid the regular meeting on Thanks
-giving day. Agreed to.
Also, to request Select Council to meet
Common Council in joint convention on
that day, at 430 P. M., to elect three Di
rectors of the Pennsylvania Railroad, and
three of the Northwestern Railroad.
The Chamber called up the ordinance to
purchase the triangular lot of ground near
Fairmount Park.
Mr. Krupp opposrd the purchase.
Mr. Hetzel thought the whole affair cal
culated to waste the public money.
Mr. Fox advocated the purchase, and so
did Mr. Bardsley.
The ordinance was postponed indefinitely
—Yeas 25, nays 12.
The Committee of Finance presented or
dinances making annual apnropriatiens to
the City,Commissioners and Superintendent
of City Railroads. The ordinances were
ordere'd to be.printed.
Also, to appropriate $2,000 to the City Trea
-surer for pay for extra clerk services. Passed.
The Committee on Highways presented
resolutions to grade Sixteenth street from
Master to Montgomery avenue, Twentieth
Ward; to pave Forty-third street, Twenty
seventh Ward. These were agreed to.
The Police Committee offered an ordinance
requiring all persons to remove all awnings,
branches of trees, or other obstructions, that
are not eleven feet above the pavement,
wherever these obstructions interfere with
the light from public lamps. The time al
lowed for the removal is three months, and
no such erection will be allowed in future.
The ordinance was recommitted to the
committee.
Mr, Billington nresented a report of the
Police Committee, with an ordinance in
creasing the salaries of the Chief of Police
to $2,000, Lieutenants $1,155, Sergeants
*1,082 40, and Policemen $912 50 per annum,
being in the latler case .% 50 per diem.
The re was was signed by Messrs. Han
cock and Shane, of Common Council, and
Cotten, of Select. To bring the bill before
Councils, Mr. B llington,off Common Coun
cil, and Messrs. Jones, Marcus, and
Manual, of Select, affixed their signatures
to the bilk
Mr. Evans offered an amendment to make
the pay of the Fire Marshal $1,700, the high
constables $1.200, detectives $1,200, clerks to
Mayor $1,500, messenger to Mayor $912 50.
Mr. Billington argued against the bill as
a bad financial measure.
Mr. Wolbert said that Mr. Billington was
already rich beyond measure. He was pos
sessed of great means, yet he denied to poor
policemen the pay he would award to the
laborers who pave the street in front of his
door. Alexander Henry recommended the
ordinance as one worthy of the approval of
Councils. The laborer is worthy of his hire.
Had the Chairman of the Police Committee
read his Bible he would have known this.
Mayor McMichael warmly recommends the
increase.
Mr. Hetzel moved the indefinite postpone
xoent.
Mr. Simpson said that many policemen
were resigning weekly from the simple fact
that they cannot live at the salaries paid.
They are subject to be called for duty thirty
six hours out of forty-eight hours. We must
have good men on the force, and must pay
them, or we will have our police demoral
ized. The tax-payers of the city are pre
pared to pay the policemen the merease.
Mr. Wolbert said that the only one who
bad asked him to vote against the bill was
a bail-goer for thieves.
Mr. l3illington went on to argue against
the increase. No calculation was made for
it in the annual estimates for 1867. The pt)-
lice force can be refilled with good men in
a day were the staff to resign.
The motion to postpone was lost. Yeas,
7; nays, 32.
Mr. Evans asked leave to withdraw his
amendment.. Objection was made, but
leave was granted. He renewed it with the
exception of the increase to the detectives.
The amendment was lost. Yeas, 16;
.nays, 21.

The South Street Bridge subject was
called up,but postponed until next Wednes
day.
Permission was granted to S. A. Miller to
erect wooden buildings on his skating park.
The special committee on Fire Conimis
sioners reported, through Mr. Evan; that
they had considered the subject for which
they were appointed; that they had con
ferred with the Fire Marshal and Chief of
Police. That a change of the government
of the Fire Department is necessary none
will deny. The only thing requisite is to
protect the interests of the taxpayers. The
Fire Marshal's representations induced the
committee to drop its most radical features,
but the features of the commiewionership are
not changed. The department cannot go
vern itself, and therefore it must have a go
vernment appointed for it. The ordinance
following was the result of the deliberations
of the committee:
An ordinance supplementary to an ordi
nance entitled "An ordinance supplemen
tary to an ordinance to reorganize the Fire
Department of the city of Philadelphia,"
approved March 5, 1856.
SEculoN 1, The Select and Common Coun
cils of the city of Philadelphia do ordain,
That the Mayor of the city, the Chief of Po
lice, the Fire Marshal, the Presidents of Se
lect and Common Councils, one member of
the Trustee& of the Fire Association; to be
annually selected by themselves, one mem
ber of the Trustees of the United Firemen's
Insurance Company, to be annually selected
by themselves, one member of the Board.of,
Underwriters, who shall also be chosen an
nually by themselves, be and the same are
hereby constituted a Board, to be styled
"The Board of Fire Commissioners of the
City of Philadelphia;" and the said Board
of Fire Commissioners are hereby author
ized to make such rules and regulations for
the government of the Fire Department as
they may deem necessary.
- SEC. 2. That all complaints and charges
against any company, which is now or may
hereafter become part_ of the Fire Depart
ment of the city of Philadelphia, shall be
heard by the said Board of Fire Commis
sioners, whose decision shall be final upon
the matter; and the said Board are hereby
authorized and empowered to suspend for a
term, of dismiss from the Fire Department
any company which shall reuse to be go
verned by the rules established by the said
Board.
SEc. 3. The Chief Engineer and Assistant
Engineers of the Fire Department shall be
subject to such rules and regulations as the
said Board of Fire Commissioners may pre
scribe. All charges against the Chief Engi
neer or any of the Assistant Engineers for
any misconduct in office, or neglect of duty,
shall be heard and determined by the said
Board of Fire Commissioners, who are
hereby fully authorized to suspend for a
term, or dismiss from office, the party
whom they,shall convict of any such official
misconduct or neglect of -duty; and the
salaries of the officers so suspended or dis
missed shall cease during the term of their
suspension, or from the date of their dis
missal.
SEC. 4. It shall be the duty of the Select
and Common Council of the city of Phila
delphia, at any stated meeting in the month
of October, 1868, and every third year there
after, to meet in joint convention and to elect
proper persons to be Chief Engineers and
Assistant Engineers of the Fire Department.
The Chief Engineer shall not be less than
thirty years of age, nor have been a mem
ber of the Fire Department for less than ten
years. Provided,That if the saidChiefEngin
eer or any of the Assistant Engineers be sus
pended ordismissed from their offices the va-
can cy so created shall be filled by the Board
of Fire Commissioners for the remainder of
the year; and it shall be the duty of Coun
cils to fill the vacancy from the expiration of
the year to the expiration of the term in like
manner and form as hereinbefore directed.
SEC. 5. All ordinances or parts of ordinances
inconsistent herewith are hereby repealed.
A motion to postpone the hour of adjourn
ment failed.
Mr. Wolbert moved to postpone the sub
ject until next Wednesday.
Mr. Evans requested an explanation.
Mr.Wolbert said the bill was the most im
portant that had ever come before City Cou
ncils touching the interests of the Fire Depart
ment,and the Chamber was too slim to at
tend to it. The bill is-the first step towards a
paid Fire Department. He repeated his mo
=ion to postpone untilWednesday,and make
it the special order of the day at 4 o'clock.
The bill will add $3,000,000 to the expenses
of the city.
Mr. Evans said the pretext of postpone
ment was frivolous. The bill would not cost
the city $3,000,000. There is no feature of the
bill which imposed a dollar. Councils were
ready to act and should do so.

at Tweetsbury, the county town of Bedford.
TORONTO, Nov. 22.—The government is
directing its attention to the re-arming and
equipping of the volunteer batteries of the
Provinces.
