MR. STANTON NOT TO RETIRE.
THE TROUBLES IN MARYLAND.
AFFAIRS IN LOUISIANA.
The Situation in Mexico.
THE ATLANTIC SQUADRON.
From Washington'
{Special Despatch to the Bulletin.]
■Washington, Oct. 24.—1 am authorized
to announce that the statement that Secre
tary Stanton contemplates retiring from the
Cabinet is without a shadow of foundation.
He will not leave the Cabinet unless re
moved, and there is not much danger of
that while Secretary Seward remains in the
State Department.
Several well - known Pennsylvanians,
headed by Senator Cowan, called on Secre
tary McCulloch yesterday, and requested
him to make some more changes.
The Secretary informed them that he was
disposed to make no more changes. An ap
peal was then made to the President, who
assured the delegation that the matter
should be attended to immediately.
The Trouble In Baltimore—Aflalrs In
liOnlatana—Onr Mexican illations.
Baltimore, Oct. 24.— The special corre
spondent of the Baltimore Sun says:—The
proclamation of Governor Swann is fully
approved by the President, and should it
be necessary for him to call for aid in main
taining peace and order, and enforcing
the legal authority, it will be promptly
furnished.
In the case of the threatened resistance in
Louisiana, by the “Boys in Gray,” to the
authority of the Governor of that State in
the removal of the sheriffs, the same course
Will be pursued, but it is hoped that in both
cases the necessity may not arise.
The same correspondent also says, in!re
gard to Mexican affairs, that our Govern
ment has refused to grant the extension of
tame to the French Government,'for the re
moval of troops, and insists that it shall
commence at once, and proceed as rapidly
as possible. In view of the anarchy preva
lent in Mexico, onr Government will be
prepared to protect the Juarez Government
and finally establish it. In consideration of
California and and the Northern
P®* l and Chihuahua are to be
ceded to the United States. No agreement
has been made by onr Government to guar
antee the French claims against Mexico,
but should it appear expedient, it will not
hesitate to do so.
The enforcement of the Monroe doctrine
and the establishment of a stable Republi
can Government in Mexico, are considered
of paramount importance. The matter has
been fully discussed in the Cabinet, and
unanimously agreed upon.

Nice Amusement.—'Three young men of
respectable appearances drove down Chestnut street,
yesterday afternoon, i£ a dilapidated wagon. They

took them to the Central Station. At the he&riog be

Major S. Abasa, Chief of the Russian por

Capt Manwood had explored the route
between the mouth of the Amoor riyer and
Ochotsk, and joined Major Abasa at the
latter points.
Various explorateura had determined the
route between Behring’s sea and the termi
nus of the line at the mouth of Amoor
river. Timber was plenty and four hun
dred poles were expected to be ready before
the close of the present season.
* The Datives were very friendly along the
whole route, and offered the use of their dog
teams to assist in transporting materials,
and have contracted to supply any amount
of reindeer meat.
Major Abasa has Durchased a large num
ber of dog teams and established fisheries
to supply the dogs with food. The Russian
government officials have rendered every
facility to the expeditionists without await

Count Ansoff has issued orders to all offi

completion of the line.
When the necessary material is received
