V; r It was suggested, on the, other side,, that politics had been allowed to iifftiienoe Coun cils, and the case of the Good Will Engine, waacited as an evidence.. There the sus pension of the Good Will was renewed be fore the election.* ' , ~ Mr. Van Cleve urged that politics had crept among the firemen themselves, as the election for engineer proved. -Mr.'King deprecated the introduction of politics into the Fire Department, and pre dieted’that it would lead’to 'the destruction of the Department, and in time it would compel the adoption of a paid department, inorder to exclude politics. The resolution was concurred in. - Mr. Smith introduced the following: .Resolved,"That from andafter the first day of November, 1866, nny -fire company which shall be guilty of disorderly conduct, and shall be suspended by the Chief Engineer of the. Fire Department, and whobe actionshali ho .sustained, by the Committee of Trusts and Eire, shall be disbanded,'and never be reinstated in the Fire; D apartment of Phila delphia! ‘ ’ - - Mr. Freeman moved to refer to the Com mittee on Trnsts and Eire. ; Mr. Smith hoped not There should now be sufficient independence among the mem bers of Councils to vote for this ordinance. It was time some action was taken. He had been connected with ,-the Fire Department since 1837 or 1838,snd'he was free to confess that the .riotous conduct of the companies during the past few . inonthsexceeded any thing coming under his notice in the past This ordinance will throw the responsibility upon the company, and if they will engage in disturbances, they must take the respon sibility! ' Mr. Freeman suggested that the subject should go to a 'Special Committee, or the Committe on Trusts and Fire can be in structed to report a bill to reach the end in view. Mr, Smith agreed to the suggestion, and said be would make it in-the form of a re quest to the Committee on law to report an - ordinance. The resolution of instruction to the Com mittee on Haw was adopted. Adjonrned, COMMON COUNCIL. The resolution providing far the construc tion %f a footway on the upper side of Gray’s Ferry Bridge, which was under considera tion at the time of the adjournment of ’ Council, a week ago, was ta^ en U P 1111(1 adopted. „ . The Survey Committee reported a resolu tion authorizing a revision of street lines and grades in portions of the Twenty-fifth Ward, which was agreed to. The ordinance from Select Council ap ’ propriating §650 to the relief of the family of Thomas Maßsey, deceased, late Messen ger of Select Council, was concurred in., Ordinances were adopted authorizing transfers in the items of appropriation to the Departments of Poor and Markets. Mr. Nickles (in place) submitted an ordi nance, making the license for each passen ger car §5O, instead of §30, : as at present. Mr. Nickels, in offering the ordinance, said that license is now paid on 449 cars, ■ which at §3O on each car produces §13,470, and the additional sum would add §S,9SO to the revenue. Mr. Harper said the ordinance 'did not go far enongn. The companies could well afford to pay §lOO-on each car, for many of them are making at least fifty per cent, on the cost of their roads. Mr.. Harper con cluded by moving to amend, by striking out §5O and inserting §lOO. 0 The amendment • was agreed to. Mr. Evans stated that if this additional tax was placed on the cars the companies would put an extra tax on the passengers. He did not intend to justify the, present rates charged, but he would say that hay and oats were nearly as high now as when the fare was raised. Mr. Fox moved to refer the ordinance to the Committee on Railroads, to ascertain the earnings of the railroads before fixing the rate. of . license. Mr. Krupp moved to refer to a special committee of three from each chamber. Not agreed to. The motion to refer to the Committee on (Railroads was adopted^ Sir.
